The notion of community has been central to the political project of renewal of New Labour in the UK. The paper explores how the discourses of community are framed within New Labour and discusses these in the light of the results from research which focuses on how people within urban deprived areas construct their community. It draws upon the results of one part of a larger research project (the ‘Well London’ programme) which aimed to capture the views of residents from 20 disadvantaged neighbourhoods throughout London using an innovative qualitative method known as the ‘World Café’. Our results show the centrality of young people to the development of cohesive communities, the importance of building informal relationships between residents alongside encouraging greater participation to policy making, and the need to see these places as fragile and temporary locations but with considerable social strengths. Government policies are only partially addressing these issues. They pay greater attention to formally encouraging citizens to become more involved in policy making, largely ignore the contribution young people could make to the community cohesion agenda, and weakly define the shared norms and values that are crucial in building cohesive communities. Thus, the conclusion is that whilst an emphasis of the government on ‘community’ is to be welcome, more needs to be done in terms of considering the ‘voices’ of the community as well as enabling communities to determine and act upon their priorities.  相似文献

In a former industrial part of Barcelona, as in the de-industrialising neighbourhoods of many big cities, the ‘new’ economy and the ‘cultural’ economy have started to replace the ‘old’ economy, bringing new life into a declining district but also causing conflicts of land use, housing or the preservation of architectural heritage. The latter is an important part of regeneration and marketing policies of city governments, whereby the ‘new’ economy not only emerges from the old but the physical space of the old industrial quarter becomes the tool and setting in which the city can re-present itself and its success story of transformation and regeneration. Through the increasing use of information and communication technologies, which are at the same time driving this transformation - an industry as such as well as business-aid in various sectors, cultural industries in particular - the city has acquired a second, virtual presence. The city exists and ‘lives’ on numerous websites. Those by city government and city organisations often have the express purpose of marketing and presenting the city, while those by (cultural) businesses and other organisations in the district add to the mosaic of the virtual city. As a result, the old industrial space continues to live and be productive, its economic value having changed largely into a cultural value. This coexistence of the real and the virtual, old and new, also meets with a conflict at certain junctures. There is the positive representation of plans and events on the city's websites on the one hand, and the undercurrent of protest and disenchantment among the local population who find themselves marginalised from the profits and success of development, on the other. In September 2007 Israel’s security cabinet approved a ‘hostile entity’ classification for the Gaza Strip and intensified its economic and diplomatic blockade of this Hamas-controlled region. Taking the ‘hostile entity’ classification as a point of entry, this paper examines the construction of Gaza as an insurgent zone, a liminal space within which Israel’s executive discretion has authorizing force. Central to this process, it argues, is a blurring of lines between the civilian and combatant—the elimination of a purely civilian space. This paper begins with an analysis of the discursive strategies employed to collapse the space between the civilian body and battlefield in Gaza. It then turns to an examination of socio-spatial practices mobilized around the ‘hostile entity’ classification, foremost Israel’s sanctions policy, and argues this counter-insurgency strategy entails regulation and management of the Palestinian body combined with the active subjugation of Palestinian life to the power of death. Centrally, this paper attends to the relationship between geopolitics and violence at the scale of the (Palestinian) body.  相似文献

Most research on the discourses and practices of urban regeneration in the UK has examined case studies located in areas of relative socio-economic distress. Less research has been undertaken on regeneration projects and agendas in areas characterised by strong economic growth. Yet, it is in such places that some of the best examples of the discourses, practices and impacts of contemporary urban regeneration can be found. In some areas of high demand regeneration projects have used inner urban brownfield sites as locations for new investment. With the New Labour government’s urban policy agendas targeting similar forms of regeneration, an examination of completed or on-going schemes is timely and relevant to debates over the direction that policy should take. This paper, drawing on a study of urban regeneration in one of England’s fastest growing towns, Reading in Berkshire, examines the discourses, practices and impacts of redevelopment schemes during the 1990s and 2000s. Reading’s experiences have received national attention and have been hailed as a model for other urban areas to follow. The research documents the discursive and concrete aspects of local regeneration and examines the ways in which specific priorities and defined problems have come to dominate agendas. Collectively, the study argues that market-driven objectives come to dominate regeneration agendas, even in areas of strong demand where development agencies wield a relatively high degree of influence. Such regeneration plays a symbolic and practical role in creating new forms of exclusion and interpretations of place.  相似文献

The viewpoint that most health problems are environmentally related has always been promoted by medical geography. In recent times, concern about environmental degradation has been of high priority for many national and international organizations as ‘we human beings become a threat to our planet’. There is also a need to specifically focus attention on the impact of so-called development efforts on the health of women and children, in particular those living in highly marginalized regions which often contribute substantially to the overall development of their countries. This paper uses the concept of vulnerability as a departure point from which to map the health risks to children in Igbekun area of Ondo State, the ‘transgressive muddy’ oil-rich coastal area of Nigeria. The paper attempts to highlight the poor quality of life and health of children in particular, and how it is becoming much more difficult to practice health intervention programmes, especially oral rehydration therapy (ORT) in the area. The Igbekun area is an unhealthy and harsh environment, complicated by the devastating effects of oil drilling in recent years. The siltation and sedimentation of the creeks and lagoons have serious health dimensions as human faeces float in and around villages because the ‘bush toilets’ can no longer be reached. The on-going environmental crisis has also deprived women of their traditional means of livelihood; fishing. There is a relatively high level of ignorance (compared with other women living in the same local government area (LGA) of causes of the commonest diseases such as diarrhoea, acute respiratory infection (ARI) and measles. A majority of the women have never heard of family planning, immunization against diseases and interventions such as ORT. Promotive health care services, especially those that strive to reduce the high mortality of children have passed the mothers by. It is also becoming impracticable to promote ORT because of the widespread ‘salty and oily’ water supply in the area. The greatest concern of the women now is that oil drilling activities have further amplified their stressful conditions especially their health and that of their children. Unfortunately, their plight is not acknowledged by the Nigerian authorities and the oil companies are least concerned about alleviating the poor health status of the community, in particular the most vulnerable groups, children under the age of five. The intent of this paper is to explore how ‘reel’ and ‘real’ landscapes can be rendered dialectic. The analysis focuses on the filming of Tarzan's Secret Treasure (1941) at the wildlife preserve of Wakulla Springs in Florida, which was administered by the financial tycoon Ed Ball. Using Mitchell's recent commentaries on ‘good’ and ‘bad’ dialectics as our entry point, we offer two readings of this cinematic process. The first renders the on and off screen Wakulla Springs as ideological fodder, serving to valorise capital, masculinity and whiteness. The second reading addresses how this place has been actively constructed from discourses pertaining to class, gender and race, such that Wakulla exists as a series of fully relational spaces within diverse contexts, both ‘real’ and ‘reel’. In structuring our analysis in this manner, we hope to make clear why it does indeed matter for film geographers to acknowledge the conceptual presumptions brought to bear in the framing of the real and the reel as objects of analysis. Policy-making in relation to sustainable development is usually at the national (or, in relation to climate change, the global) level, yet the consumption it seeks to modify takes place at the household level. If households all ‘made ends meet’ in the same way then the much-relied upon notion of per capita consumption would be valid and we could rely on ‘top-down’ modelling to guide policy. Cultural Theory, however, predicts that there are five socially viable ways of making ends meet, and that all of them will be found (in varying proportions) within any nation. This prediction has been tested on a sample of 220 British households and shown to be well supported. Top-down modelling, it is argued, has to give way to a constructive interplay between the reflexive policy-maker and a plurally responsive citizenry. Mary Douglas (1993) has indicated some of the shared concerns that keep voluntary enclaves together as ‘social movements’. The present paper describes a rather different kind of enclave politics, being concerned with the ‘new violence’ of groups enclaved by social exclusion and force. The paper focuses on the emergence and subsequent development of dissidents in the civil war in Sierra Leone. The RUF was at the outset a tiny but conventional guerrilla force, modelled on one of the militias in the Liberian civil war, and seeking to overthrow a decayed neo-patrimonial ‘one-party’ regime. Gaining little popular support, its members became marooned in forested isolation on the Liberia-Sierra Leone border. Recruits were mainly school children seized by force and ‘converted’ through having to take part in atrocities against rural civilians. Unable to return to the larger society on pain of summary execution, captives have had little option but to adjust to the political fantasies of a violent and unstable leadership. They were enclaved by force. Indicating the predictive strength of Douglas' arguments about the cultural dynamics of the enclave, the subsequent atrocity-drenched story of the RUF suggests that it is not the content of belief that determines institutional culture but vice versa. To survive, the enforced enclave develops the concerns of the classic ‘sect’ - a doctrinaire ‘rationality’ (expressed in crude acts of ‘subtractive’ violence), rejection of magic, decision making by lots, preoccupation with defection, otiose leadership style. If the rest of the world is to come to terms with violent enclave organizations such as the RUF and Algerian GIA it may have to pay more careful attention to the way enclave institutions think. They may not respond ‘rationally’ to the kinds of incentives offered by mainstream groups organised around hierarchical and/or individualist systems of social accountability. This case study considers the early development and recent changes that have occurred in the vicinity of Joo Chiat Road, Singapore, which can be described as a ‘linear activity corridor’ linking the districts of Geylang, Katong and Marine Parade, immediately east of Singapore’s urban core. Singapore’s Urban Redevelopment Authority (URA) has declared Joo Chiat to be a ‘Conservation Area’, reflecting local-born Peranakan and Eurasian cultures, with similar status to other more central historic sites such as Chinatown, Kampong Glam, Little India and Emerald Hill. But the story of Joo Chiat has evolved along a somewhat different trajectory from the more prominent, tourism-related, heritage areas, with a multiplicity of interactions operating at the margins of the planning process. This has led to the spatial infusion of potentially discordant, globally related, ‘entertainment and recreational’ activities into an area of established urban identity and multiple attachments. When a policy of police containment was found to be inadequate in protecting local residents from undesirable impacts, changes were eventually brought about through a combination of neighbourhood activism and local political initiative. Through detailed land use inspections, press reports and strategic interviews, backed up by secondary sources, the study highlights the impingement of marginalised, potentially disruptive ‘global’ elements into a local heritage conservation area, and the importance of strong neighbourhood identity and community involvement as active components in the process of conflict resolution.  相似文献

Nature-triggered hazards and disasters have traditionally been treated only from the lens of geophysical and biophysical processes, implying that the root cause of large-scale death and destruction lies in the natural domain rather than in a coupled human–environment system. Conceptually, the physical domain has been seen as discrete and separate from human entities, and solutions were sought in the technological intervention and control of the physical environment—solutions that often ended up being less effective than hoped for and sometimes even counter productive. At all levels, institutions have directed and redirected most of their financial and logistical resources into the search for scientific and engineering solutions without allocating due attention and resources towards the assessment of effects and effectiveness of the applications of such technological outcomes. However, over the last two decades, forceful criticisms of the ‘dominant’ technocratic approach to hazards analysis have appeared in the literature and consequently there has not only been a shift in thinking of causation of disaster loss in terms of human vulnerability, but also newer questions have arisen regarding distinguishing between the ‘physical exposure’ of people to threats and societal vulnerability, and linking them with propensity to hazards loss. Though the vulnerability/resilience paradigm has largely replaced the hazards paradigm within the social sciences and much of the professional emergency and disaster management communities, this shift of thinking has not progressed to much of the physical science community, decision-makers and the public, who have not yet accepted the idea that understanding and using human and societal dimensions is equally or more important than trying to deal and control nature through the use of technology. This special issue is intended to further the idea that the aspects of community and peoples’ power to mitigate, to improve coping mechanisms, to respond effectively, and recover with vigor against the environmental extremes are of paramount conceptual and policy importance.  相似文献

Assuming the above quote as a true portrayal of pilgrims, this article attempts to describe the prototypical pilgrim from amongst the wide array of contemporary religious and secular tourists. To achieve this end, two approaches have been adopted. Firstly, the phenomenon/concept of pilgrimages have been discussed, so to distinguish it from the tourism phenomenon and; Secondly, the geographical notion of genus loci has been employed to exemplify the fundamental quest for ‘geopiety’ attained through the unification of the pilgrim’s intrinsic belief with its external location. The second part of the article illustrates the forgoing through an exploration of Himalayan pilgrimages. This has been achieved with a discussion of the emerging practices and recent trends in Himalayan pilgrimology. This appraisal alludes to Cohen’s quest for a ‘Theology of Tourism.’ The article concludes with an examination of a specific genre of contemporary tourists in the Indian Himalayas, who have been identified as ‘environmental pilgrims.’

The global climate change literature suggests that at some point in the future it is possible that low-lying areas may be drowned due to rising sea levels, and a number of Pacific Ocean states could be particularly vulnerable. It is increasingly evident that the emerging scenario of environmental change has compounded more established push–pull factors leading to migration, and has provided a new imperative for migration decision-making. By interrogating the proposition that there is a clear distinction between the policy categories of ‘migrants’ and ‘refugees,’ we examine a hitherto un-defined group of Tuvaluan migrants whose movement is in response to environmental change and possible climate change effects. The paper examines Tuvaluan migration to New Zealand through various immigration schemes for permanent residency, with an emphasis on the International/Humanitarian stream.  相似文献

Becoming the tallest building in the world in the mid-1990s, the Petronas Towers was the centre piece of an image of national progress and development that Malaysian authorities sought to project internationally. The release of Fox Movies' Entrapment in Malaysia in May 1999 provoked political outrage and popular disappointment at the way in which the Petronas Towers in Kuala Lumpur had been spliced alongside riverside ‘slums’ filmed in the town of Malacca some 150 km away. This paper provides a critical reading of the spliced scene in the movie. At one level, the angry response of the Malaysian Prime Minister, Dr Mahathir Mohamad, to the scene diagnoses a geopolitics of asymmetrical representational power. However, I show how Mahathir's criticism of Entrapment in Malaysia was as much a defence of domestic political legitimacy (and national economic investibility) as it was ‘opposition’ or ‘resistance’ to hegemonic ‘Western’ (mis)representation. In addition, while the material and symbolic work of reimaging Kuala Lumpur had sought to negate (neo)orientalist imaginings of ‘Asian’ cities, the controversial scene rendered visible environmental ‘underdevelopment’ that has no place in a modern (vision of) Malaysia. Entrapment thus performed something in inducing Malaysian cities and citizens to ‘clean up’ their act, to practice ‘fully developed’ ways of seeing, being and being seen. This paper evaluates the impact of recent shifts in the geopolitical outlook of the United States—specifically the ‘Global War on Terror’ and its domestic ramifications—on the prior project of reconfiguring the US state to an after-Fordist ‘workfare’ paradigm. In particular, the paper attempts to situate recent developments in the reconfiguration of the American welfare state within the context of debates over the ‘exceptional’ nature of US politics post-9/11. The extent to which this has had a bearing on work practices, welfare provision and workfarism is investigated, citing examples from the post-9/11 era. On the basis of such examples it has been suggested that the project of reconfiguring the US welfare state and labour relations does overlap and intersect with the emergency practices that the US state has instituted domestically as part of the War on Terror. However, the reconfiguration of the US welfare state towards a neoliberal or workfarist paradigm is, we argue, largely part of the ‘normal’ (as opposed to exceptional) fabric of US politics. The project of reconfiguring the US welfare state is ongoing and largely autonomous (although not entirely removed) from the use of exceptional practices in relation to the US security state. Investigation of this relationship, we assert, provides a potentially fruitful ‘new direction’ for both critical geopolitics and political economic geography, and grounds for interaction between the two.  相似文献

The subsurface Nagaur Basin in northwest Haryana and southwest Punjab hosts evaporite sequence, conformably overlain by Nagaur red beds and grey beds. A polymictic conglomerate intervenes the Nagaur sequence and the overlying Tertiary sequence. The focus is on the new finds of (i) distinctive ‘grey beds’ overlying ubiquitous red beds, (ii) ‘Malout conglomerate and grit’ horizon (Palaeocene-Miocene) marking an unconformity over the Nagaur Group (early Cambrian) and (iii) ‘entrapped gas and dried-up leaves/carbonaceous flakes’ in the conglomerate unit and succeeding Tertiary rocks. Palaeoenvironmental significance has been discussed. The Nagaur ‘red beds’ has been likened to ‘continental red beds’ of Schreiber (1978) and ‘reworked red beds’ of Krynine (1949). The ‘grey beds’ are channel fillings, fresh material having been derived from fresh cuttings by streams/rivers following structural grains in the Aravalli landscape where the interfluves provided weathered (oxidised) materials for the red beds. Association of continental red beds and grey beds is known in the Newark Series (Triassic) of the Eastern United States and the Keweenawan ‘late Precambrian’ of the Lake Superior region.  相似文献

Within national and international domestic academic circles, there are increasing calls for enhanced involvement of communities in formulating and implementing grassland management arrangements. In contrast to the current national policy of contracting grasslands to households, many scholars call for support for collective grassland use arrangements. Several reasons are given for increased recognition and support for community-based management of grasslands, including lower costs of exclusion and dispute resolution, economies of scale in herding and marketing, mitigation of environmental risk, and ensuring equitable access to grassland resources. One conclusion from this literature is that devolving authority for designing and implementing grassland management systems to communities would lead to more sustainable grassland use, a position that I term as the ‘myth of community.’ This paper presents the results of a study of grazing systems in two communities in Hongyuan County, Sichuan Province. Each community uses its grasslands collectively. However, the study found evidence of severe overgrazing, especially in winter pastures, suggesting that community-based management of grasslands is not necessarily sustainable. The paper discusses three potential policy innovations required to support sustainable grazing systems in China’s grassland areas: overcoming constraints in labor and land markets, and payments for environmental services that reward sustainable stocking levels.  相似文献

This article sets out to explore the political relationship between the global and the local through the prism of the sustainable development. The ideal of sustainable communities is explored in the context of evolving political fictions that define alternative conceptions of modernity. While the article uses Ireland (reputedly the most globalised society in the world) as a microcosm of development, the context is firmly located within the wider sphere of European and planetary politics. It is argued that the ideal of sustainable communities offers the opportunity of reviving the civic republican tradition of democracy (the Ancient Greek agora) as a metaphor for the public sphere in the conditions of late modern society. The agora in Ancient Greece provided a site of political assembly, based upon participation (citizens’ engagement in decision-making) and deliberation (a process of reached argument). Today, concepts such as ‘participatory civility’ and ‘discursive democracy’ seek to revive these classical ideals, as the basis for building sustainable communities in a transforming modernity that searches for a new logic of development.  相似文献

Conspiratorial thought has been highly visible in post-September 11th America, manifest through the continued growth of a public ‘9/11 Truth Movement’ as well as at the state-level, through the Bush administration’s conspiracy rhetoric of Islamic terrorists intent on infiltrating the US homeland. In this paper, I demonstrate how conspiracy can be understood as a ‘knowledge-producing discourse’; dialectically engaged across multiple subject positions and through which geopolitical narratives are performatively produced and contested at interconnected scales of bodies, homes, city streets and national ‘homelands’. Through drawing on, and challenging, the conceptual and methodological approaches of a burgeoning feminist geopolitics, I ground my analysis in the embodied performances of ‘patriotic dissent’ by members of the 9/11 Truth Movement in New York City, as well as through my own situated and ethical engagement with positions of political difference.  相似文献

Globalisation presents particular challenges for deserts given that their sparse populations, which are amongst the world’s poorest in an absolute economic sense, tend to be remote from major markets and have only a distant, marginal voice in political and policy decision making. Here we are defining deserts as the arid and semi-arid drylands that encompass 70% of Australia and 25% of the world’s land surfaces. The value of the knowledge that local traditions and science have generated about living sustainably in deserts is being promoted and extended through the ‘desert knowledge’ movement in Australia. The Australian research reported here, together with a contribution from Niger that offers a contrast and some lessons for Australia, is largely underpinned by a neopopulist paradigm of development stressing respect for local knowledge, participatory practice and empowerment. Research in partnership with desert Aboriginal groups is contributing to their engagement with new livelihood opportunities. The local knowledge of livestock graziers is also being engaged to support sustainable management of desert water sources and landscapes for multiple values. The research reported here also addresses opportunities and challenges for local norms, identities, knowledge systems, governance and livelihoods from broader scale processes and institutions. In doing so it contributes to a ‘neo-ideographic approach’ wherein desert people might better harness their locality, knowledge and diversity in adaptations that shape their encounters with globalisation. It also points to considerable scope to mature such an approach.  相似文献

Landslide inventories are essential because they provide the basis for predictive landslide hazard and susceptibility assessments and because they allow for the manipulation and storage of temporal and spatial data. The National Landslide Database has been developed by the British Geological Survey (BGS). It is the most extensive source of information on landslides in Great Britain with over 15,000 records of landslide events each documented as fully as possible. This information is invaluable for planners and developers as it helps them investigate, avoid or mitigate areas of unstable ground in accordance with Government planning policy guidelines. Therefore, it is vital that the continual verification, collection and updating of landslide information is carried out as part of the Survey’s ‘National Capability’ work. This paper describes the evolution from a static database to one that is continually updated forming part of a suite of national digital hazard products. The history of the National Landslide Database and associated Geographical Information System (GIS) is discussed, together with its application and future development.  相似文献
