Among marine debris, monofilament fishing lines often result in negative impacts on marine organisms. We characterized marine debris and incidence of lost and discarded monofilament lines along beaches used by recreational fishers, and report the impact of lines on Kelp Gulls (Larus dominicanus) at the Bahía San Blas protected area, site of one of the main shore-based recreational fisheries of the southwestern Atlantic. Over 55% of the marine debris recorded originated from recreational fishing activities. Balls of tangled monofilament lines were found at a rate of 40.5 items per km. A total of 27 adult Kelp Gulls were found entangled with monofilament. All individuals were tangled to vegetation within colony boundaries. Four of the gulls had a monofilament line protruding from the bill, showing that they may be also killed when trying to obtain bait. Our results indicate that lost or discarded monofilament lines in the Bahía San Blas recreational fishing area result in undesired impacts on coastal wildlife.  相似文献

This special issue of Continental Shelf Research contains 20 papers giving research results produced as part of Australia's Torres Strait Co-operative Research Centre (CRC) Program, which was funded over a three-year period during 2003–2006. Marine biophysical, fisheries, socioeconomic-cultural and extension research in the Torres Strait region of northeastern Australia was carried out to meet three aims: 1) support the sustainable development of marine resources and minimize impacts of resource use in Torres Strait; 2) enhance the conservation of the marine environment and the social, cultural and economic well being of all stakeholders, particularly the Torres Strait peoples; and 3) contribute to effective policy formulation and management decision making. Subjects covered, including commercial and traditional fisheries management, impacts of anthropogenic sediment inputs on seagrass meadows and communication of science results to local communities, have broad applications to other similar environments.  相似文献

This survey evaluated the monthly accumulation rate of marine debris and the types of objects washed ashore at Volunteer Beach on East Falkland between October 2001 and March 2002. The mean (±SD) accumulation rate of marine debris was 77 ± 25 items/km/month, of a mean weight of 17.3 ± 12 kg. Forty different objects were collected and the five most frequent items were cotton fabric, string, polystyrene packing sheet, plastic packing tape and broken plastic pieces. The debris on Volunteer Beach was dominated by fishing debris; 42% of the items were discarded fishing equipment, while 39% of the items were of a packaging or associated nature. The mostly likely source of this household waste was fishing vessels, with Falkland Islands Government (FIG) fisheries observers seeing 27 of the 40 items of debris collected from Volunteer Beach being discarded from fishing vessels. It is suggested that, although further marine debris research is warranted, more effective at-sea ship waste disposal regulations are required in Falkland waters to reduce environmental and economic threats both at the local and international level.  相似文献

The Anxious Bay beach litter clearance is the longest running annual survey of ocean-based litter in Australia. It's remoteness from centres of human population and location (with respect to prevailing winds and currents) make it an ideal place for monitoring ocean or ship-based litter in Australia's southern oceans and particularly, the Great Australian Bight. Over the 1991-1999 period, a large but gradual decline in the amount of beach washed litter was recorded (with minor peaks recorded during the 1992 and 1994 surveys). Beach washed litter decreased by approximately 86%, from 344 kg recorded in 1991 (13.2 kg/km) to 49 kg in 1999 (i.e. 1.9 kg/km), reaching a maximum of 390 kg in 1992 (or 15 kg/km of beach). However, a sharp increase in litter was recorded in 2000 (i.e. 252 kg or 9.7 kg/km). This increase in litter yield in 2000 is probably due to stronger than average onshore surface flow (or Ekman Transport) in the western Eyre Peninsula and Bight region. Prior to the survey in 2000, the results appeared to indicate that ocean litter on Anxious Bay beach was beginning to level out at around 50-70 kg/year (i.e. 2-3 kg/km). As the beach surveys involve the assumption that the beach is completely cleared of litter, this may represent a baseline level for ocean-based litter in the region. The yields and type of litter collected from the annual survey indicates that the majority of litter washed ashore originates from commercial fishing activities within the Great Australian Bight. Most of the fishing-related litter was directly sourced to the Southern Rock Lobster Fishery (i.e. bait buckets, baskets, pots), the Great Australian Bight Trawl Fishery (i.e. codends, trawl nets) and the Southern Shark Fishery (i.e. monofilament gillnets and longlines). Between 1994 and 1999, large reductions were observed in the amount of bait straps (77% reduction), lobster bait baskets/buckets (86% reduction), nets/ropes (62% reduction) and floats/buoys (83% reduction). Significantly, fishing-related litter in the Bight has reduced at a slower rate than domestic litter. While the level of glass and soft plastics on the beach have both reduced by almost 93% (i.e. 103-7 kg and 119-8 kg, respectively), the level of hard plastics, has diminished at a slower rate, with reductions of only 75% (i.e. 122-30 kg). Some fisheries (i.e. rock lobster, Southern Shark Fishery) have shown marked reductions in fishing-related litter. This is probably due, to some extent, to significant reductions in fishing effort in the region, although this requires further investigation. The information from the Anxious Bay beach litter survey is crucial in monitoring trends in ocean litter in Australia's southern oceans and compliance with international litter regulations. While fishing-related litter remains the major source of ship-based or ocean litter in Australia's southern oceans, the continued reduction in ship-based litter since 1991 supports increasing compliance to MARPOL (Annex V) by commercial fisheries and shipping in the Great Australian Bight. While Australia participates in marine debris monitoring programs in the Antarctic (under CCAMLR), there is currently no national program or management framework to assess, manage and monitor ocean-based litter along Australia's coasts, and monitor compliance with MARPOL. Apart from the commitments under CCAMLR for Antarctic (and sub-Antarctic) marine environments, there are no other regional programs, guidelines or monitoring protocols or to assess and manage ocean litter in the Southern Ocean.  相似文献

The European Union’s Integrated Maritime Policy is intended in part to co-ordinate sectoral policies, to achieve joined-up thinking and action and overcome the inconsistency between policy approaches that has led to the degradation of European seas. An integrated governance would be relatively straight-forward if the different interests and actors were operating on the basis of shared values, but they are not. While the fisheries sector, whether large or small-scale, is driven by a commercial imperative which tends towards the greatest extraction of the resource possible, environmentalists would champion the removal of all human impacts, other than redress activity, as the optimum state for the ecosystem. However, the greatest impediment to an integrated approach is the failure to subject the EU’s Common Fisheries Policy to the objectives of the Integrated Maritime Policy. Instead, all decisions concerning fisheries will continue to be made in accordance with the Fisheries Regulation which demands exploitation of the fragile resource. Attention needs to be given to how EU fisheries policy is to acquire values beyond that of commercial extraction for immediate economic benefit so that it may cohere with objectives of the Integrated Maritime Policy and aid the regeneration of the seas.  相似文献

We examined the spatial dynamic of artisanal fishing fleets around five European marine protected areas (MPAs) to derive general implications for the evaluation of MPAs as fisheries management tools. The coastal MPAs studied were located off France, Malta and Spain and presented a variety of spatial designs and processes of establishment. We developed a standardized methodology to define factors influencing effort allocation and to produce fishing effort maps by merging GIS with geostatistical modelling techniques. Results revealed that in most cases the factors “distance to the no-take”, “water depth”, and “distance to the port” had a significant influence on effort allocation by the fishing fleets. Overall, we found local concentration of fishing effort around the MPA borders. Thus, neglecting the pattern of fishing effort distribution in evaluating MPA benefits, such as spillover of biomass, could hamper sound interpretation of MPAs as fisheries management tools.  相似文献

Marine seismic surveys produce high intensity, low-frequency impulsive sounds at regular intervals, with most sound produced between 10 and 300 Hz. Offshore seismic surveys have long been considered to be disruptive to fisheries, but there are few ecological studies that target commercially important species, particularly invertebrates. This review aims to summarise scientific studies investigating the impacts of low-frequency sound on marine fish and invertebrates, as well as to critically evaluate how such studies may apply to field populations exposed to seismic operations. We focus on marine seismic surveys due to their associated unique sound properties (i.e. acute, low-frequency, mobile source locations), as well as fish and invertebrates due to the commercial value of many species in these groups. The main challenges of seismic impact research are the translation of laboratory results to field populations over a range of sound exposure scenarios and the lack of sound exposure standardisation which hinders the identification of response thresholds. An integrated multidisciplinary approach to manipulative and in situ studies is the most effective way to establish impact thresholds in the context of realistic exposure levels, but if that is not practical the limitations of each approach must be carefully considered.  相似文献

Small-scale fisheries (SSF) in tropical seascapes (mosaics of interconnected mangroves, seagrasses and corals) are crucial for food and income. However, management is directed mostly to corals and mangroves. This research analyzes the importance of seagrasses compared to adjacent ecosystems in Chwaka Bay, Zanzibar, Tanzania. Using fish landings; the study investigated: location of fishing effort, fish production (biomass and species), and monetary benefits (aggregated value and per capita income). Seagrasses were the most visited grounds providing highest community benefits. Per capita benefits were equivalent to those from corals and mangroves. All three habitats provided income just above extreme poverty levels; however catches from seagrass appeared more stable. Seagrass are key ecosystems supporting SSF and protection and management are urgently needed. Adoption of a seascape approach considering all ecosystems underpinning SSF and the social aspects of fishing and a shift in emphasis from pure conservation to sustainable resource management would be desirable.  相似文献

The paper outlines the evolution of fisheries development policies (aquaculture excluded), from an international perspective as seen within the various UN and FAO fishery committees. It begins with the first FAO Technical Committee on Fisheries in 1945 and extends through the various periods corresponding to post-war reconstruction (1945–1958), geographical expansion (1959–1972), establishment of a new economic order of the oceans (1973–1982), and transition towards global concerns (1983–1992). It underlines the gaps between government resolutions at the international level and effective implementation at national policy level. This identifies the elements to be considered in responsible fishing policies. Finally, the FAO International Code of Conduct for Responsible fisheries is presented as the conceptual framework for achieving sustainable fisheries development and UNCED's objectives within the framework of the 1992 Convention.  相似文献

Oceanic circulation patterns deposit significant amounts of marine pollution, including derelict fishing gear from North Pacific Ocean fisheries, in the Hawaiian Archipelago [Mar. Pollut. Bull. 42(12) (2001) 1301]. Management responsibility for these islands and their associated natural resources is shared by several government authorities. Non-governmental organizations (NGOs) and private industry also have interests in the archipelago. Since the marine debris problem in this region is too large for any single agency to manage, a multiagency marine debris working group (group) was established in 1998 to improve marine debris mitigation in Hawaii. To date, 16 federal, state, and local agencies, working with industry and NGOs, have removed 195 tons of derelict fishing gear from the Northwestern Hawaiian Islands. This review details the evolution of the partnership, notes its challenges and rewards, and advocates its continued use as an effective resource management tool.  相似文献

An effective management of the rapidly dwindling marine fish resources is of great ecological, economic and social importance for the future. An over-development of commercial fisheries has brought about a multitude of negative environmental impacts, such as an accelerated exploitation of stocks or a decrease of marine biodiversity, and furthermore, a profound structural change in fish industry. However, the main reason for the non-prosperous rationing of marine resources is the lack of knowledge about certain processes as well as the non-availability of adequate steering instruments. This paper addresses the lack of conceptualization in the case of uncertain knowledge. It proposes a model approach which can be used for weak but improved decision support under the premise of vague knowledge. The usage of qualitative differential equations illustrates general patterns of overcapitalization of fishing fleets. The extension of traditional model approaches by integration of additional socio-economic phenomena in this context supplies deeper insights in the dynamics of a coupled economic and ecological system. The approach provides a set of characteristic system behaviours which can be fruitfully used for the development of future management tasks.  相似文献

For the first time, we documented regional differences in amounts and long-term trends of marine debris along the US Atlantic coast. The Southeast Atlantic had low land-based and general-source debris loads as well as no increases despite a 19% increase in coastal population. The Northeast (8% population increase) also had low land-based and general-source debris loads and no increases. The Mid-Atlantic (10% population increase) fared the worst, with heavy land-based and general-source debris loads that increased over time. Ocean-based debris did not change in the Northeast where the fishery is relatively stable; it declined over the Mid-Atlantic and Southeast and was correlated with declining regional fisheries. Drivers, including human population, land use status, fishing activity, and oceanic current systems, had complex relationships with debris loads at local and regional scales. Management challenges remain undeniably large but solid information from long-term programs is one key to addressing this pressing pollution issue.  相似文献

Overfishing has caused dramatic changes in structures of exploited populations as well as ecosystems. In this article, we focus on fishing effects on age (size) and spatial structures of exploited fishes. Accumulating evidence has shown that large and experienced spawning individuals are able to produce higher quality and quantity of eggs, known as maternal effects, and that individuals of different age classes tend to spawn in different locations and times. These behaviors are associated with a healthy age structure and contribute to bet-hedging capacity that is important in smoothing out short-term environmental variability. Here, we document a widespread phenomenon of age (size)-truncation of exploited populations driven by size-selective fishery removals. Such size-selective fishing may have evolutionary consequence and may be difficult to reverse. In addition, fishing often reduces population spatial heterogeneity that also contributes importantly to bet-hedging. We review studies showing that the effects of age truncation and reduction of spatial heterogeneity have reduced resilience and elevated the fluctuation amplitude of exploited populations facing a changing environment. Recent analyses indicated that fish populations often exhibit nonlinear nature and have potential to shift dramatically in a short time. All the evidence suggests that fishing, by altering age or spatial structures, may make exploited fishes, more prone to catastrophic shifts. Therefore, to achieve sustainable fisheries, management should conserve the age and spatial structure in addition to viable spawning biomass.  相似文献

The potential impacts of underwater noise on marine mammals are widely recognised, but uncertainty over variability in baseline noise levels often constrains efforts to manage these impacts. This paper characterises natural and anthropogenic contributors to underwater noise at two sites in the Moray Firth Special Area of Conservation, an important marine mammal habitat that may be exposed to increased shipping activity from proposed offshore energy developments. We aimed to establish a pre-development baseline, and to develop ship noise monitoring methods using Automatic Identification System (AIS) and time-lapse video to record trends in noise levels and shipping activity. Our results detail the noise levels currently experienced by a locally protected bottlenose dolphin population, explore the relationship between broadband sound exposure levels and the indicators proposed in response to the EU Marine Strategy Framework Directive, and provide a ship noise assessment toolkit which can be applied in other coastal marine environments.  相似文献

Derelict fishing gear (DFG) is a highly persistent form of marine pollution known to cause environmental and economic damage. At-sea detection of DFG would support pelagic removal of this gear to prevent and minimize impacts on marine environments and species. In 2008, experts in marine debris, oceanography, remote sensing, and marine policy outlined a strategy to develop the capability to detect and ultimately remove DFG from the open ocean. The strategy includes three interrelated components: understanding the characteristics of the targeted DFG, indirectly detecting DFG by modeling likely locations, and directly detecting pelagic DFG using remote sensing. Together, these components aim to refine the search area, increase the likelihood of detection, and decrease mitigation response time, thereby providing guidance for removal operations. Here, we present this at-sea detection strategy, relate it to relevant extant research and technology, and identify gaps that currently prevent successful at-sea detection and removal of DFG.  相似文献

In recent years, Australian governments and fishing industry associations have developed guiding principles aimed at reducing the impact of fishing on non-target species and the benthos and increasing community awareness of their efforts. To determine whether they reduced seal entanglement in lost fishing gear and other marine debris, we analysed Australian sea lion and New Zealand fur seal entanglement data collected from Kangaroo Island, South Australia. Contrary to our expectations, we found that entanglement rates did not decrease in recent years. The Australian sea lion entanglement rate (1.3% in 2002) and the New Zealand fur seal entanglement rate (0.9% in 2002) are the third and fourth highest reported for any seal species. Australian sea lions were most frequently entangled in monofilament gillnet that most likely originated from the shark fishery, which operates in the region where sea lions forage--south and east of Kangaroo Island. In contrast, New Zealand fur seals were most commonly entangled in loops of packing tape and trawl net fragments suspected to be from regional rock lobster and trawl fisheries. Based on recent entanglement studies, we estimate that 1478 seals die from entanglement each year in Australia. We discuss remedies such as education programs and government incentives that may reduce entanglements.  相似文献

Bycatch and indirect mortality associated with global fishing operations affect non-target species. Northern gannets (Morus bassanus) and other seabirds incorporate marine debris, much of it originating in fisheries, into their nests, at times resulting in entanglement. We compared the prevalence and composition of marine debris in nests at two gannet colonies in Newfoundland before and after a basin-wide ground fish closure in 1992, and at the species' largest colony in the Gulf of St. Lawrence, where fishing effort is low. The proportion of nests with marine debris decreased following the fishery closure, and the proportion of nests with fishing gear was related exponentially to the number of gillnets set around breeding colonies. Assessing the composition of gannet nests could provide a useful index of the prevalence of fishing debris and could be used to assess entanglement risk of other animals in the marine environment over decadal scales.  相似文献

This article presents the outcome of research aimed at assisting governments in meeting their commitments and legal obligations for sustainable fisheries, based on increasing evidence that global fisheries are in crisis. The article assesses the effectiveness of the existing legal and institutional framework for high seas living resources. It focuses on: (1) the role of regional fisheries management organizations (RFMOs); (2) tools for compliance and enforcement to stem illegal fishing; and (3) mechanisms for habitat protection. The article further highlights a variety of options for addressing key weaknesses and gaps in current ocean governance, including United Nations General Assembly (UNGA) resolutions, reforms at the regional level, as well as a possible new legal instrument, with a view to informing international discussions on ways to ensure the sustainable use of high seas resources without compromising the health of the marine environment.  相似文献

The abundance of some marine fish species are correlated to the abundance of habitat-forming benthic organisms such as sponges and corals. A concern for fisheries management agencies is the recovery of these benthic invertebrates from removal or mortality from bottom trawling and other commercial fisheries activities. Using a logistic model, observations of available substrate and data from bottom trawl surveys of the Aleutian Islands, Alaska, we estimated recovery rates of sponges and corals following removal. The model predicted the observed sponge and coral catch in bottom trawl surveys relatively accurately (R2=0.38 and 0.46). For sponges, the results show that intrinsic growth rates were slow (r=0.107 yr−1). Results show that intrinsic growth rates of corals were also slow (r=0.062 yr−1). The best models for corals and sponges were models that did not include the impacts of commercial fishing removals. Subsequent recovery times for both taxa were also predicted to be slow. Mortality of 67% of the initial sponge biomass would recover to 80% of the original biomass after 20 years, while mortality of 67% of the coral biomass would recover to 80% of the original biomass after 34 years. The modeled recovery times were consistent with previous studies in estimating that recovery times were of the order of decades, however improved data from directed studies would no doubt improve parameter estimates and reduce the uncertainty in the model results. Given their role as a major ecosystem component and potential habitat for marine fish, damage and removal of sponges and corals must be considered when estimating the impacts of commercial bottom trawling on the seafloor.  相似文献

Floating marine debris, particularly derelict fishing gear, is a hazard to fish, marine mammals, turtles, sea birds, coral reefs, and even human activities. To ameliorate the economic and environmental impact of marine debris, we need to efficiently locate and retrieve dangerous debris at sea. Guided by satellite-derived information, we made four flights north of Hawaii in March and April 2005. During these aerial surveys, we observed over 1800 individual pieces of debris, including 122 derelict fishing nets. The largest debris concentrations were found just north of the North Pacific Transition Zone Chlorophyll Front (TZCF) within the North Pacific Subtropical Convergence Zone (STCZ). Debris densities were significantly correlated with sea-surface temperature (SST), chlorophyll-a concentration (Chla), and the gradient of Chla. A Debris Estimated Likelihood Index (DELI) was developed to predict where high concentrations of debris would be most likely in the North Pacific during spring and early summer.  相似文献
