In order to address the impacts of climate change, global multilateral institutions, development organizations, and national and regional science organizations are creating climate services – packages of useful climate information intended to help decision makers. This diffuse collection of actors and institutions suggest that producing climate services will help bridge gaps between climate scientists and decision-makers and will therefore help vulnerable countries and people manage the risks and optimize the impacts of climate change. This article examines this global science-policy ecosystem using the case of climate services produced by Australian science agencies for consumption in adaptation programming in the Pacific Island countries of Kiribati and Solomon Islands. Linking research on geographies of marketization and the neoliberalization of science, I demonstrate that within the climate service movement a focus on usefulness is paired with an emphasis on commercialization. As a result, this case shows the inherent tensions in the climate service model: first, a focus on competition and circulating service products at the expense of collaborative relationships; second, difficulties in negotiating uncertainty; and third contradictions between ‘objective’ and ‘entrepreneurial’ science. In each of these instances, the commercialized mechanisms through which climate services are governed, and the political economic circumstances within which they are produced, magnify rather than ameliorate gaps between science and policy. 相似文献

土壤碳固定研究是近10年土壤学研究的重要前沿,而可持续管理的土壤固碳是当前应对气候变化和全球土壤退化的重大需求。从土壤有机碳的生态系统功能及服务出发,分析了土壤碳固定与土壤功能及生物活性的关联,评述了当前土壤碳固定与微生物活性变化的认识,探讨了土壤团聚体尺度土壤固碳与生物活性的关系,并以水稻土为例讨论了土壤碳固定中团聚体过程及其有机碳—微生物—生物活性的演进关系,提出了土壤碳库稳定性与生物活性的协同关系及其表征问题,特别是如何通过有机质—微生物—酶活性的团聚体分布揭示土壤碳固定的本质,以及良好管理下土壤固碳与生态系统功能的协同特征及其管理途径等优先科学问题。借助非破坏团聚体分组技术和现代微域原位观察分析技术,土壤学已经能从团聚体尺度深入研究土壤固碳与生物活性的土壤机制,这将全面地揭示土壤固碳对于生态系统过程、功能及服务的影响特质,进而为可持续土壤固碳和农田有机质提升,为固碳减排与农田生产力提升及土壤环境服务改善协同发展提供科学依据和管理的政策依据。 相似文献

Climate change and land use/land cover change have resulted in water shortage, degraded ecosystem services, and increased disaster risks across the world. Developing strategies and measures for achieving regional and global sustainability in the face of these environmental problems is a key topic of current climate change research. This paper provides an overview of the 973 project, entitled “Integrative Modeling and Strategic Planning for Regional Sustainability under Climate Change”, including its background, relative progresses, key scientific questions, major research elements, methodology, and expected outcomes. The proposed research is based on sustainability science, guided by the idea of Orderly Human Activities (OHA), and implemented through an integrated methodology of combining field observations, simulation experiments, and scenario analysis. The main objectives of the project are: to quantify the relationship between human activities and climate change, to assess the impacts of human activities on ecosystem services and human well being in the face of climate change, and to develop an integrated model of climate change, OHA, and regional sustainable development. The ultimate goal is to provide a landscape/regional-scale strategy for sustainable development in the face of climate change. The project is expected to help advance the science and application of landscape sustainability science and land system design, particularly in terms of linking climate change, ecosystem services, and human well-being in the dry land region of China. 相似文献

Climate change brings uncertain risks of climate-related natural hazards. The US Federal Emergency Management Agency (FEMA in Climate change: long-term trends and their implications for emergency management, 2011. https://www.fema.gov/pdf/about/programs/oppa/climate_change_paper.pdf) has issued a policy directive to integrate climate change adaptation actions into hazard mitigation programs, policies, and plans. However, to date there has been no comprehensive empirical study to examine the extent to which climate change issues are integrated into state hazard mitigation plans (SHMPs). This study develops 18 indicators to examine the extent of climate change considerations in the 50 SHMPs. The results demonstrate that these SHMPs treat climate change issues in an uneven fashion, with large variations present among the 50 states. The overall plan quality for climate change considerations was sustained at an intermediate level with regard to climate change-related awareness, analysis, and actions. The findings confirm that climate change concepts and historic extreme events have been well recognized by the majority of SHMPs. Even though they are not specific to climate change, mitigation and adaptation strategies that can help reduce climate change risks have been adopted in these plans. However, the plans still lack a detailed assessment of climate change and more incentives for collaboration strategies beyond working with emergency management agencies. 相似文献

Farmers’ assessments of private adaptive measures to climate change and influential factors: a study in the Mekong Delta,Vietnam 总被引:2,自引:0,他引:2
Adaptation to climate change in agricultural settings depends on understanding farmers’ perceptions of the nature of climate change, their agency in adapting and the efficacy of adaptive measures themselves. Such knowledge can improve mitigation and adaptation strategies. This study addresses the limited understanding of how farmers appraise their private adaptive measures and influential factors. It uses data from structured interviews with 598 rice farmers in the Mekong Delta, Vietnam. Based on protection motivation theory, farmers’ assessments of private adaptive measures were measured by perceived self-efficacy, perceived adaptation efficacy and perceived adaptation cost. Multiple regressions were used to understand significant factors affecting those assessments. Some demographic and socio-economic factors, belief in climate change, information and objective resources were found to influence farmers’ adaptation assessments. It is shown that the sources and quality of information are particularly important. The improvement of both the accessibility and usefulness of local services (e.g. irrigation, agricultural extension, credit and health care) is deemed a necessity for successful adaptation strategies in the Mekong Delta. The paper also shows the application of PMT in measuring farmers’ appraisals of private adaptive measures to climate change, thereby opening this area for further research. 相似文献

Mangrove forest stores large organic carbon stocks in a setting that is highly vulnerable to climate change and direct anthropogenic influences. As such there is a need to elucidate the causes and consequences of land use change on these ecosystems that have high value in terms of ecosystem services. We examine the areal pattern of land types in a coastal region located in southern Iran over a period of 14 years to predict future loss and gain in land types to the year 2025. We applied a CA–Markov model to simulate and predict mangrove forest change. Landsat satellite images from 2000 to 2014 were used to analyze the land cover changes between soil, open water and mangroves. Major changes during this period were observed in soil and water which could be attributed to rising sea level. Furthermore, the mangrove area in the more seaward position was converted to open water due to sea-level rise. A cellular automata model was then used to predict the land cover changes that would occur by the year 2025. Results demonstrated that approximately 21 ha of mangrove area will be converted to open water, while mangroves are projected to expand by approximately 28 ha in landward direction. These changes need to be delineated to better inform precise mitigation and adaptation measures. 相似文献

Climate change issues has been discussed and argued for decades. It has been widely recognized that climate change will bring more serious issues to environment vulnerable areas than other areas. Southern Australia is one of the typical examples of vulnerable areas where water deficiency is enhanced by climate change. Although, this area has been successfully adapted with drought environment for decades, those shortcomings of strategies are highlighted by climate change events. This paper introduces the Special Issue of the Proceedings of the Geologists' Association on ‘Valuing the Quaternary – Nature Conservation and Geoheritage’, arising from the International Union for Quaternary Research (INQUA) Congress in Dublin, in July 2019. It presents an overview of the values of Quaternary geoheritage, which merit recognition as an integral part of nature conservation, to protect priority sites and features for scientific research and education, and to deliver wider ecological, cultural and aesthetic benefits. The paper highlights the benefits of incorporating knowledge and understanding of Quaternary geoheritage for nature conservation and society. Palaeoenvironmental, palaeoecological and palaeobiological archives are a key source of ecological and environmental data that allow learning from the past to help address contemporary conservation challenges such as biodiversity loss, anthropogenic pressures and climate change. Quaternary science plays a vital part in supporting the wider nature conservation agenda, including strengthening the role of protected and conserved areas in the sustainable management of natural capital and ecosystem services, climate change adaptation, marine conservation, nature restoration and recovery, connecting people and nature and informing nature-based solutions to threats faced by society. However, challenges remain to achieve protection of key geoheritage sites and landscapes globally, and to integrate better understanding of geodiversity in nature conservation research, policy development and practice to help address the twin crises facing nature conservation – biodiversity loss and climate change. Quaternary studies provide temporal and spatial perspectives to inform forward-looking nature conservation that is dynamic rather than static in outlook. 相似文献

Climate change is allowing fire to expand into previously unburnt ecosystems and regions. While management policies such as fire suppression have significantly altered their frequency and intensity. To prevent future biodiversity/ecosystem services loss, and the large financial burden of wildfires, management plans will be required to adapt to future climate and land use changes. Long-term ecological data offer a unique perspective to assess fire variability under different climate and land-use conditions. In this study, we focus on Killarney National Park, Ireland. An area which today is under threat from an increase in fire activity. Comparing palaeoecological and archaeological records, we reconstruct the past fire dynamic and its impact on the landscape, and evaluate the role of climate vs humans in influencing the natural fire regime over the millennial time-scale. Our results indicate that fire has been present in the landscape since the beginning of the Holocene, with fire in the early Holocene being largely controlled by climate and microsite conditions, and in the late Holocene being increasingly influenced by human activity. The knowledge of past fire regimes can help inform future management in order to protect the semi-natural native woodland. The park's present landscape mosaic, could be preserved by limiting forest encroachment through moderate grazing and burning, while also protecting any fragmented forest from excessive grazing and large/intense fires, via traditional fire management strategies such as fuel load management. However, a fire management strategy should only be implemented following careful consideration of all ecosystem factors and controls. 相似文献

This paper presents an environmental risk assessment/risk management framework to assess the impacts of climate change on individual exposure units identified as potentially vulnerable to climate change. This framework is designed specifically to manage the systematic uncertainties that accompany the propagation of climate change scenarios through a sequence of biophysical and socio-economic climate impacts. Risk analysis methods consistent with the IPCC Technical Guidelines for Assessing Climate Change Impacts and Adaptations are set within a larger framework that involves stakeholders in the identification, assessment and implementation of adaptation measures. Extensive consultation between parties occurs in a flexible structure that embeds scientific methods of risk analysis within a broad setting of social decision-making. This format is consistent with recent forms of environmental risk assessment/management frameworks. The risk analysis links key climatic variables expressed as projected ranges of climate change with an upper and lower limit, with impact thresholds identified collaboratively by researchers and stakeholders. The conditional probabilities of exceeding these thresholds are then assessed (probabilities using this method are conditional as the full range of uncertainty for the various drivers of climate change, and their probability distributions, remains unknown). An example based on exceeding irrigation demand limited by an annual farm cap is used to show how conditional probabilities for the exceedance of a critical threshold can be used to assess the need for adaptation. The time between the identification of an acceptable level of risk and its exceedance is identified as a window of adaptation.The treatment of risk consists of two complementary actions, adaptation to anticipated changes in climate and the mitigation of climate change through reductions in greenhouse gas emissions. Both of these actions will reduce the risk of critical thresholds being exceeded. The potential of this framework for addressing specific requirements of the United Nations Framework Convention for Climate Change is discussed. 相似文献
