It is often assumed that places of cultural significance to Aboriginal and Torres Strait Islander peoples are protected under cultural heritage legislation such as the Aboriginal Cultural Heritage Act 2003 in Queensland. Such Acts are improvements on previous policies, which all but neglected Aboriginal cultural heritage. Nevertheless, the aims of policies developed at wider geographic scales, such as States within the Australian system, continue to be disconnected from the experiences of some local Traditional Owners. In this paper, we examine conflicts between non-local policy and on-ground management decisions for Aboriginal cultural heritage in peri-urban Queensland. We focus on the challenges of local Traditional Owners in peri-urban landscapes, basing our discussion on recent experiences conducting research on Indigenous land management in southeast Queensland. We examine three case studies: one in which colonial heritage values were prioritised over existing Aboriginal cultural heritage values, a second where local government failed to support a private landholder’s attempt to identify and protect a cultural heritage site, and a third where a cultural heritage site was protected but in a way that restricts the continuation of cultural practices. Developing more productive and equitable relationships between Traditional Owners and non-Indigenous decision makers, with regards to Aboriginal cultural heritage, requires new locally developed processes for engagement and we suggest how this could be achieved.  相似文献

Aboriginal inhabitants of the Wet Tropics of Queensland advocate for greater inclusion of their Indigenous knowledge (IK) in natural resource management (NRM) to fulfil their customary obligations to country and to exert their Native Title rights. Despite a legal and institutional framework for inclusion of IK in NRM, IK has so far been applied only sporadically. We conducted an ethnographic case study to investigate perceptions on IK, science and how they affect integration of the two knowledge systems in the Wet Tropics. Our results show that IK and science are perceived as different concepts; that integration is limited by weak Indigenous internal and external governance; and that stronger Aboriginal governance and more focused engagement strategies are required to further the application of IK in local NRM. We conclude by arguing that NRM in the Wet Tropics needs to be reconceptualised to accommodate IK holistically, by considering its epistemology and the values and ethic that underpin it.  相似文献

Nganabbarru , or water buffalo ( Bubalus bubalis ), is frequently hunted by Aboriginal men, and buffalo meat is an important food source for many Arnhem Land Aboriginal communities. The experience of buffalo hunting trips with Aboriginal men who reside at Korlohbidahdah outstation in central Arnhem Land is used as a point of departure to consider the relationships between Aboriginal people and megaherbivores in the past and the present, and to explore the complexity of feral animal management in cross-cultural settings. This enquiry raised the question of the cultural conception of feral animals and demonstrates that there is no simple answer to the question: what is a buffalo? Buffaloes have been the focus of a colonial economic industry and are iconic of the Territorian way of life. However, they spread economically significant livestock diseases and cause widespread environmental damage. In the 1980s feral buffalo populations were the target of the Brucellosis and Tuberculosis Eradication Campaign (BTEC) control program. The failure to continue control programs following the cessation of BTEC program and inadequate consultation with Aboriginal landowners has meant that today's land managers are once again faced with conflicting views about controlling feral buffalo populations on Aboriginal land and within National Parks like Kakadu. It is concluded that there are genuine, previously overlooked opportunities for cross-cultural collaboration in managing feral buffaloes. Cross-disciplinary research involving ecologists, anthropologists, linguists, economists and environmental historians is required to help develop sustainable and culturally appropriate feral animal control programs.  相似文献

In the Murrumbidgee catchment of the Murray-Darling Basin, wetlands, rivers and other waterscapes are important features of Country for Aboriginal peoples. The Murrumbidgee River is the most heavily regulated river system in the Murray-Darling Basin. Discussion around the use of Murrumbidgee water is framed as a conflict between sustaining rural communities and using water to support ecological values, yet the voices of Aboriginal custodians are relatively unheard in this discussion. Using culturally important wetland plants as a starting point, this paper explores the understanding and perception of some Aboriginal people in relation to their Country and water. The grief of participants as they experience the degradation of their Country was palpable. The strong message that Country should be considered in its entirety—including ecological, social and cultural aspects—contrasts with current ownership and other institutional arrangements. Improving opportunities for communities and water managers to share knowledge and information, an openness to use Aboriginal wisdom, and careful ongoing management of environmental and cultural water have the potential to achieve positive cultural and ecological outcomes in the Murrumbidgee.  相似文献

Northern Australian development has been based primarily on land ownership and the commercial exploitation of resources. Aborigines, lacking legally recognised tenure to land, have largely been excluded from this process. Their priorities for development have rarely been considered. Aboriginal land rights legislation theoretically transforms this situation. But, because of external pressures, Aboriginal land owners have to a large extent continued to follow the conventional development path through the establishment of enterprises. Factors such as physical isolation, lack of management expertise and the demands for reciprocity in Aboriginal society have inhibited the success of such enterprises. This paper, focusing primarily on Aboriginal pastoral operations, discusses these issues and illustrates some alternative forms of land and resource use which suggest that Aboriginal development priorities have a stronger social orientation.  相似文献

Decentralization of governance and natural resource management is an ongoing process in many parts of Africa and Asia. Natural resource management requires spatial land resource data for planning. However, currently the financial and human capacity for natural resource mapping, monitoring and modelling remains low in local governments. In this context, this paper explores how new opportunities provided by the increasing availability of free satellite imagery, digital elevation data and open source spatial analysis software, can be applied by local government and NGOs to conduct sophisticated natural resource mapping and modelling in ways that meet their needs and incorporates local knowledge. Reported are cases of a local government using free geospatial data and GIS software to improve evidence‐based natural resource management in the developing world with a focus on raster data applications for satellite image analysis and terrain modelling. It is argued that, through removing barriers to uptake, such applications provide a means of decentralizing landscape analysis skills to improve local natural resource management. This hypothesis is supported through examples of a local government applying these tools in eastern Indonesia, and within this context barriers to wider adoption are explored.  相似文献

Recent neo-liberal policy frameworks in Australia advocate economic development opportunities for Aboriginal Australians as a viable strategy to redress the marginalisation and social disadvantage that appear to characterise many Aboriginal communities. In New South Wales (NSW), Aboriginal peoples are currently negotiating with industry for the chance to participate in coal seam gas (CSG) development opportunities. Based upon research focusing on CSG development in the Northern NSW region, this paper argues that certain constructions of Aboriginality inhibit successful Aboriginal engagement with the economic opportunities provided by CSG. This paper illuminates the role of the media in facilitating dominant discourse about Aboriginality and the implications of those constructions for Aboriginal engagement with the mainstream economy. Findings demonstrate that the media are complicit in constructing Aboriginal peoples in a way that could prejudice their attempts to engage in economic opportunities that do not align with the dominant constructions of Aboriginality.  相似文献

Aborigines, because of their population numbers and increasing control over land and resources, are crucial to the sustainable development of rural Australia. However, appropriate Aboriginal development requires the replacement of the ‘top‐down’ approaches generally adopted by government agencies by ‘bottom‐up’ approaches reflecting the needs and aspirations of rural Aboriginal people. Past experience demonstrates that Aborigines have faced many frustrations in reconciling these concepts. But some approaches now being adopted in the use and management of Australia's rangelands provide interesting alternatives which may be more generally applicable in enhancing rangeland sustainability. Examples include land‐use practices conducted by Aborigines living in remote homeland centres on their own freehold land, and the diversity of land uses introduced on pastoral stations now under Aboriginal ownership. Broader recognition of the value of these approaches will depend on widespread acknowledgment of the overall worth of Aboriginal land management knowledge in rural restructuring  相似文献

Protected areas that are created to safeguard environmental values such as Indigenous culturescapes may in fact significantly fail in this task. This study concerns such an instance in far north-west Tasmania, where the government adopted a multiple-use resource conservation-development management model for the Arthur–Pieman Conservation Area (APCA). The model offers protection of cultural heritage values whilst permitting numerous community recreational and commercial uses. One particular objective is to protect ‘an extraordinary richness of Aboriginal cultural heritage’ in one of Earth's great archaeological regions (DPIWE, Arthur–Pieman Conservation Area Management Plan, 2002, p. iii). Yet under the auspices of multiple use, Aborigine and others report unremitting damage and loss of ancestral values. To examine how this is so in an actively managed protected area, perceptions of 16 environmental professionals and local residents engaged in APCA planning and management are used to identify three major challenges for appropriate custodianship of the Aboriginal cultural landscape: Aboriginal–Eurocentric conflicts; limited community governance capacities; and deficient regulatory provisions. It is concluded that APCA multiple-use management of heritage conservation is ineffectual and that an alternative governance model is required urgently. The management challenges examined here offer insights for problematic Indigenous cultural heritage conservation in other jurisdictions of Australia and elsewhere.  相似文献

采用理论和案例分析相结合的方法探讨了农业多功能性对都市区土地利用管理的意义和实现途径。论文从农业多功能性的多尺度嵌套层级结构出发,构建了基于农业多功能性评价的都市区土地利用管理框架,然后基于高清卫星遥感影像解译、文献资料整理等分析了北京市海淀区1968—2014年间土地利用、农业多功能性和土地利用管理措施的变化及相互作用。研究指出:都市区土地利用管理者应该在区域尺度和农户/农园尺度农业多功能性评价的基础上,围绕农户/农园与区域、国家等各级社会经济系统的相互作用,从改进土地用途管制分区和发展多功能农业两个方面进行区域的农业用地管理。最后,展望了未来的研究方向,希望优化都市区土地利用管理,推动都市型现代农业建设,并促进区域可持续发展。  相似文献

There are opportunities for more effectively integrating resource‐based recreation and tourism with goals for primary production and nature conservation across a range of landscapes and land tenure types. ‘Naturalness’ sought for recreation and tourism, like biodiversity, is not confined to the conservation estate, and the ‘recreation estate’ extends into private land. Although it may be argued that ongoing privatisation of land ownership reduces public opportunities for recreation, diversity in ownership, at least at the regional level, enhances the overall spectrum of recreational opportunities. Diversification into recreation and tourism on private land may also help protect biodiversity through such processes as ‘sympathetic management’, as well as by making production land‐use systems more economically robust.  相似文献

Environmental change has stressed wildlife co-management systems in the Arctic because parameters are changing more rapidly than traditional scientific monitoring can accommodate. Co-management systems have also been criticized for not fully integrating harvesters into the local management of resources. These two problems can be approached through the use of spatially-defined human social units termed community clusters, which are based on the demographic or ecological units being managed. An examination of polar bear management in Nunavut Territory, Canada, shows that community clusters provide a forum to collect and analyse traditional ecological knowledge (TEK) over a geographic area that mirrors the management unit, providing detailed information of local conditions. This case study also provides examples of how instituting community clusters at a governance level provides harvesters with social space in which to develop their roles as managers, along the continuum from being powerless spectators to active, adaptive co-managers. Five steps for enhancing co-management systems through the inclusion of community clusters and their knowledge are: (1) the acceptance of TEK, science, the precautionary principle and the right of harvesters not to be constrained by overly-conservative management decisions; (2) data collection involving TEK and science, and a collaboration between the two; (3) institutionalization of community clusters for data collection; (4) institutionalization of community clusters in the management process; and (5) grass-roots initiatives to take advantage of the social space provided by the community cluster approach, in order to adapt the management to local conditions, and to effect policy changes at higher levels, so as to better meet local objectives.  相似文献

近年来,以各国首都为代表的非洲城市呈现高速扩张态势,由此催生了新城开发的浪潮。本文梳理了非洲新城开发的理论和实践,总结了其背景和驱动力、关键性角色及面临的挑战。以刚果共和国首都布拉柴维尔市东部新城开发实践为例,通过实地调研获取资料,总结其驱动因素,概述了所在国政府、企业、金融机构等的作用,以及其存在的政治经济形式不稳定、土地交易市场不成熟、地质灾害风险等现实挑战。以新城概念规划方案为蓝本,提出设计弹性城市规划方案、建立完善土地管理制度、政企协同开发、多渠道筹备资金、工程设计保障地质安全、建设通达的道路交通系统、各类需求或文化背景人群分片开发住宅区、建造经济便捷的住宅产品、配建符合各方需求的公共服务设施、设立与当地经济发展相适应的产业园区开发策略。  相似文献

Abstract

In this paper, we describe and analyze the co-management institutional framework at 21 Brazilian Marine Extractive Reserves (MERs) and present the dramas of its implementation from the local manager’s perspective. We categorized the governance instruments of MERs into (i) instruments for land/sea tenure and beneficiaries’ recognition, (ii) territorial use planning, (iii) institutional arenas for discussion and deliberation, as well as (iv) public policies. Although the legal arrangements of these protected areas address fundamental dimensions of governance, we present the challenges of its implementation based on the voice of local managers. The managers are the bridge between the central government and communities, dealing with the implementation of the institutional framework in a reality of multi-level and multi-scale drama: from local to national dilemmas, from organizational to structural ones. We explore these dramas and highlight the institutional dilemmas based on the paradoxes between legalism and social emancipation.  相似文献

Downtowns are responding to decades of decline through a variety of revitalization strategies. The progression and success of downtown renewal efforts are largely rooted in asset-based, mixed-use approaches to revitalization that mirror the evolving economic functions of downtowns. While contemporary economic revitalization strategies provide opportunities, their complexity also creates potential challenges for community organizations tasked with determining the highest and best uses for downtown properties. Accordingly, this article examines how the evolution of downtown economic revitalization strategies has influenced the capacity and expertise required by organizations engaged in the endeavor of downtown market analysis. In particular, we identify applied market analysis challenges arising from organizational deficiencies in expertise, credibility, scope, and technology adoption and propose capacity building opportunities for overcoming these deficits.  相似文献

Aboriginal cultural heritage protection, and the legislative regimes that underpin it, constitute important mechanisms for Aboriginal people to assert their rights and responsibilities. This is especially so in Victoria, where legislation vests wide-ranging powers and control of cultural heritage with Aboriginal communities. However, the politics of cultural heritage, including its institutionalisation as a scientific body of knowledge within the state, can also result in a powerful limiting of Aboriginal rights and responsibilities. This paper examines the politics of cultural heritage through a case study of a small forest in north-west Victoria. Here, a dispute about logging has pivoted around differing conceptualisations of Aboriginal cultural heritage values and their management. Cultural heritage, in this case, is both a powerful tool for the assertion of Aboriginal rights and interests, but simultaneously a set of boundaries within which the state operates to limit and manage the challenge those assertions pose. The paper will argue that Aboriginal cultural heritage is a politically contested and shifting domain structured around Aboriginal law and politics, Australian statute and the legacy of colonial history.  相似文献

There is a major trend in forest management that local managers are being replaced by entrepreneurs, who are often less place-dependent. Entrepreneurs are also more updated when it comes to scientific knowledge and national and international trends in forest values and functions, as well as knowledge about general planning and management concepts that have high value for tourism and recreation. Parallel with the observed changing management culture, there also seems to be an increased abstraction of forest values and functions in forest certification programmes. The article briefly presents some key aspects of Aldo Leopold's thinking that are of relevance for forest stewardship, and discusses these in relation to main forest stewardship trends in a Nordic forestry context. In a Nordic tradition, forest management and planning are deeply rooted in local management practice carried out by official local supervisors in cooperation with forest owners and other stakeholders. Local traditions and accumulated local knowledge over time were, in addition to updated scientific knowledge, important skills for local managers. Today's post-modern forestry includes complex multi-valued forest situations on different scales, which are even more complex and challenging to manage than the more utilitarian historical forest was.  相似文献
