新疆可持续协调发展动态分析与评价

作为“资源大区”的新疆,在中国经济发展中具有重要的资源战略地位、生态安全地位和沿边开放地位。实施可持续发展战略,走可持续发展之路,是新疆区域发展的必然要求。在构建区域可持续发展指标体系的基础上,依据1980-2003年的统计数据,采用组合评价法研究新疆可持续协调发展及其动态变化,并得出一些主要结论和启示。     

沿边地区开放开发的形式转换：兼论中国沿边地区开放开发的问题与对策

随着时间的推移，沿边地区开放开发将不以人的意志为转移地发生形式上的转换，即边境国际贸易→边境出口加工企业→边境国际性区域经济合作，这种转换规律，是由利益机制驱动的。我国沿边地区在开放开发中出现的诸如沿边国际贸易不稳、发展缓慢等问题，就是因为沿边开放开发的形式转换，没有跟上边境经贸发展的步伐，沿边出口加工生产严重滞后的缘故，因此中国沿边地区应加快外向性产业实体建设，大力推进沿边开发形式的转换，以扭转当前的被动局面。     

论中国主要沿边省区地域开发战略的调整*——以新疆、云南、黑龙江三省区为例

从区域开发的理论模式及其评价入手,结合沿边省区经济发展所处的阶段以及国家沿边开放政策的实施,以新疆、云南、黑龙江三省区为例,提出了中近期中国主要沿边省区的外向性地域开发战略。     

中国沿边地区开放开发的宏观前景分析

本文通过对我国沿边地区开放开发５个影响因素的客观分析,对我国沿边地区开放开发,得出如下结论：（１）我国沿边地区开放开发的前景是比较乐观的,会得到稳步发展;（２）我国边境两侧地区难以出现象美国加拿大边境那样的经济重心区;（３）在我国一侧,沿边的某些区段可能形成经济较发达区,例如,东北段的图们江下游地区,西南段的澜沧江－公河结合部,西北段的伊犁河－额敏河流域地区等。     

CAFTA建设与广西加强对外开放的战略选择

面对CAFTA的建设，论述了广西加强对外开放的战略选择：东向与南向开放并重战略、贸易带动与区域联动战略、开放兴起型产业链带动战略、依托中心地域的开放与辐射带动战略、地缘经济合作开发区的建设与带动战略；探讨了背靠式沿海通道、依托式沿江通道、跨境式沿边通道、点对点式临空通道及其贸易口岸定位，以硬口岸分工协作等问题。     

关于我国沿边开放中几个问题的初步探讨

沿边开放是我国全方位开放战略的重要组成部分。实施沿边开放战略不仅是加速我国整体经济发展,促进社会主义现代化建设的需要,也是贯彻落实中央一系列指示和邓小平同志关于中国要进一步对外开放讲话精神的一项重大战略措施。     

我国西部的开放窗口——伊宁

伊宁是我国新疆西部重要的边境城市，是伊犁哈萨克自治州首府和伊犁地区政治、经济、文化中心，聚居着维吾尔、汉、哈萨克、回族等32个民族。1992年伊宁被辟为沿边开放城市以来，这座昔日边境军事重镇，已成为中国西部边陲最大的商埠。     

论我国内陆沿边开放在全国经济发展中的地位和作用

我国对外开放,经过十余年的改革,正以前所未有的广度和深度,呈沿海、沿江、沿边梯次渐进的形式,全方位的开放格局正在形成。特别是内陆沿边的开放,更是史无前例,与周边众多邻国同步开展经贸活动,以方兴未艾的势头,蓬勃兴起,它对全国整体经济将产生愈来愈深远的影响。     

中国沿海与沿边开放地区经济协调发展研讨会在昆明召开

由中国地理学会人文地理专业委员会、沿海开放地区分会、全国高等院校人文地理教学研究会共同发起的《中国沿海与沿边开放地区经济协调发展研讨会》,于1993年5月25日至28日在昆明举行,这是地理学界首次把沿海开放区与沿边开放区的对外开放、经济发展、资源开发、环境保护、内外协调诸多问题进行统一探讨的一次盛会。来自全国各地区的研究机构、高等院校、经济技术开发区和中央有关单位的75名代表出席了会议。大会收到论文、报等和专著共60篇(部)。会议还组织代     

改革开放以来中国口岸体系演化阶段识别及其开放特征分析

口岸体系是一系列规模和功能不同的口岸在一定地域范围内的空间分布与组合。基于1979—2019年口岸开放年份的数据,对改革开放以来中国口岸体系演化阶段进行定量划分,综合考虑口岸开放时间、类型及政策因素分析各阶段口岸体系的开放特征。结果表明（：1）综合考虑口岸体系开放的时空属性,采用Bai-Perron结构断点检验法识别出改革开放以来中国口岸体系演化过程存在5个结构性断点,进一步利用马尔科夫转移类型的空间变化将演化过程修正为5个演化阶段。（2）马尔科夫转移概率矩阵显示,改革开放以来中国口岸体系开放水平波动上升,在空间上存在显著的趋同俱乐部,集中开放的空间格局进一步强化。（3）改革开放以来中国口岸体系演化阶段性轴线开放特征显著,开放特征存在“沿海沿边点状开放—沿海沿江T形开放—内陆与沿边口岸带状开放—航空口岸全面开放—全方位多层次立体化开放”的演化过程。

Deserts and Aeolian Desertification in China: Book review and some thoughts

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world＇s largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations. Despite ef- forts to combat and reduce desertification, the affected areas are annually increasing.
