论中国公共领域的发生及其演进趋势

通过对公共领域的历史形态、功能以及公共领域的基本构成要素分析,明确了公共领域的产生必须具备的三个相应条件:公众的出现;具备充分的交往空间;具有相对独立性。并据此对我国社会现实进行分析,认为公共领域在中国已然发生并处于成长与扩张之中;在保证国家主导的前提下,它的发展趋势是追求自由开放与和谐稳定。     

厦门市公共出租汽车服务公平性

“公平性”是指社会成员之间权利或分配的公平程度，公平性对于交通规划具有重要的意义。公共出租汽车（含网约车和出租车）服务的公平性主要反映的是局部区域内人群能够享受与人群占比对等服务机会的水平，探索公共出租汽车服务的公平性，能够为优化城市公共出行中的个性化出行服务提供支撑。既有研究中对城市公共出租汽车服务的公平性关注较少，且有关公共服务公平性的度量主要基于静态人口分布进行度量，难以有效顾及城市人口动态对公平性度量的影响。为此，本文顾及动态人口分布数据，利用基尼系数与泰尔指数对仅巡游、仅网约与混合接单的3类接单方式的出租汽车服务的不平等公平性进行计算，结合城市功能区对区域不公平性的贡献进行了分析并提取了具备潜在不公平性的服务区域，以厦门市数据为例对方法进行了验证。结果表明：(1)基于静态人口分布计算的厦门市公共出租汽车服务不公平性，相比于基于动态人口的计算结果平均高估27.28%；(2)传统由城市交通公共服务机构运营的巡游车服务，其不公平性是由大型移动互联网平台负责运营的网约车服务的1.66倍，新兴移动互联网技术提升了城市公共交通服务的公平性；(3)不同类型城市功能区对公共出租汽车服务不公平...     

浅谈我国高校开设民俗类公共选修课的意义

在分析民俗类公共选修课在高校中受欢迎的原因的基础上，探讨了高校开设民俗类公共选修课的意义：（1）学习民俗文化是高校毕业生参与未来国际竞争的需要；（2）让学生了解民俗文化潜在的强制性、规范性和宣泄性；（3）增强学生的民族自豪感和荣誉感；（4）培养高校学生的“和合”观念；（5）帮助学生形成正确的世界观、人生观和价值观等。     

机器学习方法在矿产资源定量预测应用研究进展

回顾了国内外在矿产资源定量预测研究领域的发展历程，对近十年来国外相关方向的文献进行了统计对比分析，结果显示机器学习方法已经成为矿产资源定量预测研究领域的热点方向，并主要在如下3个方面发挥了积极的作用:①提取和挖掘复杂数据中隐藏的难以识别的矿化信息；②致矿异常信息关联与转换；③多源地学数据的致矿异常信息融合、预测和发现矿床。对逻辑回归、人工神经网络、随机森林与支持向量机等主要机器学习算法与模型在矿产资源定量预测实践中的应用效果进行了评述，并探讨了在实际应用过程中存在的样本选择、错分代价、不确定性评价以及模型性能评价等主要问题及目前的解决方案。最后提出基于大数据与机器学习的矿产资源定量预测是未来发展的重要趋势。      

海洋资源特性及其管理方式

海洋资源属于公共资源，具有多宜性，共享性，开发利用的兼 容性和外部性，因此，海洋资源的开发管理必须采取公共管理的方式；海洋公共管理正符合新公共管理的理念，除了采取必要的行政手段外，必须采取市场化和社会化管理方式，可以实现资产化，有偿使用和市场机制，分权管理，并动员公众参与管理，培育海洋文化和意识形态。

正沈阳公共停车场优先使用闲置土地近日,沈阳市政府发布《闲置土地处置办法》,其中明确,具备临时使用条件的闲置土地,沈阳市鼓励以公共停车场临时使用为优先,待原项目具备开发建设条件时,国有建设用地使用权人重新开发建设,并提前通知临时使用单位。临时使用期限最长不得超过2年。同时,对在闲置土地处置工作中不作为、处置不力的区、县(市)政府,进行约谈和问责。(沈阳市规划和国土资源局)

在经济全球化的背景下，我国加入WTO后，对外开放和对内改革进入了一个新的历史阶段。介绍了在国土资源管理领域涉及WTO的相关原则。根据比较优势原则和资源禀赋理论，分析了WTO与国土资源产业类型、资源利用结构及资源管理职能的关系；论述了加入WTO对国土资源管理将产生的积极影响和国土资源管理将面临的挑战；讨论了在WTO框架下，我国国土资源管理在市场化程度、产权体系与制度等法制、体制、机制方面存在的主要问题并提出了应对措施。     

技术要素按贡献参与分配的探讨

分析了技术要素按贡献参与分配的基本依据和存在问题，提出了技术要素按贡献参与分配的建议：1．在企业分配领域，鼓励技术要素以多种形式参与收益分配，鼓励体制创新，推进技术股份化。2．在政府分配领域，政府财政科技投入比例与其科技发展对经济贡献增长率挂钩，科技财税政策与产业政策、税源经济吻合，营造科技奖励的软环境。3．在社会分配领域，充分发挥技术评估部门和行业管理部门的作用，对进入技术市场的技术的成熟度和科技含量进行有效的测试和监管，保证技术商品的品质；技术交易当事人应具诚信态度和法制观念；重视中介的作用，把技术市场搞活。     

论气象服务的社会效益

气象服务的社会效益是由气象服务产品的公共消费性所决定的；气象服务产品生产与消费的投入同ＧＮＰ的增量这两者的比较即是服务社会效益的宏观经济概括；决策效益、公众效益与专项效益是气象服务社会效益的重要分类；从气象服务产品的有用性与气象信息的错情率及准确率三方面出发分析，可建立起气象服务社会效益的评价模型     

面向移动位置数据的移动性指标计算工具:设计实现与实践应用

大规模个体移动位置数据的涌现,为在个体移动特征的基础上充分理解群体移动特征、从精细的时空尺度全面理解居民出行行为规律提供了条件,对时空行为、城市、交通等领域的研究以及空间规划的编制与评估、交通需求的分析与预测等领域的实践应用有重要意义。目前,尽管移动位置数据已在城市和交通等研究领域取得了广泛应用,但对其分析仍缺少通用的分析思路和操作便捷的工具软件。为方便相关领域的研究者和从业者使用移动位置数据,提升移动位置数据的应用价值,基于活动空间的概念,选取可表征活动空间外部形态和内在结构的移动性指标,提出了对个体移动位置数据进行定量化描述性分析的方法思路,设计并实现了计算移动性指标的工具软件。通过手机信令、出租车、公交刷卡、公共自行车4种不同类型的常见移动位置数据,展示了工具软件的不同应用场景。     

Thermohaline structure inhomogeneity associated with polynia at the northern margin of Emery Ice-shelf

Based on the hydrographic data in austral summer during the 22nd Antarctic Expedition of China(2005/2006),some features can be found about the northern margin of Emery ice shelf as follows.The heat content in the surface layer(0-50 m) at the eastern end and the western end of the ice-shelf margin is much higher than that at the middle.The upper mixing-layer depth and the seasonal thermocline depth at the middle of the ice-shelf northern margin are much shallower than those at the both ends.However there is much less difference between the middle and the ends in the bottom layer.The remote sensing photos show that the inhomogeneity in the surface-layer water is closely related to the spatial distribution of the floes and polynia in the area.     

Phylogenetic analysis of cultivable bacteria isolated from Arctic sea-ice

Phylogenetic analysis based on 16S rDNA of 8 strains of cultivable bacteria isolated from Arctic sea-ice was studied.The results showed that strain BJ1 belonged to genus Planococcus,which was a genus of low mole percent G C gram-positive bacteria;strain BJ6 belonged to genus Burkholderia of β-proteobacteria and the rest 6 strain all belonged to γ-proteobacteria,of which strain BJ8 was a species of Pseudoalteromonas,strain BJ2-BJ5 and BJ7 were members of genus Psychrobacter.Phylogenetic analysis also indicated that bacteria of genus Psychrobacter of the isolates formed a relatively independent phylogenetic cluster in comparison with other bacteria belonged to genus Psychrobacter.

Relationship of Arctic sea ice and Northern Hemispheric 500 hPa Polar vortices

Using the NCEP/NCAR reanalysis monthly 500 hPa height data on a 2.5 latitude-longitude grid and 1°×1° sea ice data,the polar vortex area,intensity index and arctic sea ice area index are calculated respectively,and the meridional distribution,period variation and the abrupts in the long range trend are analyzed to study their relationship.The results show that the meridional distribution of sea ice and polar vortex h-ave distinctive difference,the relative positions of them are different in the eastern and western hemispheres,and exept they have periods of 4 months,quasi half year,quasi year,4-5 years and 10 years commonly,and each of them has its own respective variation as well.The sea ice area is decreasing apparently since 1980's,so is the polar vortex area,but their abrupt changge time are different totally.The area of sea ice and polar vortex has prominent positive correlation,but the relationship of sea ice intensity,polar vortex intensity,polar vortex area is complicated.
