This study investigates changes in the total factor productivity (TFP) and identifies the main sources of TFP growth following the adoption of an individual fishing quota (IFQ) program in the Gulf of Mexico red snapper commercial fishery. Utilizing an unbalanced panel of 722 vertical line vessels Malmquist indices were derived from an output-oriented stochastic distance frontier. The analysis shows that the IFQ program had a positive impact on the productivity of the fleet and that most of the productivity gains were due to improvements in technical efficiency. The study also finds that changes in technical efficiency were time variant suggesting that the exit of the less efficient vessels and easing of command and control regulations such as trip limits and short fishing seasons were responsible for most of these gains. Changes in the exploitable biomass of red snapper were found to have a moderate impact on productivity growth whereas the impact of technological progress was minimal.  相似文献

The results of three snapper tagging cruises in the Hauraki Gulf area to estimate population size and annual exploition rate are presented. Eight hundred and thirty‐two snapper were tagged around Great Barrier Island in August 1975; in the inner Hauraki Gulf 1743 were tagged in June 1976 and 2685 in October 1976. Estimates of tag loss due to the combined effect of shedding of tags and tagging mortality were made, and the crude tag return rates were adjusted accordingly. The combined returns from commercial and amateur fishermen for the first year after tagging, adjusted for tag loss, were: Great Barrier Island, 19 (2.3%); inner Hauraki Gulf, June tagging, 98 (5.7%), October tagging, 179 (6.8%). Tag return rates from different parts of the study area varied considerably.

Calculations of the population size for the inner Hauraki Gulf (fishery statistical areas 006 and 007) were made from tag returns of longline and set net fishermen and their catch statistics taken from the monthly fishing returns; Petersen's method gave population sizes of 43 million (returns from June tagging) and 36 million (October). The catch statistics are thought to considerably under‐record the real landings, and better estimates of the population size may be 71 million and 60 million respectively.  相似文献

The Gulf of Mexico Fishery Management Council determined that previous management of the grouper and tilefish fisheries in the northern Gulf of Mexico were not meeting management goals, and developed a catch shares program using individual fishing quotas (IFQs) beginning in January 2010 in order to more effectively manage these fisheries. An IFQ is a management method in which individual fishers and corporations are allocated the right to harvest a percentage of a fishery's total allowable catch, thus specifying how much of a particular species each fisher can harvest. This study makes use of a mail out survey to document the perceptions of fishers, seafood wholesalers, fisheries managers, and academics with an interest in the (northern) Gulf of Mexico grouper and tilefish IFQ program. While fishers, seafood dealers, fisheries managers, and academics all acknowledge that the IFQ program will create some problems, commercial fishers and dealers were far more skeptical of the alleged benefits of IFQs. Moreover, larger commercial operators were more inclined to agree with managers and academics that the IFQ program will produce several benefits for their operations and the fisheries. Some smaller operators believe that they will be driven to ignore the new rules or be forced out of business. In the future, the Gulf Council might do two things: put a bit more effort into making fishers aware of the potential benefits of IFQs, and develop alternatives with more flexibility perhaps working more closely with communities of fishers, who prize their independent way of life above all else.  相似文献

This paper presents the results of a survey of US halibut IFQ holders exploring market participation, opinions about IFQs, and perceived fishery and community effects of IFQs. A four-step mail survey was sent to a stratified random sample of 14% of the total population of quota holders, producing a response rate of 46%, or 506 returned surveys. Survey results suggest that while there is a wide diversity of opinions and perceptions of IFQs, there are some predictable trends in the ways that different groups of fishery participants experience and respond to these programs. Gender, income, age, employment and ethnicity are linked to IFQ market behavior. Income, residency, and ethnicity are linked to attitudes about IFQs. A discriminate function analysis indicates that older individuals, individuals who make less money, and indigenous fishermen are more likely to sell quota and less likely to buy quota. Women and those who are primarily employed in fishing are more likely to be buyers of quota rather than sellers. Fishermen who identify as Alaska Native, residents of small remote fishing communities in the Gulf of Alaska, and low-income fishermen show the least support for IFQ management. Quota holders who have high incomes, do not consider their communities to be dependent on fishing, and residents of Community Development Quota communities express the most support for IFQs. Overall, 84% of survey respondents believe that IFQs are changing the fishing lifestyle; 75% state that IFQs are changing the values in fishing; and 75% perceive of IFQs as private property. A majority of surveyed IFQs holders perceive both positive and negative impacts of IFQs to fisheries and to communities. Perceived positive impacts include: improved safety; improved price; market stability; improved management; consumer benefits; environmental benefits; longer fishing season; and professionalization and stability of the fishing fleet. Perceived negative impacts include: limitations on access and barriers to entry; consolidation and job loss; inequities experienced by small boats, rural fishermen, and crew; creation of a privileged class of fishermen; negative environmental impacts; and less local participation.  相似文献

This paper compares the management of recreational fisheries for pink snapper (Pagrus auratus) in the inner gulfs of Shark Bay (Australia) and the closely related red sea bream (Pagrus major) in Sagami Bay (Japan). Fishing and other factors have resulted in population declines of these species in both regions. In response, fishery managers have employed contrasting management, more conventional catch controls in Shark Bay and stock enhancement in Sagami Bay. Although recreational harvest levels were higher than commercial levels in both fisheries, the driving mechanisms are comparatively different due to historical, social, economic and political issues in the respective locations.  相似文献

In this paper, the authors analyze a wide range of recreational management strategies for their impacts on red snapper yield, economic surplus and the fish stock. Simulating a wide range of policies, the authors find Data Envelopment Analysis (DEA) inspired policy efficiency frontiers that lead to finding those management strategies that offer the greatest level of economic surplus for any biological target, looking at both the east and west Gulf of Mexico fisheries. Red snapper has been declared overfished since 1988 and the 2005 SEDAR 7 stock assessment declared red snapper were overfished and undergoing overfishing. In November 2009, the update of the assessment declared that overfishing was no longer occurring but that the red snapper stocks needed to be rebuilt. In this analysis, it was found that red snapper are neither overfished or undergoing overfishing. The main difference between the present model and the SEDAR 7 model is that the latest model uses a higher mortality rate for juveniles and a density dependent model. The authors also suggest that the east and west should be managed as separate units.  相似文献

Much of the research that concerns the impacts of management measures in the eastern Baltic cod fishery has focused on fish stock rather than understanding fishermen's attitudes towards regulations. Hence, there is little information available on fishermen's responses although they are the ones whom the regulations affect most profoundly. This study analyses the views of fishermen towards management measures with an emphasis on fishing closures (marine protected areas, MPAs). Swedish log-book data from 1996 to 2005 were used to describe MPA induced fishing effort displacements. Fishermen argued that MPAs have been inefficient in conservation of cod stock. The enlargement of Bornholm MPA in 2005 caused substantial effort displacement towards areas dominated by smaller sized fish. This contributed to the increased discarding of juvenile cod. Enlarged MPAs also intensified competition between different fleet segments and reallocated fishing areas. To reduce fishing mortality, fishermen suggested days-at-sea (effort) regulation and an effective landings control system for all fleets that exploit cod stocks in the Baltic Sea Main Basin. These measures would better motivate fishermen for mutual rule compliance, which is a prerequisite for a sustainable cod fishery.  相似文献

The catch of non-target species or discarding of target species (bycatch) in commercial fisheries can result in negative species level and ecosystem wide impacts as well as adverse social and economic effects. Bycatch has become one of the foremost, global issues of fishery managers and conservationists, especially when the non-target species is from a protected or threatened population. However, the impact and spatial distribution of bycatch is frequently unknown making it difficult to develop effective, justifiable mitigation regulations. This challenge is exemplified by the bycatch of river herring (alewife, Alosa pseudoharengus, and blueback herring, A. aestivalis) and American shad (A. sapidissima) in the northwest Atlantic mid-water trawl fishery targeting Atlantic herring (Clupea harengus) and Atlantic mackerel (Scomber scombrus). As an alternative to immediate management action, a voluntary bycatch avoidance program was established through an industry, state government, and university partnership. Here the program is described and its impact is evaluated by comparing fleet behavior and bycatch prior to and during the program. The combined results suggest that consistent communication, facilitated by the avoidance program, positively influenced fishing habits and played a role in the approximately 60% decrease in total bycatch and 20% decrease in the bycatch ratio observed during the program. However, the success of small scale move-along strategies to reduce bycatch ratios varied greatly in different areas of the fishery and years. This suggests the program is best viewed as an intermediate or complimentary solution. Overall, this project exemplifies of how collaborative programs can help alleviate difficult management scenarios.  相似文献

Excessive overfishing combined with negative environmental conditions led to the decimation of the northern cod stock and its closure to commercial fishing in 1992. During the ensuing dozen years, the stock has not recovered. This paper considers the current state of the Newfoundland economy and the Newfoundland fishery and asks whether the lessons of the earlier day have been learned. The answer appears to be no. The main mover of the economy is exogenous to the fishery, the unemployment rate remains high, currently more than twice the Canadian rate, and the population of the province has fallen by ten percent. With respect to the fishery, although the decimated groundfish have been replaced by shellfish and the nominal value of landings has doubled since 1992, the fishery still has excess capacity, fishermen and fish plant workers generally earn low incomes, and the fishery remains heavily subsidized.  相似文献

The dangers associated with commercial fishing are well documented, and fishermen consistently face one of the highest job-related mortality risks of all US occupations. This study explored fishermen's perceptions of these risks in a representative sample of Maine commercial fishing vessel captains. Data were collected on sociodemographic characteristics and risk preferences during sea boardings of working commercial fishing vessels (n=233) along the full extent of the Maine coastline. Trends in perceived risk were explored across the various sociodemographic categories. Fishermen in this study consistently undervalued their true occupational risk, and rated it as average despite consistent evidence to the contrary. Those more likely to downgrade the risk of fishing included state registered vessels and those found to be non-compliant with existing safety regulations. Less educated fishermen and those who come from a fishing family were also more likely to underrate the risks, as were those fishermen who displayed risk-loving tendencies in other facets of their lives such as smokers and those who did not use seat belts. Middle-aged fishermen were also more likely to underrate the risk than the youngest and oldest groups, suggesting that overconfidence grows and then wanes over time. The results of this study strongly suggest that the current safety training and awareness programs targeting fishermen are inadequate. Furthermore, widespread voluntary participation in organized safety training is unlikely since the majority of fishermen believed that the risks were not relevant to their own activities.  相似文献

Whale depredation occurs when whales steal fish, damage fish or damage fishing gear. In Alaska, killer whales (Orcinus orca) and sperm whales (Physeter macrocephalus) primarily depredate on demersal sablefish (Anoplopoma fimbria) and Pacific halibut (Hippoglossus stenolepis) longline fisheries. Quantitative data on whale depredation in Alaska is limited due to low fishery observer coverage and minimal depredation evidence left on longline fishing gear. This study utilized semidirected interviews (n=70) and written questionnaires (n=95) with longline fishermen to examine: (1) perceptions and experiences of whale–fishery interactions in Alaska, (2) effects of depredation on fishing practices, and (3) potential depredation mitigation measures. Eighty-seven percent of fishermen surveyed agreed that whale depredation became worse between 1990 and 2010. Respondents reported changing their fishing practices in response to depredating whales in several ways, including: traveling up to 50 nautical miles and ceasing hauling operations up to 24 h until the whales left the fishing grounds. Respondents fishing in western Alaska, primarily encountering killer whales, were forced to wait longer and travel greater distances than fishermen operating in central and southeast Alaska, regions more affected by sperm whales. Deterrent research, gear modifications and real-time tracking of depredating whales were solutions favored by study participants. Survey respondent answers varied based on areas fished, quota owned, years involved in the fishery and vessel size. This study presents the first statewide evaluation of fishermen's perception and knowledge of whale interactions with the Alaskan longline fleet and is a critical step toward developing baseline data and feasible depredation mitigation strategies.  相似文献

Fishing vessels from Cornwall, England entered the albacore tuna (Thunnus alalunga, Bonnaterre, 1788) fishery using drift-nets in the Bay of Biscay in 1991, the prime motivation for this being concern over excess capacity and quota limitations in existing local fisheries. Although the albacore fishery has made a contribution to the region's prosperity and has reduced pressure other fish stocks, many operators who invested in the necessary fishing equipment have withdrawn their vessels after only one or two seasons. Those staying in the fishery have been able to do so only because of profitability for vessels with very low overheads. Two sources have undermined confidence in the fishery amongst Cornish fishermen; new legislation which evolved from inappropriate, extra-regional sources and conflict between the fishing fleets from different European countries due to its ‘High Seas’ location. The political significance of the fishery is disproportionate to its size and impact on the environment and has meant that the Cornish albacore fleet may cease to exist.  相似文献

To address overfishing concerns, a total allowable catch (TAC) management program was instituted in the main Hawaiian Islands (MHI) bottomfish fishery during 2007. Using results from a recent survey of bottomfish fishermen, this paper details behavioral and social aspects of bottomfish fishing in Hawaii and explores fisher perceptions towards current fishery conditions and future management alternatives. The paper further discusses the applicability of potential catch share management for this fishery. Bottomfish fishermen expressed uncertainty towards catch share programs and appear to be reluctant about any movement towards catch share management. This paper describes many preexisting conditions in the fishery that suggest a catch share program may not be practical at this time.  相似文献

A vital component of marine policy is the conservation and management of diverse marine resources. In the southeastern US, commercial fishermen target black sea bass (Centropristis striata) with pots from North Carolina to Cape Canaveral, Florida. During the fall through spring fishing season, western North Atlantic right whale (Eubalaena glacialis) distribution overlaps the black sea bass commercial pot fishery. Fishermen interviews revealed that the number of pots set ranged from 3 to 240 and the number of pots set per trawl ranged from 1 to 18. Generally, the amount of gear increased from south to north.  相似文献

Cynoscion guatucupa Cuvier 1829 is a migratory pelagic fish species, which has a wide geographical distribution. It is the most important fishing resource for local communities in Bahía Blanca estuary and has been captured by artisanal fishermen since the 1900s. The industrial fleet has been fishing this species in the coastal area of Buenos Aires province since the 1950s, and, since 1970, landings have increased sharply. Between 2000 and 2004, the artisanal fishery in the estuarine waters of Bahía Blanca collapsed. Variations in total landings of the artisanal fleet might have arisen from the environmental variables within the estuary, fishing activity in the surrounding sea region, local pressure within the estuary and/or several other variables. Our results suggest that neither oceanographic parameters nor local pressure seem to have influenced the artisanal fishery of C. guatucupa in the estuarine region. Instead, this fishery seems to have been partially influenced by the increasing fishing pressure exerted by the industrial fishing fleet operating in open waters around the estuary. This study emphasizes the need to take into account fisheries data from both the estuarine environment and the surrounding sea region, particularly when designing management plans for the sustainable use of migrating fish resources.  相似文献

The commercial fishery for snapper Chrysophrys auratus (Bloch and Schneider) in the Hauraki Gulf is one of New Zealand's principal marine fisheries. The snapper catch from this area declined by 22% in 1972, and by a further 4% in 1973, following 4 y of high catches by Danish seiners.

Some of the decline can be attributed to economic factors within the industry, and adverse winter weather. However, the 1972 decline in Danish seine catches is an acceleration of an existing trend. It probably results from heavy exploitation of an accumulated stock, and from movement of a few strong year classes past the age at which they have contributed most to the catch. The slight recovery in the 1973 Danish seine catch resulted only from increased effort; catch per day at sea continued to fall. An improvement in catch and catch per day is unlikely for some years at least.

Snapper catches by other methods (trawl, long line, and set net) also declined during 1972, but the available data on fishing effort do not allow a detailed analysis. The trawl catch in the gulf fell further in 1973 as fishing effort was diverted to other grounds, but the catch by lines and nets improved slightly.  相似文献

Trawl surveys were conducted in 2000 and 2001 to examine patterns of distribution and abundance of postsettlement red snapper (Lutjanus campechanus) on a shell bank, Freeport Rocks Bathymetric High (FRBH), in the northwestern Gulf of Mexico. In addition, otolith-based methods were used to determine age, hatch-date, growth and mortality of new recruits associated with FRBH. Date and region were significant factors affecting density of red snapper in 2000. Peak densities of red snapper were observed in July and August, and mean density among habitat types (shell bank, inshore mud, offshore mud) was similar (range: 50–52 ind hectare−1) in 2000. Alternatively, a habitat effect was detected during a limited survey conducted in 2001, with density higher on the shell bank than inshore or offshore mud habitat. Postsettlement red snapper were first detected at approximately 16 mm standard length, and individuals less than 20 mm were present in all habitats. Estimated ages of red snapper ranged from 26 to 121 d, with new settlers (≤20 mm) typically less than 28 d. Predicted hatch dates ranged from early April to mid August with a single peak occurring from late May to early June. Growth rate for the April–May cohort (0.817 mm d−1) was similar to the June–July cohort (0.830 mm d−1). Habitat-specific differences in growth were observed, and rates were highest for individuals from the inshore habitat (0.881 mm d−1). Mortality rates (Z) during the early post-settlement period were approximated using catch curves, and early life mortality of red snapper was 12.1% d−1 (Z=0.129). While the difference in mortality between cohorts was negligible, a habitat-specific difference in mortality was observed. Mortality rate of red snapper inhabiting the inshore mud habitat (Z=0.045, 4.4% d−1) was lower than rates observed for individuals on the shell bank (Z=0.120, 11.9% d−1) or offshore (Z=0.099, 9.3% d−1) habitat. Individuals residing in the inshore habitat had significantly higher growth rates and significantly lower mortality rates, suggesting that recruitment potential was higher for these individuals.  相似文献

The shared Torres Strait rock lobster (Panulirus ornatus) fishery provides important income for commercial and traditional fishers in Australia and Papua New Guinea. The lobster stock is first fished in Torres Strait by divers from both countries and then becomes vulnerable to Australian prawn trawlers, followed by Papua New Guinea trawlers during its annual breeding migration. Lobster catch sharing arrangements are governed by the Torres Strait Treaty ratified in 1985, but the sequential trawling of breeding lobsters has been controlled by bilateral agreements. A trawl ban was implemented in 1984 in both countries to conserve the breeding stock, but some trawling has been conducted in the Gulf of Papua since then and there is renewed interest in Papua New Guinea to resume trawling. To evaluate the impact of trawling migratory breeding lobsters on the lobster fishery, a model that combines a cohort depletion model with a stock recruitment relationship was developed in this study. The model showed that when the fishery is fully or over‐exploited by the dive fishery, trawling breeding lobsters would reduce both the spawning stock and the total catch of the fishery. The reduction in catch would increase with increasing fishing mortality. If trawling occurred on the Papua New Guinea side only, a redistribution of catch between Australia and Papua New Guinea would result in a small gain in catch for Papua New Guinea at the expense of the Australian dive fishery. But when fishing mortality reaches a certain level, any trawling in any country will incur catch loss to both countries. For the long‐term sustainability and maximum production of the fishery, regulations should be implemented in both countries under a co‐management scheme of a shared fish stock.  相似文献

The food of the snapper, Chrysophrys auratus (Forster), in the Hauraki Gulf was investigated by an occurrence method. The diet was extremely varied and depended on the size of the fish and the food available to it. Variation in feeding occurred during the day, but there was no difference in diet at different times of the year or between male and female snapper.

No evidence was found for the existence of two races of snapper in the Hauraki Gulf. Changes of colouration and behaviour among snapper schooling in the summer appeared merely to be associated with spawning activity.  相似文献

Snapper (Chrysophrys auratus) is an important coastal fish species in New Zealand for a variety of reasons, but the large amount of research conducted on snapper has not been reviewed. Here, we review life history information and potential threats for snapper in New Zealand. We present information on snapper life history, defining stages (eggs and larvae, juvenile and adult), and assess potential threats and knowledge gaps. Overall we identify six key points: 1. post-settlement snapper are highly associated with certain estuarine habitats that are under threat from land-based stressors. This may serve as a bottleneck for snapper populations; 2. the largest knowledge gaps relate to the eggs and larvae. Additional knowledge may help to anticipate the effects of climate change, which will likely have the greatest influence on these early life stages; 3. ocean acidification, from land-based sources and from climate change, may be an important threat to larval snapper; 4. a greater understanding of population connectivity would improve certainty around the sustainability of fishery exploitation; 5. the collateral effects of fishing are likely to be relevant to fishery productivity, ecosystem integrity and enduser value; 6. our understanding of the interrelationships between snapper and other ecosystem components is still deficient.  相似文献
