Africa is widely held to be highly vulnerable to future climate change and Ethiopia is often cited as one of the most extreme examples. With this in mind we seek to identify entry points to integrate short- to medium-term climate risk reduction within development activities in Africa, drawing from experiences in Ethiopia. To achieve this we employ a range of data and methods. We examine the changing nature of climate risks using analysis of recent climate variability, future climate scenarios and their secondary impacts. We assess the effects of climate variability on agricultural production and national GDP. Entry points and knowledge gaps in relation to mainstreaming climate risks in Ethiopia are identified using the Government's plan for poverty reduction. We end with a case study incorporating climate risks through drought insurance within the current social protection programme in Ethiopia, which provides support to 8.3 million people.Rainfall behaviour in Ethiopia shows no marked emergent changes and future climate projections show continued warming but very mixed patterns of rainfall change. Economic analysis highlights sensitivities within the economy to large-scale drought, however, while the effects are clear in major drought years in other years the relationship is weak. For social protection fairly small positive and negative effects on the number of recipients and frequency of cash payments during drought occur under the extreme range of climate model rainfall projections (2020s).Our analysis highlights several important challenges and opportunities for addressing climate risks. Challenges primarily relate to the large uncertainties in climate projections for parts of Africa, a weak evidence base of complex, often non-deterministic, climate-society interactions and institutional issues. Opportunities relate to the potential for low-regrets measures to reduce vulnerability to current climate variability which can be integrated with relatively modest effort within a shift in Africa from a disaster-focused view of climate to a long-term perspective that emphasises livelihood security and vulnerability reduction.  相似文献

Disasters such as floods, storms, heatwaves and droughts can have enormous implications for health, the environment and economic development. In this article, we address the question of how climate change might have influenced the impact of weather-related disasters. This relation is not straightforward, since disaster burden is not influenced by weather and climate events alone—other drivers are growth in population and wealth, and changes in vulnerability. We normalized disaster impacts, analyzed trends in the data and compared them with trends in extreme weather and climate events and vulnerability, following a 3 by 4 by 3 set-up, with three disaster burden categories, four regions and three extreme weather event categories. The trends in normalized disaster impacts show large differences between regions and weather event categories. Despite these variations, our overall conclusion is that the increasing exposure of people and economic assets is the major cause of increasing trends in disaster impacts. This holds for long-term trends in economic losses as well as the number of people affected. We also found similar, though more qualitative, results for the number of people killed; in all three cases, the role played by climate change cannot be excluded. Furthermore, we found that trends in historic vulnerability tend to be stable over time, despite adaptation measures taken by countries. Based on these findings, we derived disaster impact projections for the coming decades. We argue that projections beyond 2030 are too uncertain, not only due to unknown changes in vulnerability, but also due to increasing non-stationarities in normalization relations.  相似文献

Global estimates of the potential impact of climate change on malaria transmission were calculated based on future climate scenarios produced by the HadCM2 and the more recent HadCM3 global climate models developed by the UK Hadley Centre. This assessment uses an improved version of the MIASMA malaria model, which incorporates knowledge about the current distributions and characteristics of the main mosquito species of malaria.The greatest proportional changes in potential transmission are forecast to occur in temperate zones, in areas where vectors are present but it is currently too cold for transmission. Within the current vector distribution limits, only a limited expansion of areas suitable for malaria transmission is forecast, such areas include: central Asia, North America and northern Europe. On a global level, the numbers of additional people at risk of malaria in 2080 due to climate change is estimated to be 300 and 150 million for P. falciparum and P. vivax types of malaria, respectively, under the HadCM3 climate change scenario. Under the HadCM2 ensemble projections, estimates of additional people at risk in 2080 range from 260 to 320 million for P. falciparum and from 100 to 200 million for P. vivax. Climate change will have an important impact on the length of the transmission season in many areas, and this has implications for the burden of disease. Possible decreases in rainfall indicate some areas that currently experience year-round transmission may experience only seasonal transmission in the future. Estimates of future populations at risk of malaria differ significantly between regions and between climate scenarios.  相似文献

Food production in China is a fundamental component of the national economy and driver of agricultural policy. Sustaining and increasing output to meet growing demand faces significant challenges including climate change, increasing population, agricultural land loss and competing demands for water. Recent warming in China is projected to accelerate by climate models with associated changes in precipitation and frequency of extreme events. How changes in cereal production and water availability due to climate change will interact with other socio-economic pressures is poorly understood. By linking crop and water simulation models and two scenarios of climate (derived from the Regional Climate Model PRECIS) and socio-economic change (downscaled from IPCC SRES A2 and B2) we demonstrate that by the 2040s the absolute effects of climate change are relatively modest. The interactive effects of other drivers are negative, leading to decreases in total production of ?18% (A2) and ?9% (B2). Outcomes are highly dependent on climate scenario, socio-economic development pathway and the effects of CO2 fertilization on crop yields which may almost totally offset the decreases in production. We find that water availability plays a significant limiting role on future cereal production, due to the combined effects of higher crop water requirements (due to climate change) and increasing demand for non-agricultural use of water (due to socio-economic development). Without adaptation, per capita cereal production falls in all cases, by up to 40% of the current baseline.By simulating the effects of three adaptation scenarios we show that for these future scenarios China is able to maintain per capita cereal production, given reasonable assumptions about policies on land and water management and progress in agricultural technology. Our results are optimistic because PRECIS simulates much wetter conditions than a multi-model average, the CO2 crop yield response function is highly uncertain and the effects of extreme events on crop growth and water availability are likely to be underestimated.  相似文献

This paper reviews the potential vulnerability of solar energy systems to future extreme event risks as a consequence of climate change. We describe the three main technologies likely to be used to harness sunlight—thermal heating, photovoltaic (PV), and concentrating solar power (CSP)—and identify critical climate vulnerabilities for each one. We then compare these vulnerabilities with assessments of future changes in mean conditions and extreme event risk levels. We do not identify any vulnerabilities severe enough to halt development of any of the technologies mentioned, although we do find a potential value in exploring options for making PV cells more heat-resilient and for improving the design of cooling systems for CSP.  相似文献

Global warming is expected to affect both the frequency and severity of extreme weather events, though projections of the response of these events to climate warming remain highly uncertain. The range of changes reported in the climate modelling literature is very large, sometimes leading to contradictory results for a given extreme weather event. Much of this uncertainty stems from the incomplete understanding of the physics of extreme weather processes, the lack of representation of mesoscale processes in coarse-resolution climate models, and the effect of natural climate variability at multi-decadal time scales. However, some of the spread in results originates simply from the variety of scenarios for future climate change used to drive climate model simulations, which hampers the ability to make generalizations about predicted changes in extreme weather events. In this study, we present a meta-analysis of the literature on projected future extreme weather events in order to quantify expected changes in weather extremes as a function of a common metric of global mean temperature increases. We find that many extreme weather events are likely to be significantly affected by global warming. In particular, our analysis indicates that the overall frequency of global tropical cyclones could decrease with global warming but that the intensity of these storms, as well as the frequency of the most intense cyclones could increase, particularly in the northwestern Pacific basin. We also found increases in the intensity of South Asian monsoonal rainfall, the frequency of global heavy precipitation events, the number of North American severe thunderstorm days, North American drought conditions, and European heatwaves, with rising global mean temperatures. In addition, the periodicity of the El Niño–Southern Oscillation may decrease, which could, in itself, influence extreme weather frequency in many areas of the climate system.  相似文献

The Niger River is the third largest river in the African continent. Nine riparian countries share its basin, which rank all among the world’s thirty poorest. Existing challenges in West Africa, including endemic poverty, inadequate infrastructure and weak adaptive capacity to climate variability, make the region vulnerable to climate change. In this study, a risk-based methodology is introduced and demonstrated for the analysis of climate change impacts on planned infrastructure investments in water resources systems in the Upper and Middle Niger River Basin. The methodology focuses on identifying the vulnerability of the Basin’s socio-economic system to climate change, and subsequently assessing the likelihood of climate risks by using climate information from a multi-run, multi-GCM ensemble of climate projections. System vulnerabilities are analyzed in terms of performance metrics of hydroelectricity production, navigation, dry and rainy season irrigated agriculture, flooding in the Inner Delta of the Niger and the sustenance of environmental flows. The study reveals low to moderate risks in terms of stakeholder-defined threshold levels for most metrics in the 21st Century. The highest risk levels were observed for environmental flow targets. The findings indicate that the range of projected changes in an ensemble of CMIP3 GCM projections imply only relatively low risks of unacceptable climate change impacts on the present large-scale infrastructure investment plan for the Basin.  相似文献

This paper presents a preliminary assessment of the relative effects of rate of climate change (four Representative Concentration Pathways - RCPs), assumed future population (five Shared Socio-economic Pathways - SSPs), and pattern of climate change (19 CMIP5 climate models) on regional and global exposure to water resources stress and river flooding. Uncertainty in projected future impacts of climate change on exposure to water stress and river flooding is dominated by uncertainty in the projected spatial and seasonal pattern of change in climate. There is little clear difference in impact between RCP2.6, RCP4.5 and RCP6.0 in 2050, and between RCP4.5 and RCP6.0 in 2080. Impacts under RCP8.5 are greater than under the other RCPs in 2050 and 2080. For a given RCP, there is a difference in the absolute numbers of people exposed to increased water resources stress or increased river flood frequency between the five SSPs. With the ‘middle-of-the-road’ SSP2, climate change by 2050 would increase exposure to water resources stress for between approximately 920 and 3,400 million people under the highest RCP, and increase exposure to river flood risk for between 100 and 580 million people. Under RCP2.6, exposure to increased water scarcity would be reduced in 2050 by 22-24 %, compared to impacts under the RCP8.5, and exposure to increased flood frequency would be reduced by around 16 %. The implications of climate change for actual future losses and adaptation depend not only on the numbers of people exposed to changes in risk, but also on the qualitative characteristics of future worlds as described in the different SSPs. The difference in ‘actual’ impact between SSPs will therefore be greater than the differences in numbers of people exposed to impact.  相似文献

本文对2000年以来京津冀城市群气候变化及影响适应的研究成果进行了综述。研究表明:20世纪60年代以来,京津冀城市群年平均气温和极端高温指数显著升高,年降水量波动减少,到21世纪10年代,极端强降水指数降低。京津冀气候变化是全球变暖和城市化共同作用的结果,城市化加速了京津冀变暖趋势,增加了极端高温和极端强降水的频率和强度,气候风险高。未来京津冀城市群协同发展,面临高温热浪、强降水、水资源短缺和海平面上升等风险将更严峻,气候变化适应是京津冀城市群可持续发展面临的紧迫问题,适应策略等方面研究已取得了明显进展,但适用性和针对性还存在不足。本文提出了未来研究展望:深入研究城市化对气候变化的反馈,发展全球气候变化和城市化共同作用下的气候风险精细化预估技术,系统研究气候变化对城市的影响和不同行业的脆弱性,加强温室气体监测评估技术研究,加强适应气候变化的策略、路径和技术研究。  相似文献

基于国际耦合模式比较计划第五阶段(Coupled Model Intercomparison Project Phase 5,以下简称CMIP5)28个模式的数值模拟结果和1981~2010年华东和上海气温和降水观测数据,评估了该28个气候模式对华东和上海气温和降水的模拟能力,并预估了RCP4.5(Representative Concentration Pathway 4.5)情景下上海2021~2030年极端气温和降水气候的变化趋势和不确定性。结果表明:与观测值相比,模式对华东和上海年平均气温的模拟大多均值偏高、方差偏低;对年总降水量的模拟大多均值偏高,但方差以华东偏高、上海偏低为主;26个模式的气温变化趋势和12个模式的降水变化趋势与观测值相同。选出8个模式的预估结果表明:与2001~2010年相比,2021~2030年上海冬天极端低温的出现日数(冷夜日数)呈减少趋势,不确定性最小;夏天暖夜日数呈增加的趋势,不确定性较小;其他极端气温事件的变化趋势则存在较大的不确定性,冷夜指标的不确定性最大。强降水发生日数和强降水的强度都呈现增加的趋势,且不确定性较小。  相似文献

This paper reviews recent progress in climate change attribution studies. The focus is on the attribution of observed long-term changes in surface temperature, precipitation, circulation, and extremes, as well as that of specific extreme weather and climate events. Based on new methods and better models and observations, the latest studies further verify the conclusions on climate change attribution in the IPCC AR5, and enrich the evidence for anthropogenic influences on weather and climate variables and extremes. The uncertainty of global temperature change attributable to anthropogenic forcings lies in the considerable uncertainty of estimated total radiative forcing due to aerosols, while the uncertainty of precipitation change attribution arises from the limitations of observation and model simulations along with influences from large internal variability. In terms of extreme weather and climate events, it is clear that attribution studies have provided important new insights into the changes in the intensity or frequency of some of these events caused by anthropogenic climate change. The framing of the research question, the methods selected, and the model and statistical methods used all have influences on the results and conclusions drawn in an event attribution study. Overall, attribution studies in China remain inadequate because of limited research focus and the complexity of the monsoon climate in East Asia. Attribution research in China has focused mainly on changes or events related to temperature, such as the attribution of changes in mean and extreme temperature and individual heat wave events. Some progress has also been made regarding the pattern of changes in precipitation and individual extreme rainfall events in China. Nonetheless, gaps remain with respect to the attribution of changes in extreme precipitation, circulation, and drought, as well as to the event attribution such as those related to drought and tropical cyclones. It can be expected that, with the continual development of climate models, ongoing improvements to data, and the introduction of new methods in the future, climate change attribution research will develop accordingly. Additionally, further improvement in climate change attribution will facilitate the development of operational attribution systems for extreme events, as well as attribution studies of climate change impacts.  相似文献

Livelihoods in drylands are already challenged by the demands of climate variability, and climate change is expected to have further implications for water resource availability in these regions. This paper characterizes the vulnerability of an irrigation-dependent agricultural community located in the Elqui River Basin of Northern Chile to water and climate-related conditions in light of climate change. The paper documents the exposures and sensitivities faced by the community in light of current water shortages, and identifies their ability to manage these exposures under a changing climate. The IPCC identifies potentially increased aridity in this region with climate change; furthermore, the Elqui River is fed by snowmelt and glaciers, and its flows will be affected by a warming climate. Community vulnerability occurs within a broader physical, economic, political and social context, and vulnerability in the community varies amongst occupations, resource uses and accessibility to water resources, making some more susceptible to changing conditions in the future. This case study highlights the need for adaptation to current land and water management practices to maintain livelihoods in the face of changes many people are not expecting.  相似文献

Observations as well as most climate model simulations are generally in accord with the hypothesis that the hydrologic cycle should intensify and become highly volatile with the greenhouse-gas-induced climate change, although uncertainties of these projections as well as the spatial and seasonal variability of the changes are much larger than for temperature extremes. In this study, we examine scenarios of changes in extreme precipitation events in 24 future climate runs of ten regional climate models, focusing on a specific area of the Czech Republic (central Europe) where complex orography and an interaction of other factors governing the occurrence of heavy precipitation events result in patterns that cannot be captured by global models. The peaks-over-threshold analysis with increasing threshold censoring is applied to estimate multi-year return levels of daily rainfall amounts. Uncertainties in scenarios of changes for the late 21st century related to the inter-model and within-ensemble variability and the use of the SRES-A2 and SRES-B2 greenhouse gas emission scenarios are evaluated. The results show that heavy precipitation events are likely to increase in severity in winter and (with less agreement among models) also in summer. The inter-model and intra-model variability and related uncertainties in the pattern and magnitude of the change is large, but the scenarios tend to agree with precipitation trends recently observed in the area, which may strengthen their credibility. In most scenario runs, the projected change in extreme precipitation in summer is of the opposite sign than a change in mean seasonal totals, the latter pointing towards generally drier conditions in summer. A combination of enhanced heavy precipitation amounts and reduced water infiltration capabilities of a dry soil may severely increase peak river discharges and flood-related risks in this region.  相似文献

This modeling study addresses the potential impacts of climate change and changing climate variability due to increased atmospheric CO2 concentration on soybean (Glycine max (L.) Merrill) yields in theMidwestern Great Lakes Region. Nine representative farm locations and six future climate scenarios were analyzed using the crop growth model SOYGRO. Under the future climate scenarios earlierplanting dates produced soybean yield increases of up to 120% above current levels in the central and northern areas of the study region. In the southern areas, comparatively small increases (0.1 to 20%) and small decreases (–0.1 to–25%) in yield are found. The decreases in yield occurred under the Hadley Center greenhouse gas run (HadCM2-GHG), representing a greater warming, and the doubled climate variability scenario – a more extreme and variableclimate. Optimum planting dates become later in the southern regions. CO2fertilization effects (555 ppmv) are found to be significant for soybean, increasing yields around 20% under future climate scenarios.For the study region as a whole the climate changes modeled in this research would have an overall beneficial effect, with mean soybean yield increases of 40% over current levels.  相似文献

Projected changes to the global climate system have great implications for the incidence of large infrequent fires in many regions. Here we examine the synoptic-scale and local-scale influences on the incidence of extreme fire weather days and consider projections of the large-scale mean climate to explore future fire weather projections. We focus on a case study region with periodic extreme fire dangers; southeast Tasmania, Australia. We compare the performance of a dynamically downscaled regional climate model with Global Climate Model outputs as a tool for examining the local-scale influences while accounting for high regional variability. Many of the worst fires in Tasmania and the southeast Australian region are associated with deep cold fronts and strong prefrontal winds. The downscaled simulations reproduce this synoptic type with greater fidelity than a typical global climate model. The incidence of systems in this category is projected to increase through the century under a high emission scenario, driven mainly by an increase in the temperature of air masses, with little change in the strength of the systems. The regional climate model projected increase in frequency is smaller than for the global climate models used as input, with a large model range and natural variability. We also demonstrate how a blocking Foehn effect and topographic channelling contributed to the extreme conditions during an extreme fire weather day in Tasmania in January 2013. Effects such as these are likely to contribute to high fire danger throughout the century. Regional climate models are useful tools that enable various meteorological drivers of fire danger to be considered in projections of future fire danger.  相似文献

The challenge of reaching common understanding of the processes and significance of environmental change amounts to a procedural vulnerability in climate change research that hinders successfully translating knowledge into equitable and effective adaptation policy. This article presents findings from research with Indigenous participants in West Arnhem, Australia, and identifies a procedural vulnerability to climate change research, where perceptions of change and their meaning have their context in Dreaming that supersedes and parallels Western scientific discourses of hazard and risk, but that are marginalised in studies and policies on climate change. This paper argues that moves to adapt remote Indigenous Australian communities to climate change risk missing the mark if they (a) assume that a strong reliance on particular ecosystem configurations makes Indigenous cultures universally vulnerable to environmental change, (b) do not recognise cosmologically embedded risks that are determined by Indigenous capacity to take care of country, and (c) do not recognise colonisation as an ongoing disaster in Indigenous Nations, and therefore treat secondary disasters such as poverty, ill health and welfare dependence as primary contributors to high climate change vulnerability. Procedural vulnerabilities contribute to policy failure, and in Australian contexts pose a risk of conceiving solutions to climate change vulnerability that involve moving people out of the way of environmental risks as they are conceived within colonial traditions, while moving them into the way of risks as conceived through the eyes of remote Indigenous communities. This research joins recent publications that encourage researchers and policy-makers to epistemologically ground proof risk assessments and to listen and engage in conversations that create ways of ‘seeing with both eyes’, while not being blind to the hazards of colonisation.  相似文献

Incorporating potential catastrophic consequences into integrated assessment models of climate change has been a top priority of policymakers and modelers alike. We review the current state of scientific understanding regarding three frequently mentioned geophysical catastrophes, with a view toward their implications for integrated assessment modeling. This review finds inadequacies in widespread model assumptions regarding the nature of catastrophes themselves and climate change impacts more generally. The possibility of greatly postponed consequences from near- and medium-term actions suggests that standard discounting practices are inappropriate for the analysis of climate catastrophe. Careful consideration of paleoclimate and geophysical modeling evidence regarding the possibility of changes in ocean circulation suggests a reframing of the source of climate change damages in economic models, placing changes in climate predictability, rather than gradual changes in mean values, at the focus of economic damage assessments. The implications of decreases in predictability for the modeling of adaptation are further discussed.  相似文献

Climate change assessments which have considered climate impacts of a 2xCO2 climate, using models of the global agricultural system, have found small impacts on overall production, but larger regional changes. Production shifts among regions can be considered one mechanism for adaptation. Adaptation at the farm level, through changes in crops, cultivars, and production practices, is another adaptation mechanism. Existing studies differ in how important these mechanisms will be. Studies that have considered yield effects at specific sites have found very wide ranges of impacts. A useful way to evaluate the impacts of climate change, given the uncertainty about future impacts, is to consider vulnerability. Studies have defined vulnerability in terms of yield, farm profitability, regional economy, and hunger. Vulnerability and climate impacts, particularly in terms of higher order effects on profitability and sustainability, will depend on how society and the economy develop. Lower income populations and marginal agricultural regions, particularly arid or flood prone areas, are most vulnerable to climate change.  相似文献

During this century global warming will lead to changes in global weather and climate, affecting many aspects of our environment. Agriculture is the sector of the United States economy most likely to be directly impacted by climatic changes. We have examined potential changes in dryland agriculture (Part 3) and in water resources necessary for crop production (Part 4) in response to a set of climate change scenarios. In this paper we assess to what extent, under these same scenarios, water supplies will be sufficient to meet the irrigation requirement of major grain crops in the US. In addition, we assess the overall impacts of changes in water supply on national grain production. We apply the 12 climate change scenarios described in Part 1 to the water resources and crop growth simulation models described in Part 2 for the conterminous United States. Drawing on data from Parts 3 and 4 we calculate what the aggregate national production would be in those regions in which grain crops are currently produced by applying irrigation where needed and water supplies allow. The total amount of irrigation water applied to crops declines under all climate change scenarios employed in this study. Under certain of the scenarios and in particular regions, precipitation decreases so much that water supplies are too limited; in other regions precipitation becomes so plentiful that little value is derived from irrigation. Nationwide grain crop production is greater when irrigation is applied as needed. Under irrigation, less corn and soybeans are produced under most of the climate change scenarios than is produced under baseline climate conditions. Winter wheat production under irrigation responds significantly to elevated atmospheric carbon dioxide concentrations [CO2] and appears likely to increase under climate change.  相似文献

A changing climate and more frequent extreme weather events pose challenges to the oil and gas sector. Identifying how these changes will affect oil and gas extraction, transportation, processing, and delivery, and how these industries can adapt to or mitigate any adverse impacts will be vital to this sector’s supply security. This work presents an overview of the sector’s vulnerability to a changing climate. It addresses the potential for Natech hazards and proposes risk reduction measures, including mitigation and adaptation options. Assessment frameworks to ensure the safety of people, the environment, and investments in the oil and gas sector in the face of climate change are presented and their limitations discussed. It is argued that a comprehensive and systemic analysis framework for risk assessment is needed. The paper concludes that climate change and extreme weather events represent a real physical threat to the oil and gas sector, particularly in low-lying coastal areas and areas exposed to extreme weather events. The sector needs to take climate change seriously, assess its own vulnerability, and take appropriate measures to prevent or mitigate any potentially negative effects.  相似文献
