In order to respond to policy questions about the potential impacts of climate change it is usually necessary to assemble large quantities of evidence from a variety of sources. Influence diagrams provide a formal mechanism for structuring this evidence and representing its relationship with the climate-related question of interest. When populated with probabilistic measures of belief an influence diagram provides a graphical representation of uncertainty, which can help to synthesize complex and contentious arguments into a relatively simple, yet evidence-based, graphical output.Following unusually damaging floods in October–November 2000 the UK government commissioned research with a view to establishing the extent to which the floods were a manifestation of hydrological climate change. By way of example application, influence diagrams have been used to represent the evidential reasoning and uncertainties in responding to this question. Three alternative approaches to the mathematization of uncertainty in influence diagrams are demonstrated and compared. In situations of information scarcity and imprecise expert judgements, methods based on interval probabilities have proved to be attractive. Interval probabilities can, it is argued, represent ambiguity and ignorance in a more satisfactory manner than the conventional Bayesian alternative. The analysis provides a quantified commentary on the uncertainties in the conclusion that the events of October–November 2000 were extreme, but cannot in themselves be attributed to climate change.  相似文献

The UK is witnessing a new line in political debate around new nuclear energy generation as one potential feature of future energy policy, specifically for contributing to climate change mitigation alongside energy security. Little is known about how ordinary citizens might be responding to this reframing. This paper reports the results from a major British survey (n=1491) undertaken in the autumn of 2005. The consistent message is that while higher proportions of the British public are prepared to accept nuclear power if they believe it contributes to climate change mitigation, this is a highly conditional view, with very few actively preferring this over renewable sources given the choice. People see both climate change and nuclear power as problematic in terms of risks and express only a ‘reluctant acceptance’ of nuclear power as a ‘solution’ to climate change. The combined data from this survey can also be interpreted as an indication of the complexity surrounding beliefs about energy futures and the difficulty of undertaking simplistic risk–risk tradeoffs within any single framing of the issues; such as nuclear energy versus climate change. The results also indicate that it would be unwise, in the UK as elsewhere, to simplistically assume that there exists any single or stable public ‘opinion’ on such complex matters. We conclude with a discussion of the role and implications of the survey evidence for the policy process.  相似文献

Climate change impacts on marine environments have been somewhat neglected in climate change research, particularly with regard to their social dimensions and implications. This paper contributes to addressing this gap through presenting a UK focused mixed-method study of how publics frame, understand and respond to marine climate change-related issues. It draws on data from a large national survey of UK publics (N = 1,001), undertaken in January 2011 as part of a wider European survey, in conjunction with in-depth qualitative insights from a citizens’ panel with participants from the East Anglia region, UK. This reveals that discrete marine climate change impacts, as often framed in technical or institutional terms, were not the most immediate or significant issues for most respondents. Study participants tended to view these climate impacts ‘in context’, in situated ways, and as entangled with other issues relating to marine environments and their everyday lives. Whilst making connections with scientific knowledge on the subject, public understandings of marine climate impacts were mainly shaped by personal experience, the visibility and proximity of impacts, sense of personal risk and moral or equity-based arguments. In terms of responses, study participants prioritised climate change mitigation measures over adaptation, even in high-risk areas. We consider the implications of these insights for research and practices of public engagement on marine climate impacts specifically, and climate change more generally.  相似文献

The Intergovernmental Panel on Climate Change (IPCC) completed its first round of assessments of the science, impacts and response to climate change in 1990. In 1992, the IPCC pulled together updates to the first round of reports (J. Houghton, G.J. Jenkins and J.J. Ephraums, eds, Climate Change: The IPCC Scientific Assessment, Cambridge University Press, Cambridge, 1990; W.J. McG. Tegart, G.W. Sheldon and D.C. Griffiths, eds, Climate Change: The IPCC Impacts Assessment, Australian Government Publishing Service, Canberra, 1990). Climate scientists have played a significant role in investigating global climate change. In the USA, a debate has swirled about whether a consensus on climate change exists among reputable scientists and this has entered the policy process. In order to better understand the views of US climate scientists, we conducted an empirical survey of US climate scientists (N?=?468) in 2005, and compared the results with the 2007 Intergovernmental Panel on Climate Change (IPCC) physical science report and policy summaries. Our results reveal that survey respondents generally agree about the nature, causes, and consequences of climate change, and are in agreement with IPCC findings. We also found that there is strong support for a variety of policy initiatives to reduce greenhouse gas emissions.  相似文献

Climate change is expected to bring potentially significant changes to Washington State’s natural, institutional, cultural, and economic landscape. Addressing climate change impacts will require a sustained commitment to integrating climate information into the day-to-day governance and management of infrastructure, programs, and services that may be affected by climate change. This paper discusses fundamental concepts for planning for climate change and identifies options for adapting to the climate impacts evaluated in the Washington Climate Change Impacts Assessment. Additionally, the paper highlights potential avenues for increasing flexibility in the policies and regulations used to govern human and natural systems in Washington.  相似文献

Climate change is a fundamental challenge for which agriculture is sensitive and vulnerable. The Intergovernmental Panel on Climate Change has identified relevant information as key to enabling appropriate climate adaptation and mitigation action. Information specifically directed to farmers can be found, for example, in specialized farming magazines. While recent studies examine how national news media frame climate change, less—if any—studies have addressed climate framings and coverage in specialized media. Media framings are storylines that provide meaning by communicating how and why an issue should be seen as a problem, how it should be handled, and who is responsible for it. This paper analyses the framings and coverage of climate change in two Swedish specialized farming magazines from 2000 to 2009. It examines the extent of the climate change coverage, the content of the media items, and the dominant framings underlying their climate change coverage. The study identifies: increased coverage of climate change starting in 2007; frequent coverage of agriculture’s contribution to climate change, climate change impacts on agriculture, and consequences of climate politics for agriculture; and four prominent frames: conflict, scientific certainty, economic burden, and action. The paper concludes that climate change communicators addressing farmers and agricultural extension officers should pay attention to how these frames may be interpreted by different target audiences. Research is needed on how specialized media reports on climate-related issues and how science-based climate information is understood by different groups of farmers and which other factors influence farmers’ engagement in climate mitigation and adaptation.  相似文献

2008年6月印度政府发布了《气候变化国家行动方案》,阐明了印度应对气候变化的原则立场以及减缓和适应措施。方案中明确指出发展中国家是气候变化的最大受害者,发达国家应该承担温室气体减排的责任和义务;由于近年印度排放不断上升,方案也着重提出了提高能效、大力发展可再生能源等措施。与我国发布的《中国应对气候变化国家方案》进行对比,印度国家行动方案中的一些观点和措施值得我国研究和借鉴,该方案为我国进一步提出应对策略、加强国际合作提供了参考。  相似文献

通过问卷调查和访谈,揭示了青藏高原东南缘玉龙雪山地区居民对当地气候变化及其影响与适应的感知认识。结果表明:居民对玉龙雪山地区气候变化的感知强度与科学研究结果总体上具有很高的一致性。居民对气候变化对农业环境影响的感知不很强烈,认为气候变化并未影响到农作物长势和产量,但对气候变化导致农作物病虫害略有增加和作物生长期延长的感知却持较高赞同度。居民对气候变化及其适应的感知强度总体上与海拔高度相关显著,而对气候变化及其影响的感知则与年龄显著相关。气候变化已促使山区居民调整产业结构,发展低耗水农业经济,并积极参与山区旅游、外出打工,以弥补微薄的农业收入。同时,居民也期望政府能够给予他们一定的经济补偿,以弥补由于干旱和倒春寒等带来的经济损失。  相似文献

2014年9月,IPCC联合世界气候研究计划(WCRP),在瑞士伯尔尼大学召开了一次特别的研讨会,总结过去几年气候变化科学研究中所取得的经验教训。此次会议针对IPCC最新评估报告中的关键不确定性,梳理并总结了未来气候变化研究的主要科学方向和面临的主要挑战,讨论了如何与WCRP计划结合并解决这些问题,以期在未来更好地应对这些挑战。在此次会议上,与会专家提出,未来气候变化科学研究的重大挑战应包括如下8个主题。云、环流与气候敏感度;理解和预测极端天气气候事件;冰冻圈变化;区域气候信息;区域海平面上升及其对沿海地区的影响;水资源可利用量;生物地球化学、气溶胶和大气化学;理解年代际变化:归因与预测。这些主题涵盖了WCRP计划的六大挑战和其他被认为具有挑战性的主题。本文将在此次会议报告的基础上,对相关内容进行介绍,以供当前的气候变化工作参考。  相似文献

This paper assesses the forces working for and against the political sustainability of the UK 2008 Climate Change Act. The adoption of the Act is seen as a landmark commitment to action on climate change, but its implementation has not been studied in any depth. Recent events, including disagreements over the fourth carbon budget and the decarbonisation of the electricity sector, shows that while the Act might appear to lock in a commitment to reducing emissions through legal means, this does not guarantee political lock-in. The assumption, made by some proponents of the Act, that accountability of political leaders to a public concerned about climate change, via Parliament, would provide the main political underpinning to the Act is criticised. An analysis of alternative sources of political durability is presented, drawing on a framework for understanding the sustainability of reform developed by Patashnik. It is argued that the Act has helped create major institutional transformations, although the degree to which new institutions have displaced the power of existing ones is limited. The Act has produced some policy feedback effects, especially in the business community, and some limited investment effects, but both have been insufficient to withstand destabilisation by recent party political conflicts. The Climate Change Act remains at risk.  相似文献

Strategic-scale assessments of climate change impacts are often undertaken using the change factor (CF) methodology whereby future changes in climate projected by General Circulation Models (GCMs) are applied to a baseline climatology. Alternatively, statistical downscaling (SD) methods apply climate variables from GCMs to statistical transfer functions to estimate point-scale meteorological series. This paper explores the relative merits of the CF and SD methods using a case study of low flows in the River Thames under baseline (1961–1990) and climate change conditions (centred on the 2020s, 2050s and 2080s). Archived model outputs for the UK Climate Impacts Programme (UKCIP02) scenarios are used to generate daily precipitation and potential evaporation (PE) for two climate change scenarios via the CF and SD methods. Both signal substantial reductions in summer precipitation accompanied by increased PE throughout the year, leading to reduced flows in the Thames in late summer and autumn. However, changes in flow associated with the SD scenarios are generally more conservative and complex than that arising from CFs. These departures are explained in terms of the different treatment of multidecadal natural variability, temporal structuring of daily climate variables and large-scale forcing of local precipitation and PE by the two downscaling methods.  相似文献

Climate change caused by anthropogenic greenhouse emissions leads to impacts on a global and a regional scale. A quantitative picture of the projected changes on a regional scale can help to decide on appropriate mitigation and adaptation measures. In the past, regional climate change results have often been presented on rectangular areas. But climate is not bound to a rectangular shape and each climate variable shows a distinct pattern of change. Therefore, the regions over which the simulated climate change results are aggregated should be based on the variable(s) of interest, on current mean climate as well as on the projected future changes. A cluster analysis algorithm is used here to define regions encompassing a similar mean climate and similar projected changes. The number and the size of the regions depend on the variable(s) of interest, the local climate pattern and on the uncertainty introduced by model disagreement. The new regions defined by the cluster analysis algorithm include information about regional climatic features which can be of a rather small scale. Comparing the regions used so far for large scale regional climate change studies and the new regions it can be shown that the spacial uncertainty of the projected changes of different climate variables is reduced significantly, i.e. both the mean climate and the expected changes are more consistent within one region and therefore more representative for local impacts.  相似文献

Abstract

The UN Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol provide mechanisms for assisting less developed countries that are adversely affected by climate change. Such assistance would need a baseline, which ideally would set a precise date for specific impacts of climate change. This article presents the results of statistical tests that we carried out and, for the African region of the Sahel, finds that for precipitation (affecting food supply), impacts due to climate change can be ‘dated’ to the year 1967, when precipitation fell drastically, affecting the local food supply. Such a statistically robust benchmark would be useful to the Subsidiary Body for Scientific and Technological Advice (SBSTA) of the UNFCCC. The method illustrates how other baselines may be established for the important work of the SBSTA.  相似文献

Climate change may cause most harm to countries that have historically contributed the least to greenhouse gas emissions and land-use change. This paper identifies consequentialist and non-consequentialist ethical principles to guide a fair international burden-sharing scheme of climate change adaptation costs. We use these ethical principles to derive political principles – historical responsibility and capacity to pay – that can be applied in assigning a share of the financial burden to individual countries. We then propose a hybrid ‘common but differentiated responsibilities and respective capabilities’ approach as a promising starting point for international negotiations on the design of burden-sharing schemes. A numerical assessment of seven scenarios shows that the countries of Annex I of the United Nations Framework Convention on Climate Change would bear the bulk of the costs of adaptation, but contributions differ substantially subject to the choice of a capacity to pay indicator. The contributions are less sensitive to choices related to responsibility calculations, apart from those associated with land-use-related emissions. Assuming costs of climate adaptation of USD 100 billion per year, the total financial contribution by the Annex I countries would be in the range of USD 65–70 billion per year. Expressed as a per capita basis, this gives a range of USD 43–82 per capita per year.  相似文献

Should energy projects to extend the use of natural gas be considered for funding under public climate finance commitments? This article provides an overview of evidence for and against climate finance for natural gas projects. The argument focuses on a case study, the UK’s International Climate Fund (ICF). This synthesis concludes that gas-related projects will rarely be eligible for funding under public climate finance, save a few exceptions in which they provide energy access to households directly. Although gas power plants have generally lower emissions than those which use other fossil fuels such as coal, their impact will depend on the material constraints to calculate emissions reductions, the context of implementation, and the political economy of the target country. Three case studies demonstrate that energy access projects need to be understood as providing a whole range of sustainable benefits, from improving local health to reducing emissions. Overall, gas-related projects are complex interventions that require context-specific knowledge of both the effects of technology and the possible business models that can work in context.

POLICY RELEVANCE

This article investigates whether projects related to natural gas constitute an appropriate use of public climate finance, with a particular focus on the UK’s International Climate Fund. Policy makers in developed countries will decide in the coming years how to use public climate finance; that is, the fraction of overseas development assistance (ODA) for climate change mitigation and adaptation. In the UK, for example, the ICF is the most important instrument to provide climate finance for developing countries. In 2013, the UK set out a clear position ‘to end support for public financing of new coal-fired power plants overseas, except in rare circumstances.’ This ban has fostered debate about whether similar positions should follow for other fossil fuels such as natural gas, specifically in the context of ICF funding. Similar debates are taking place in other countries such as Germany and Norway, and are informing the implementation of international facilities such as the Green Climate Fund.  相似文献

Humans are modifying the Earth's climate by increasing the atmospheric concentrations of carbon dioxide and other radiatively active trace gases. The resulting Climate Change is global, pervasive, complex, unpredictable, and irreversible. This paper reviews regional climate knowledge and vulnerability in the northern Mexico San Pedro River Basin, with a focus on water quality, quantity, and management issues on the Mexican side of the border. A discussion based on the available literature is supplemented by a survey assessing concerns about water and the quality and usability of climate and hydrologic information available to water managers and communities. The surveys indicate that the central concern for urban residents is the lack of reliable potable water due to frequent service breakdowns–with climate change and variability, specifically drought and high temperatures, as contributing factors. Water managers desire appropriate meteorological and hydrologic information to improve planning strategies, but access to this information remains limited. Considerable disagreement exists about who should pay for previously free or low-cost water and wastewater treatment. Urban users have little incentive to conserve because of the present flat, low rate and frustration with service. In rural areas, while a majority of ranchers recognize that variable climate and water loss could increasingly jeopardize their lifestyle, they seldom use meteorological information in planning or modify their water consumption. Climate vulnerability also includes potential for serious environmental health issues due to the presence of heavy metals and organic contaminants in the San Pedro.  相似文献

Dramatic climatic change in the Arctic elevates the importance of determining the risk of exposure for people living in vulnerable areas and developing effective adaptation programs. Climate change assessment reports are valuable, and often definitive, sources of information for decision makers when constructing adaptation plans, yet the scope of these reports is too coarse to identify site-specific exposure to the impacts of climate change and adaptation needs. Subsistence hunters and gatherers in the Arctic are valuable knowledge holders of climate-related change in their area. Incorporating both their traditional ecological knowledge and information found in climate science assessment reports can offer adaption planners a deeper understanding of exposure to climate change and local adaptation needs. In this study, we compare information found in assessment reports of climate change in the Arctic with what we have learned from the Alaskans Sharing Indigenous Knowledge project from 2009 to 2012, a research project documenting traditional ecological knowledge in two Native villages in Alaska, Savoonga and Shaktoolik. Content analysis of the interviews with hunters and gatherers reveal the site-specific impacts of climate change affecting these two villages. We find that their traditional ecological knowledge is complimentary and largely corroborates the climate science found in assessment reports. Traditional ecological knowledge, however, is more current to the social and local conditions of the villages, and presents a more unified social and biophysical portrayal of the impacts of climate change. If taken together, these two forms of knowledge can focus adaptation planning on the pertinent needs of the communities in question.  相似文献
