City plans are political documents and changes in the content of plans often reflect changes in the urban political environment. At the time of its annexation into a newly unified Italy in 1870, divergent views abouth the future development of Rome began to emerge. The politically dominant views were expressed in city development olans adopted in 1873 and 1883. These plans stressed eastward expansion and the opening up of the pre-1870 portion of the city with new wider streets. The plans, however, were circumvented by building speculators who developed in areas beyond their boundaries. By the turn of the 20th century a reaction to speculative growth emerged resulting in the adoption of the 1909 plan which stressed core area preservation and peripheral open space protection.  相似文献

The paper contributes to the conceptualization of cities in the world by first outlining the conceptual and empirical challenges of theorizing the urban/global nexus in both relational and territorial terms. It argues that the most useful and appropriate approach to understanding contemporary urban governance in global context is to develop a conceptualization that is equally sensitive to the role of relational and territorial geographies, of fixity and flow, of global contexts and place-specificities (and vice versa), of structural imperatives and embodied practices, in the production of cities. In order to illustrate the benefits of this conceptualization, the paper will apply it to the case of how downtown development is governed in many contemporary cities. The role of the Business Improvement District (BID) program and New Urbanist planning models in shaping downtowns will be examined in terms of: (1) how and by whom these models are developed in a global-relational context and are set in motion through scaled circuits of policy knowledge and (2) how the mobilization of these models are conditioned by their territorialization in specific spatial and political economic contexts. The paper emphasizes that the ‘local globalness’ of policy models like BIDs and New Urbanism and their consequences for cities can best be understood through a combined focus on relationality and territoriality.  相似文献

Urban designers and their design process remain largely outside the literature on public space. Either designers are cast as simple tools of capitalist social relations, producing exclusionary public spaces, or they figure as entrepreneurs that complement economic renewal schemes through beautification measures that bring business and jobs to the city. This paper analyzes both of these arguments, through an ethnographic analysis of the urban design process behind the redevelopment of a public square in Syracuse, NY. I argue that aesthetic considerations most often derive from economic and political pressures, pressures that draw upon the social contexts of urban designers within an international division of labor and their relationship to class struggle. Because public space serves such an important role in political and social life, its status as a product of urban design should therefore act as a crucial component in any discussion of rights to the city.  相似文献

Children have generally been afforded little attention in migration research or unsatisfactorily included within family migration. Although they are an important consideration in family decisions to move, children also engage in autonomous, independent migration. Further, researchers now argue for the need to situate migration within political, economic and social conditions to obtain a full understanding of why people migrate. Through the use of children-centred research methods, and in-depth interviews with key informants, this paper considers children's journeys to the street in Uganda. By integrating an analysis of Ugandan street children's spatial origins with the familial and societal contexts of their migration decisions, this research highlights the complexity of their migration. In addition, an exploration of the impact of changing social, spatial and temporal conditions on street children's movements illustrates that their journeys are far more than just single processes.  相似文献

A major concern of work in urban and political geography in recent decades has been to analyze how and in whose interests local space economies are produced and reproduced. A common focus is on the role local elites play in gathering support for their development agendas. Drawing from these literatures, this paper focuses on how various visions of the future of localities are contested in the local policy process. It argues that this struggle can be usefully understood as a cultural politics in which meanings are defined and struggled over, where social values are naturalized, and by which `common sense' is constructed and contested. The use of the term `cultural politics of local economic development' is, then, intended to indicate that meaning-making and place-making occur simultaneously in struggles over the future of space economies. It is also an attempt to overcome the problematic distinction between `culture' and `economy' that continues to haunt a great deal of work on urban politics. Through a case study of urban politics in Lexington, Kentucky in which discursive strategies are highlighted, it is argued that this approach is useful in that it provides insight into non-elite perspectives on local economic development and that it underscores the role played by everyday life in constituting political action. The paper concludes by suggesting that any problematization of the conceptual distinction between `culture' and `economy' must be carried out in and through detailed analyses of how groups involved in social struggle frequently construct rhetorical strategies in reference to it.  相似文献

Assemblage approaches are increasingly being used to understand new socio-natural formations arising in relation to the multiple crises of capitalism, climate change and environmental degradation. The valuation of nature is key to these new formations, which the creation of new ‘valued entities’, through calculative practices, that can be accounted for, costed and circulated in monetised and financialised forms in order to ostensibly ‘fix’ certain environmental outcomes in relation to contemporary global crisis. This paper uses an assemblage approach in relation to the global’ transnational project of carbon forestry offsetting and REDD+ in a particular place, Uganda, arguing that it has utility in this respect. While Uganda has been named by Lang and Byakola (2005) as a ‘funny place to store carbon’ due to its contested land politics and history of violence its weak governance context paradoxically re-enforces the imperative for intervention. The paper argues that carbon forestry assemblages are inherently ephemeral and fundamentally contested in three ways: exhibiting a speculative virtuality, faltering materiality and disputed territoriality. Such analysis has the ability to go beyond technical and managerial, or solely pollical economic critiques of carbon forestry, to point at openings for alternatives.  相似文献

Informal settlements become an intriguing spatial dimension of urbanization in those countries which experience the systemic shift from socialism to neoliberal regimes. This paper takes chengzhongcun(s) (literally meaning ‘villages encircled by the city’ boundaries) as a case to explore the dynamics of informal settlements in post-socialist China that has certain distinctive features related to the legacy of socialist institutions and restructuring of urban space by various forces. The paper details the political and economic contexts, as well as the ways in which chengzhongcun(s) are transformed into functional but unregulated urban space. It also elucidates the policy approach towards formalizing chengzhongcun(s) and confrontation involving in government-led redevelopment. The analysis illustrates how spatial informality is shaped by the interaction of economic interests and political considerations in a post-socialist economy with retaining the rural-urban dualism of land ownership and the control of urban citizenship.  相似文献

Spatial and planning policies in Britain have increasingly become focused on regional inequalities and the creation of mixed, sustainable and balanced communities. Within these new policy paradigms the category of the key workers has emerged as an essential element in the socio-economic sustainability of any bounded area programmes have been introduced to support their needs. Yet, defining key workers is an inherently political process as it necessitates the selection of essential and non-essential workers. Theoretical approaches that highlight state selectivity and the ways in which key policy subjects and objects are identified and mobilised have become increasingly popular across the social sciences and key worker support programmes provide a clear example of these processes in action. This paper draws on archival research to explore the formation of the category ‘key’ worker as an object of government in spatial development policies of the post-war period. It examines how key worker programmes were established to tackle the economic problems of Development Areas. It argues that definitions of key workers were forged in and through particular social, political, and economic contexts and that their emergence as an object of government presupposed and reinforced the existence of different classes of workers and different types of citizens. The paper highlights the significance of such historical work in assessments of contemporary policy and academic debates concerning the changing character of sustainable communities and citizenship, regional development, and changing modes of state regulation.  相似文献

In 2008, an 8.0-magnitude earthquake struck southwest China less than 100 km north of Chengdu, the booming capital of Sichuan Province. The city government undertook a massive reconstruction project in its rural hinterlands that was guided by existing policies to develop rural areas through coordinated urban and rural planning. Planners sought to avoid replicating urban settlements in rural areas by developing recognizably “pastoral” villages, an approach that is being widely echoed in the relatively new discipline of rural spatial planning in China. This paper argues that such design concessions evade the key feature of the new villages: the concentration of rural residents. The Chengdu government, though this symbolic and actual de-peopling of rural landscapes, has recast rural space as an environmental amenity and an abstract stock of arable land. Drawing on interviews, site visits, and policy and media documents, the paper analyzes the metropolitan plans that provided the framework for rural reconstruction in post-quake Chengdu, and connects these to a model village site in Chengdu’s rural periphery. The case illustrates the need to understand site-level village planning in the context of regional political economies of land, and highlights the new role that metropolitan governments are playing in rural development strategies.  相似文献

This article considers a distinctive but neglected aspect of the urban scene, namely street prostitution and the accompanying phenomenon of red-light districts. It argues, with reference to Western European examples, that prostitution is a significant urban activity that relates to other economic and social functions of the city, and that an understanding of the location and functioning of such areas can reveal otherwise less obvious aspects of the urban social and political structure.  相似文献

Through an analysis of Ghana’s political and administrative structure, which established the basis of urban planning practice, this paper shows how urban planning has failed to create liveable and functional cities in Ghana. This paper uses semi-structured interviews and agency consultations to supplement document reviews and news paper articles to address the dearth of research on the subject in Ghana. Findings show that dominant political elites, with little or no urban planning background, control and dictate urban planning activities resulting in chaotic scenes and urban blight across Ghanaian cities. Analyses here reinforce the growing recognition that urban planning outcomes in Ghana, and most African countries are not shaped by professional practice and do not reflect the aspirations of the community, but instead political elites. Urban planning agencies are left vulnerable as their activities are interfered, dictated and hindered by both traditional and mainstream political elites. This paper advocates for independence of urban planning agencies in the performance of their duties.  相似文献

During the 1990s, urban livelihoods in Zimbabwe began to suffer a series of economic stresses, which accelerated in 1997 and then accelerated again, with the inception of fast-track land reform, from 2000. This has reduced urban living standards significantly and devastated real urban income levels. After a discussion of the economic and political parameters of this period, this paper links these to empirical changes in the urban livelihoods and perceptions of urban living standards of recent in-migrants to Harare. This draws on a longitudinal database of four surveys of recent migrants to the city conducted in 1985, 1988, 1994 and 2001. Among a range of qualitative issues explored in these surveys has been the question of migrants’ future plans in relation to their intended length of stay in town. It is shown that migrants have been feeling increasingly negative or unsure about their urban experience since structural adjustment began in the early 1990s, and that these perceptions had greatly strengthened by 2001. By the last survey only a small minority felt they would remain permanently in town and most of the migrants from rural areas felt that their living standards in Harare were either worse than rural living standards, or no better. While Zimbabwe’s current political and economic crisis is exceptional, serious urban poverty is a feature across sub-Saharan African countries and it is argued that this has had a depressing effect on net rural-urban migration rates.  相似文献

Urban agriculture in Africa is a growth area for development institutions and researchers. It is often portrayed as a coping strategy through which the urban poor have adapted to structural adjustment. It is enframed in an apolitical, ahistorical way because development institutions seek to create spaces into which development projects can be inserted in the future. This paper uses a case study from the town of Buea in south-west Cameroon to illustrate the differences between the international image of urban agriculture and its practice in one particular place. The increase in agricultural production in Buea in the 1990s initially appears to conform to the standard picture of urban farming as a recent, pragmatic and unplanned response to falling household incomes. However, such a portrayal neglects the history of urban farming, the pleasure that agriculture brings to farmers and the political consequences of expanding agricultural production. One of the concrete outcomes of increased urban agriculture in Buea in the 1990s has been to act as a `safety valve' against social unrest. It has acted as an `anti-politics machine'; a mechanism through which a sensitive political operation (reducing the salaries of civil servants) is achieved through apparently disconnected apolitical acts (enabling urban households to expand agricultural production). The Cameroonian government has opportunistically encouraged urban agriculture during a period of rapid economic change as one strategy for reproducing existing social relations.  相似文献

Previous research suggests that entrepreneurship can provide ethnic minorities a springboard for economic advancement and social integration. However, self-employment rates vary significantly among ethnic groups, between men and women, and in different places. The prevailing literature suggests that personal characteristics, including human capital attributes, ethnic networking, institutional regulations, societal structures and discrimination, all contribute to the differential ethnic entrepreneurship rates. However, very few recent studies have analyzed how different urban socio-economic contexts influence this process. Using the 2000 Public Usable Microdata Samples (PUMS), this study examines how Hispanic entrepreneurs perform in three different metropolitan areas in the US South. The results show that the ethnic diversity, history of immigration, and the economic structure in each local area have provided different opportunities and challenges for Hispanics to start up and maintain their own businesses. This study suggests that the process of economic incorporation of ethnic minorities and immigrants depends significantly on the institutional capacity and social, cultural and political resources of local communities.  相似文献

The recent development of the third sector and the government encouragement of it have attracted the attention of many researchers. In particular, geographical research has examined how the third sector has been affected or changed by government policies or guidelines in recent political economic contexts, especially neo-liberalism and also neo-communitarianism. While much research has demonstrated that the relationship between the government and the third sector is becoming closer, and has considered the problematic impact on the sector or the community, recent studies have described a much more complicated relationship and its consequence. In response, this paper attempts to explore alternative effects of government encouragement at the local community level, through utilising empirical data on recent voluntary activity regarding community safety by the Voluntary Organisations for Crime Prevention Patrol (VOCPP) in Musashino City, a suburb of Tokyo in Japan. Before focusing on the case study in Musashino, the paper briefly outlines key geographical literature on the third sector, and also examines recent expectations of Japan’s third sector using Japanese political documents. Finally, the paper argues that the encouragement of government in fact has the potential to work as a ‘catalyst’ leading to a more independent third sector, with a geographically and organisationally less hierarchical structure, and may also assist in developing a more diversified community.  相似文献

In the early stages of economic development in Korea, national territorial planning was used as a policy tool to guide spatial structure and to provide physical infrastructure for urban and industrial development. Such a top-down approach was inevitable because Korea maintained the centralized political and government system until the early 1990s. Circumstances, however, have changed recently since the 1990s with progress in democratization and localization. In addition, forces of globalization are making significant impacts on the parameters of national territorial planning. Reflecting these changes in both internal and external conditions, the Fourth National Territorial Plan (2000–2020) has adopted a different approach from the past three territorial plans. This paper reviews the socio-economic background that necessitated such changes in approaches to national territorial planning. A major thrust of the Fourth Plan, a focus on emergent or anticipated planning issues in Korea, is discussed. Finally, the paper examines the rationale for long-term strategic planning in the highly fluctuating situation facing Korean society in the new century.  相似文献

The county of Riverside California has a long history of land conservation. In this comparative case study between Western Riverside County and the Coachella Valley area in the county we show how governance institutions that encompass regions that have very different ecologies, are governed by rules and regulations that are undifferentiated relative to those differences. The study argues, however, that what may differ are the workings of the local urban regimes and the metabolic appropriation of ecosystems for economic growth. In this close investigation of the sprawling county of Riverside we find very different approaches to habitat preservation and the enrollment of nature for wealth production by the local urban regimes.  相似文献

It is difficult, if not impossible, to completely separate political from economic relationships in any political system at any scale; this is no less true for Australia than it is for other countries. Changes in Australian Federal-State political relationships must be viewed in the context of changes in the overall system of international trade, the increasing economic power of the Pacific States and the economic restructuring of the Australian economy. However, explanations of political relationships cannot merely focus on the economic issues; the legal, historical and geographical contexts are also relevant. This paper explores Federal-State relations within the overall framework of a centre-periphery model within which jurisdictional conflicts revolve around Federal Government attempts to maintain power at the centre at the expense of the periphery. It takes the viewpoint that any meaningful discussion of political relationships must encompass aspects of human conflict which take place in particular political-geographical and legal contexts.  相似文献

In a world of persistent and growing informality of working and living conditions in cities, and increasing policy efforts to formalise the informal, why are some forms of informality criminalized while others enjoy sanction of the state? This paper argues that analysis of the politics of policy implementation of formalisation efforts can provide rich insights into urban formal-informal relations in cities of the global south, to complement policymaking or policy impact analyses. We present an in-depth case study analysis of the contested implementation of a unique policy effort to formalise street vendors in Delhi, India. A public authority lens reveals the micro-political practices employed by non-state and state actors in bureaucratic, judicial, political, market and other arenas aiming to control urban space. We argue that policy implementation outcomes are significantly shaped by ‘horizontal' contestations within society and within the state, to complement and intermesh with ‘vertical' state-society struggles. Moreover, contestants for public authority exploit official rules but also informal practices by the state, to engage and advance state fragmentation, enduringly shape cityscapes and to affect which forms of informality are condoned or condemned.  相似文献

This paper is a critical analysis of the rational model in planning. As political science and theory have contributed little to the environmental debate, natural resources problems have often been misunderstood as technical instead of political in every sense. The ‘implementation gap’, or the failure of plans and policies to produce intended outcomes, is blamed on problems of process. Solutions are sought in improved institutional arrangements and rational techniques. Yet there are significant political, administrative and technical/scientific constraints to rational planning and implementation. This is illustrated by an assessment of the British planning system in regulating mineral development in coastal areas. A brief case study examines the 30-year attempt of Dorset County officials to phase out beach gravel extractions from the internationally significant Chesil Beach coast. The analysis reveals that a decision which is ‘rational’ from a planning point of view has been influenced by the exercise of political discretion, scientific uncertainty and an administrative legacy of multiple and overlapping jurisdictions.  相似文献
