随着全球生态环境问题的日益凸显,政治生态学以关注造成环境问题的政治因素为研究内核,成为不同学科共同探索的研究领域。地理学以人地关系为立足点,深化政治生态学研究的空间性和政治性。论文首先通过对西方政治生态学理论脉络进行梳理,发现政治生态学根源于早期环境批判思想、西方马克思主义、后结构主义以及后人类主义理论,并与地理学的发展相辅相成。其次,对近30年西方地理学与政治生态学的相关研究成果进行分析发现,现有的研究议题主要聚焦于生态经济与绿色发展、生态治理与环境保育、生态身份与微观政治及生态客体与能动性4个方面。在此基础上,论文总结了相关研究对中国地理学进行政治生态学研究的借鉴意义,并进一步提出立足中国本土进行政治生态学研究未来需要关注的方向。  相似文献

Research within geography and related disciplines has directed much attention to the coupled interactions between social and ecological systems. These studies have usefully analyzed the multifaceted, temporal, and scalar dimensions of human–environment interactions and how future environmental change will continue to challenge human resource needs. Political ecology research has also made contributions in this regard, particularly by emphasizing livelihood systems, impacts of conservation and development, agricultural production, and environmental governance. Yet although political ecology research has contributed to socioecological systems scholarship, much of this work has been situated within dryland environments or marine ecosystems that have particular biophysical features. Comparatively, wetland environments that experience dynamic flooding regimes warrant further attention from political ecology. This article engages with the findings from an ongoing research project that is evaluating the impacts of flooding variability for rural livelihoods in the Okavango Delta of Botswana. We outline some of the main findings from this work by concentrating on two themes central to political ecology: access and governance. We conclude by arguing that the Okavango Delta should be understood as a hydrosocial waterscape that encompasses a variety of socioecological relationships within the region, as well as the power relations operating at a variety of scales that both produce and govern them.  相似文献

ABSTRACT

Expanding cities present a sustainability challenge, as the uneven proliferation of hybrid landscape types becomes a major feature of 21st century urbanization. To fully address this challenge, scholars must consider the broad range of land uses that being produced beyond the urban core and how land use patterns in one location may be tied to patterns in other locations. Diverse threads within political ecology provide useful insights into the dynamics that produce uneven urbanization. Specifically, urban political ecology (UPE) details how economic power influences the development decision-making that proliferate urban forms, patterns of uneven access, and modes of decision-making, frequently viewing resource extraction and development through the urban metabolism lens. The political ecology of exurbia, or, perhaps, an exurban political ecology (ExPE), examines the symbolic role nature and the rural have played in conservation and development efforts that produce social, economic, and environmental conflicts. While UPE approaches tend to privilege macroscale dynamics, ExPE emphasizes the role of landowners, managers, and other actors in struggles over the production of exurban space, including through decision-making institutions and within the context of broader political economic forces. Three case studies illustrate the strengths and weaknesses of these approaches, demonstrating the benefits for and giving suggestions on how to integrate their insights into urban sustainability research. Integrated political ecology approaches demonstrate how political-economic processes at a variety of scales produce diverse local sustainability responses.  相似文献

This paper examines prevailing wisdoms on the topic of poverty–environmental interactions, problematizes some standard assumptions and interrogates the geographical literature on the subject. Dominant development discourse has tended to blame the poor for environmental degradation, ignoring the role of other processes and actors at various scales in causing environmental degradation. We examine how definitions of poverty, institutional arrangements, conventional economic models and assumed feedback loops may influence our understanding of poverty–environment interactions. The article gives particular attention to the political ecology approach as a lens through which this dynamic may be understood. Recent work in political ecology has broadened views of poverty–environment interactions by focusing on issues of power, scale and discourse in influencing outcomes and policies.  相似文献

政治生态学是西方人文政治地理研究人与自然/环境互动的辩证关系的核心领域。城市政治生态学作为政治生态学的衍生分支同样经历了二十年快速的发展,这一领域尚未获得中国人文地理学界的系统关注。本文对西方文献中城市政治生态学的理论发展、研究议题以及近期前沿的学术争论和理论拓展进行了系统梳理与探讨。政治生态学分析方法批判和克服了技术专家治国论、新马尔萨斯主义、增长的极限等非政治视角的环境生态解释。理论溯源于新马克思主义城市地理学的城市政治生态学,继承了政治生态学的政治视角,但同时对政治生态学和城市研究两个领域中的自然/社会的二元对立提出了批判,以社会-生态混合体为理论出发点,打破并超越了城市-自然的对立和二元划分,通过研究自然的生产、循环与新陈代谢,将城市概念化为动态变化的社会-生态混合体,并揭露了城市环境的生产和社会-生态演化过程本质上是一个政治过程,突出强调了社会-生态混合体演化变迁过程的政治经济学、政治过程、权力关系的分析对于理解不平等的城市环境的核心作用。近5年来,城市政治生态学研究在后结构主义理论启发下扩展了经典马克思主义城市政治生态学,拓展了理论溯源,丰富了对城市环境和生态的解释,并产生了一系列围绕方法论上的城市主义、星球城市化、多地点方法论等的前沿学术批判与争论。  相似文献

Various stakeholders contribute to the current state of resource management in the inshore fisheries of Pattani, southern Thailand. Taking the state, empowered by national legislation, as the main agent of enforcement, this paper uses an actor-oriented approach derived from political ecology to evaluate how key agents in state agencies at provincial and district levels translate Thai political and legal systems at the local level; more specifically, how cross-scalar institutional linkages and translations affect coastal resources management and the access of village-based, small-scale fishermen to coastal resources. The paper shows that trans-scalar interpretations have created a space of contestation and negotiation in resource governance at the local level that reveals intrastate tensions. Based on extensive fieldwork, the paper demonstrates that access to environmental resources at the local level is highly influenced or regulated by the unequal power relations between different actors at various levels.  相似文献

Despite the historical importance of fire as a savanna land management tool, much controversy still surrounds discussions on anthropogenic fire utilization and the sustainability of indigenous land management practices in African savannas. This controversy is arguably a result of a discord between official fire policies and actual indigenous fire practices – a discord based on a gap in existing knowledge of, and a lack of informed literature on, the importance of fire for socio-economic and environmental survival in savanna environments. Addressing a continuing lack of research on the political ecology of fire, this study investigates the historical and present day socio-economic, environmental and political frameworks that affect anthropogenic burning regimes and land management in the Kafinda Game Management Area and Kasanka National Park in Zambia. A series of participatory research activities revealed the continuing importance of fire to rural livelihoods, but that a mismatch in desired burning regimes exists between local stakeholders. The paper argues that local power relations are preventing the local communities from adopting burning regimes that would be more environmentally sustainable and more in line with present day farming systems.  相似文献

The widening empirical and theoretical scope of political ecology has been accompanied by discussions on the coherence and content of the field. While these evaluations necessarily focus on what is included in the conceptual boundaries of political ecology, little is said about what is left out. This paper considers the struggle for land rights by Anjuman Muzareen Punjab, a movement of tenant farmers in Pakistan, to illustrate how changing research priorities, difficulties in crossing theoretical and conceptual boundaries, and geopolitics and research access can hinder the visibility of particular forms of socioenvironmental events in mainstream political ecology scholarship.  相似文献

通过定量分析方法研究了1991~2010年吉林省区域经济一体化的生态环境压力响应演变及其影响因素,得出以下结论:1991年以来吉林省区域经济空间一体化水平不断提高,而生态环境压力水平呈现出“先升后降再升”(N型)的变化态势;吉林省区域经济空间一体化对生态环境压力具有“正响应”的特征,并且响应度具有逐渐增大的态势;由区域产业活动布局、市场同一度加速导致的生态环境压力增大是引致吉林省区域经济空间一体化对生态环境影响逐渐增加的重要内部因素。最后就如何加速实现区域经济空间一体化过程并减小区域生态环境压力,希望对促使二者协调发展提出几点建议。  相似文献

ABSTRACT

Change has been at the heart of the livelihoods concept since its inception, allowing for a clear focus on how people perceive, respond to and experience risk. The ardent focus on ‘the local’ within livelihoods work, both in research and programmatic terms, has to some extent overshadowed attention on the role of wider-scale political economic and environmental processes in generating change and determining responses to change. Livelihoods in the Mekong Delta have never been ‘local’, having long been historically embedded in international, regional and national economic, political and environmental transformations. Drivers of change at these wider scales have intensified, complicating local responses to change, whether through economic, social or political means. A more nuanced appreciation of how scaled relations can be supported is required to better anticipate and respond to the political ecology of risk.  相似文献

Sub–Saharan Africa is experiencing a new round of conservation initiatives, based around democratized local institutions and local knowledge of the environment. This essay uses political ecology research from a case study settlement in the Zanzibar islands of Tanzania to interrogate how to create the enabling conditions for these new conservation programmes. The case study highlights the importance of understanding social and political issues at the local scale for appreciating the problematic trajectories of progressive environmental planning strategies in Africa in the context of democratization.  相似文献

The concerns of political ecology since its beginnings as a field have been predominantly set in rural areas with limited focus on urban industrial risks. Further, debates on the global South (often from Anglo‐American perspectives) have not fully appreciated the divergent and differentiated perceptions of urban risks and, therefore, everyday forms of resistance within civil society. Instead, work has mainly focused on civil society power relations against the state and industry that are driven by coherent populist political agendas. Against this setting, this paper's contribution aims to better contextualize ‘other’ third world localities in political ecology through a case study of urban industrial risks in the upper/middle income (as opposed to rural, low/lower middle income) country, South Africa. In doing so, the paper sheds light on the derelict aspect of civil society contestation, especially along class and ethnic lines, over urban landfill infrastructure as a livelihood resource or a health hazard. The paper draws upon frameworks of self‐reflexivity and reflexive localism as complementary to the mainstream political ecology to illuminate differentiated civil society reflexiveness and therefore, aims to advance the discussion of other political ecologies. The case study of the largest formal landfill site in Africa, the Bisasar landfill situated in Durban, highlights differences underlying power relations and constraints within civil society (in leadership, social networking, resources and mistrust) that have implications for mainstream political ecology notions of civil society coherence.  相似文献

This article explores the possibilities for a political ecology of gentrification. Gentrification research, while firmly rooted in materialist social science, has not yet broadened its interests to consider ecological aspects of, or the role in gentrification of, discourses, social movements, and state policies of the environment. Understanding the political ecologies of gentrification involves recognizing the ways in which material relations and uneven resource consumption, concepts of nature, and the politics of urban environmental management affect gentrification processes. By synthesizing diverse literatures in urban studies, political ecology, urban environmental governance, consumption studies, and gentrification, this study argues that Vancouver, British Columbia represents a well-developed urban crucible for the new political ecologies of gentrification in North America. New developments in Vancouver increasingly contribute to gentrification using languages of sustainability and green consumption in a process of ecological gentrification.  相似文献

中国政治地理学和地缘政治学的发展相对滞后,目前仍未形成系统、有共识的学科理论框架。为此,基于2019年先后在上海和广州举办的多次研讨会,国内15位青年地理学者结合自身的研究基础和中国政治地理学和地缘政治学科建设和理论发展的需要,提出了一系列未来值得深入研究的中国政治地理学和地缘政治研究方向。这些研究方向具体包括:多尺度的地缘环境、科技地缘政治、批判地缘政治、环境政治、能源地缘政治、国别区域研究、通权论、民意政治、都市政治、劳工政治地理、区域一体化的政治地理、城市政治地理学、中西权地秩序比较、新技术革命催生的新人地关系、尺度政治、马克思主义政治地理学、历史政治地理和基于福柯治理术的空间-权力关系理论等。此外,各位青年学者一致认为,中国政治地理学和地缘政治研究应该具有多尺度特征、加强原创性理论研究、回归“地理空间-权力关系”的主线。希望本文抛砖引玉,引发更多关于中国政治地理学和地缘政治学科建设和理论发展的讨论和成果。  相似文献

ABSTRACT

Urban greening is a buzz term in urban policy and research settings in Australia and elsewhere. In a context of settler colonial urbanism, like Australia, a first fact becomes clear: urban greening is always being practiced on unceded Indigenous lands. Recognising this requires some honest reckoning with how this latest urban policy response perpetuates dispossessory settler-colonial structures. In this paper, we listen to the place-based ontologies of the peoples and lands from where we write to inform understanding the city as an always already Indigenous place – a sovereign Aboriginal City. In so doing, the paper tries to practice a way of creating more truthful and response-able urban knowledge practices. We analyse three distinct areas of scholarly research that are present in the contemporary literature: urban greening and green infrastructure; urban political ecology; and more-than-human cities. When placed in relationship of learning with the sovereign Aboriginal City, our analysis finds that these scholarly domains of urban greening work to re-organise colonial power relations. The paper considers what work the practice and scholarship of ‘urban greening’ might need to do in order to become response-able and learn to learn with Indigenous sovereignties and ontologies.  相似文献

Since its emergence as a research field in the 1980s, political ecology has provided a useful tool to explicate violent environments, notably as hallmarks of natural resource‐dependent economies. Practitioners regularly address what might be called ‘charismatic’ natural resources such as oil and other precious minerals to describe contestation over access and control of natural resources. Yet, where this focus exists, the political ecology of less economically valuable or ‘noncharismatic’ resources is thereby obscured. Thus, Nigeria's dependency on oil production has generated much scholarly attention with its unstable political economy described as a rentier state. In contrast, this paper draws on extensive field experience and knowledge about the country to assess in a preliminary manner some of the dimensions and ramifications of a less well known second‐tier natural resource commodity that is gaining attention as part of a possible national economic diversification strategy. Using the case of bitumen, a viscous hydrocarbon mainly used in road surfacing and roofing work, I assess the trajectory of this relatively overlooked resource, thereby opening a window onto the political ecology of a noncharismatic resource. In contrast to the ubiquitous violence in the oil‐based Niger Delta, I suggest that bitumen political ecologies, while also provoking political conflict and debate, nonetheless seem to being marked by new power dynamics that might augur a less violence prone path in terms of Nigeria's political economy of natural resource production.  相似文献

This paper argues for the utility of a focus on contextualized sources of environmental change to address the ever more diverse contexts of political ecology. In order to overcome the conventional approach to contextual sources that has tended to be analytically one‐dimensional and limited, I seek to provide a more nuanced account, notably by examining the neglected case of green aid of a nonwestern aid donor, Japan. Using conceptual tools that are both conjuncture‐based and multiscalar, the paper examines the way in which a post‐Rio international policy drive to promote so called green aid during the 1990s was translated into and conditioned by the historically and geographically specific contexts of Japan and the aid recipient featured herein, the Philippines. This focus on contextual sources helps to elucidate (i) how the ambiguous nature of international aid criteria combined together with Japan's own domestic political economy to render problematic an ostensibly environmental project, (ii) the manner in which neoliberal economic restructuring was translated into one of Japan's key policy initiatives in the 1990s and formed the backdrop to the specific aid case project discussed here, (iii) how Japan's environmental aid process in the Philippines was shaped through a repoliticization of various green discourses, and (iv) how the complex dynamics among stakeholders ended up compromising the very nature of the case study project.  相似文献

In this paper I examine how the politics of mobility is an important factor when considering the contentious nature of urban growth debates. By a politics of mobility I mean the political struggle over what type of transportation mode—be it automobile, transit, or walking—is developed in a city, and how urban space is configured to make various modes functional. More importantly, the politics of mobility is an extension of competing and contested ideologies and normative values about how the city should be configured and for whom. I provide a case study of Atlanta, Georgia's business elites and their negotiation of the politics of mobility as they confronted a mobility crisis of congestion and air pollution. This paper provides a platform for further comparative research on urban growth debates in an era of increasing environmental and social problems stemming from transportation policy.  相似文献

The debate on scale in geography has yielded nuanced concepts that have enhanced scale analysis and methodologies for scale‐related research. Despite this advancement, questions still linger on the value of scale as a geographical vocabulary, partly because scalar analyses remain predicated on hierarchies, which have limited explanatory power. In this paper we draw on insight from political ecology to affirm and expand on the usefulness of scale for geographical inquiry and for engaging with contemporary people–environment relations. In particular, the paper appreciates that ecology is at the core of methodological questions pertaining to the explanation of these relations and is increasingly involved in the construction of biodiversity discourses and strategies that rely heavily on conceptions of, and pronouncements on, scale. We use the concept of scalar thickness as a way of thinking about how spaces of conservation are organized and the propensity of scales to coalesce at various stages of scale‐producing processes. We argue that wildlife management areas in Tanzania have played a pivotal role in the thickening of the micro scale in the southeast region. These areas constitute the scale at and though which global conservation agendas are implemented and natural resource rights and benefits are contested.  相似文献

This paper provides an analysis of some current trends in political ecology and then illustrates the intermingling of politics and ecology using a case study of the exploitation and conservation of Prunus africana in Cameroon. It argues that political ecology is still a lively field, but that some recent attempts to chart a way forward for this perspective risk shifting it away from its liminal position in relation to natural and social science by being disinclined to engage with ecological processes. The case study draws attention to the strengths and shortcomings in existing attempts to weave political and economic analysis into environmental debates over the sustainable management of this tree species, which has been incorporated into phytomedical markets in Europe. The fortunes of the tree reflect its botany and ecology as well as the trajectories of the local economy, intercontinental markets for alternative health products, the policies and practices of the Cameroonian state and the politics of international aid.  相似文献
