STRATEGIC ENVIRONMENTAL ASSESSMENT FORSUSTAINABLE DEVELOPMENT IN URBANIZATION PROCESS IN CHINA

This paper reviewed the development of Strategic Environmental Assessment (SEA) in China, expounded its functions and regional characteristics, and discussed the targets of SEA in the process of urbanization,and the main assessment indicators, procedures, techniques and methodologies of SEA. It concluded that SEA could be improved by the following recommendations: incorporating SEA in decision-making process, selecting experimental units for SEA trial run, and developing strategic evaluation tools and techniques. SEA can provide appropriate and up-to-date information on the impact of human activity on environment in the process of urbanization, and develop a plan of action targeting implementation of intervention for the rehabilitation and preservation of the ecological stability of a city. Therefore, SEA can be a supporting tool for decision-making toward achieving sustainable development.

REGIONAL TOURISM COOPERATION IN TRIANGLE ZONE OF LIAONING PROVINCE

Strengthening the regional tourism cooperation is the requirement of both tourism development and tourist competition drive. On the one hand, resources, products, market and infrastructure in tourism are characteristics of half-public goods, which are the externalities. On the other hand, tourism competition has evolved from individual scenic spot, or finn competition to regional competition, which also requires urgent regional tourism cooperation. In recent years, the regional economic cooperation has been becoming popular in the world. The triangle tourism zone of Liaoning Province, constituted by Shenyang, Dalian and Dandong, is the core region of Liaoning tourism system. This regional tourism cooperation has been raised for a long time, but has not made substantial progress as yet. In recent years, the strategic cooperation among them has been becoming urgent, along with the change of tourism competition models, as well as the desire for building a Northeast Asia tourist economy circle. Based on literature, this paper establishes a conceptual frame of regional tourism cooperation and applies it in the analysis of the strategic tourism cooperation of Liaoning Province＇s golden triangle zone. This paper firstly examines both qualifications and motives concerning with cooperation among the three cities, and believes that the biggest difficulties involve traditional ideas, administrative institutions, communications, economic performances, time constraints, and more overlap among their tourist markets. Then this paper continues to construct a cooperating mechanism, including participant arrangements, construction of operating mechanism and construction of assisting mechanism. At last, this paper proposes approaches to the strategic cooperation such as introducing Xiuyan County, strategic integration and developing differentiated and complemented tourism products.

How Chinese Financial Centers Integrate into Global Financial Center Networks: An Empirical Study Based on Overseas Expansion of Chinese Financial Service Firms

The increasing globalization of the Chinese economy has been enabled by both Chinese financial institutions operating globally as well as international firms operating within China. In geographical terms, this has been organized through a number of strategic cities serving as gateways for the exchange of financial functions, products and practices between China and the global economy. Drawing on location data of financial service firms in China listed on stock exchanges in Shenzhen, Shanghai and Hong Kong, this paper shows that Chinese financial firms are expanding globally and how Chinese financial centers are positioned and connected in the urban networks shaped by these financial service firms. It is found that Hong Kong, China, holds strategic positions in the integration of Chinese cities into global financial center networks, and that establishing a foothold in global financial centers such as New York and London has been a priority for Chinese financial institutions. The increasing capital flows directed by Chinese financial institutions suggests a shifting global financial geography, with numerous Chinese cities playing increasingly important roles within global financial center networks.

地球系统科学数据共享研究与实践

分布式、异构科学数据的整合集成与"一站式"共享服务是科学数据共享的关键和难点。首先,提出"创建地球系统科学数据共享联盟,共建、共享"的分散数据资源整合理念和按"总中心-分中心-数据资源点"三个层次的整合架构,然后,在组织模式上保障分布式数据资源的有效整合。即通过"元数据集中管理,数据体分散存储"的策略,从技术上保障分布式数据资源的快速整合。针对地球系统科学不同学科数据资源的特性,设计了地球系统科学数据核心元数据标准及扩展方案,利用MVC(元数据标准模型-显示视图-操作函数)模式实现多标准地学元数据的统一管理和自适应显示。最终,研究面向SOA的分布式地球系统科学数据共享平台,通过"一个总中心,认证中心和若干个分中心",形成物理上分布、逻辑上统一的分布式服务网络,从而为用户提供"一站式"的数据共享服务。     

Establishment and application of urbanization strategic environmental assessment integration technology system

Urbanization strategic environmental assessment （SEA） is an effective instrument to enhance the harmonious development of urban complex system, integrating of environment and development in decision-making. Urbanization strategic environmental assessment integration technology system （SEA-ITS） is composed of ＂3S＂ （RS, GIS and GPS）, environmental expert system and environmental model system, coupling with appropriate SEA working process closely. In this paper, the structure and components of SEA-ITS are analyzed based on Chinese characteristics, meanwhile methods to fulfill the following system functions are discussed： urbanization SEA inquiring, analysis, discrimination, assessment, prediction, decision-making and output. Moreover, methods and technologies employed in different urbanization SEA hierarchies are summarized. As a case study, urbanization SEA-ITS is applied in Changchun City to solving complex real problems. Methods such as system dynamics and grey cluster are adopted to achieve the environmental impact assessment on the eco-industrial system planning. It is revealed that the system designed is capable of reflecting the dynamic behavior of eco-industrial system under different scenarios, meanwhile accomplishing strategy optimization and supplying scientific reference. The 4th strategy, namely concerning on economy increase and its interaction with science, technology and environment progress, would have the best efficiency. Further, more attention should be paid to the secondary development of integration techniques and function modification system of urbanization SEA-ITS.     

STRATEGIC ENVIRONMENT ASSESSMENT ON LAND—USE PLANNING—A Case Study of Changchun Economic and Technological Zone

The study centers on the necessity,the workflow and the synthetically integrated methods (Principal Compo-nent Analysis(PCA),Andytical Hierarchy Process(AHP) and Fuzzy Comprerhensive Evaluation(FCE)of strategic environ-ment assessment(SEA)on land-use planning.The whole article includes three main parts:firstly,some attribute database,graphic-base and the spatial transform matrix,which reflect the change of regional land-use pattern,can be ob-tained by GIS technique;secondly,adopting fitting method of trend-suface analysis will convert environment monitoring data from scattered spots to regular control spots,based on which we can perform regional environment impact assess-ment;finally,Changchun Economic and Technological Developmen Zone is chosen as a case study on land-use planning.Through those efforts the results may be obtained as follows:1)according to transform matrix,the possibility of transforma-tion from one land-use to another can be obtained after the planning is carried out;2)environment ruality would change as a result of the change of land-use pattern;3)the SEA on land-use plan is an effective tool to make land-use pattern more reasonable.     

Alternatives of strategic environmental assessment for road traffic development planning—Case of Changchun City, China

On analyzing the achievement of the goal in the modern urban road traffic development planning, the alternative of Strategic Environmental Assessment for urban traffic planning should include the basic scheme, the extended scheme and the environmental protection scheme. This study from different perspectives designed the alternatives for Changchun's county-level road and urban road system planning, and used the method of System Dynamics to simulate, optimize and analyze those alternatives. Thereafter, some methods including the correlation function method were used to comprehensively assess and rank those alternatives for recommending two best alternatives with the consideration to the indicators, such as the total emission amount of CO, the total emission amount of nitrogen oxides, the noise value, the road construction cost, the fossil oil consumption and the traffic capacity. The result showed that the study would provide substantial supports for decision-makers to make more scientific decisions and promote the sustainable urban traffic in Changchun City.
