Climate change is expected to produce reductions in water availability in England, potentially necessitating adaptive action by the water industry to maintain supplies. As part of Ofwat's fifth Periodic Review (PR09), water companies recently released their draft Water Resources Management Plans, setting out how each company intends to maintain the balance between the supply and demand for water over the next 25 years, following Environment Agency guidelines. This paper reviews these plans to determine company estimates of the impact of climate change on water supply relative to other resource pressures. The approaches adopted for incorporating the impact in the plans and the proposed management solutions are also identified.Climate change impacts for individual resource zones range from no reductions in deployable output to greater than 50% over the planning period. The estimated national aggregated loss of deployable output under a “core” climate scenario is ∼520 Ml/d (3% of deployable output) by 2034/2035, the equivalent of the supply of one entire water company (South West Water). Climate change is the largest single driver of change in water supplies over the planning period. Over half of the climate change impact is concentrated in southern England. In extreme cases, climate change uncertainty is of the same magnitude as the change under the core scenario (up to a loss of ∼475 Ml/d). 44 of the 68 resource zones with available data are estimated to have a climate change impact. In 35 of these climate change has the greatest impact although in 10 zones sustainability reductions have a greater impact. Of the overall change in downward pressure on the supply-demand balance over the planning period, ∼56% is accounted for by increased demand (620 Ml/d) and supply side climate change accounts for ∼37% (407 Ml/d). Climate change impacts have a cumulative impact in concert with other changing supply side reducing components increasing the national pressure on the supply-demand balance. Whilst the magnitude of climate change appears to justify its explicit consideration, it is rare that adaptation options are planned solely in response to climate change but as a suite of options to provide a resilient supply to a range of pressures (including significant demand side pressures). Supply-side measures still tend to be considered by water companies to be more reliable than demand-side measures.  相似文献

Even with substantially increased attention to climate adaptation in developing countries in recent years, there are a number of important remaining research needs: better incorporating stakeholder input; using replicable methodologies to provide comparability across different settings; assuring that stakeholder input reflects the results of climate science, not simply perceptions; and effectively linking stakeholder input with the regional and national levels at which policy changes are made. This study reports the results of a methodology for identifying and prioritizing local, stakeholder-driven response options to climate change in agriculture. The approach is based on multi-criteria scoring methods previously applied to research planning and priority-setting in agricultural and natural resource management research, public health, and other areas. The methodology is a sequential approach built around needs assessments by local stakeholders; the incorporation of climate science results; the sharing of these results and climate adaption response options with stakeholders at a series of workshops; stakeholder priority-setting exercises using multi-criteria scoring; and validation with policymakers. The application is to three diverse agroecosystems in Mexico, Peru and Uruguay. Among the many findings is that, notwithstanding the wide diversity of agro-ecosystems, there are numerous similarities in the agricultural adaptation responses prioritized by local stakeholders.  相似文献

Crop and livestock farmers must respond to climate change, including a range of physical and cultural impacts and risks. In rural northern California, farmers face extreme drought and catastrophic wildfires with increasing frequency. I draw on an extended case study of farmers and agricultural advisors in Siskiyou County to understand how rural agriculturalists perceive risks when navigating climate change discourses. While farmers are changing their management practices in response to the physical effects of climate change, many perceive substantial social risks within their communities if they align themselves publicly with climate change beliefs or actions. Perceived social consequences included loss of access to the benefits of membership in formal and informal farming groups. Efforts focused on educating or convincing farmers of climate science may, in some contexts, increase rather than decrease the perceived social risks of climate action. The framing of climate policies, programs, and practices – especially by public agricultural advisors like Cooperative Extension Advisors and local USDA staff (e.g., Farm Service Agency) – is important not only for increasing farmer participation, but also for reducing perceived social risks associated with climate change. Interventions that focus on livelihood impacts and validate existing land stewardship-oriented values have more potential to increase the pace and scale of climate change mitigation and adaptation in agriculture.  相似文献

Despite improvements in understanding biophysical response to climate change, a better understanding of how such changes will affect societies is still needed. We evaluated effects of climate change on the coupled human-environmental system of the McKenzie River watershed in the Oregon Cascades in order to assess its vulnerability. Published empirical and modeling results indicate that climate change will alter both the timing and quantity of streamflow, but understanding how these changes will impact different water users is essential to facilitate adaptation to changing conditions. In order to better understand the vulnerability of four water use sectors to changing streamflow, we conducted a series of semi-structured interviews with representatives of each sector, in which we presented projected changes in streamflow and asked respondents to assess how changing water availability would impact their activities. In the McKenzie River watershed, there are distinct spatial and temporal patterns associated with sensitivity of water resources to climate change. This research illustrates that the implications of changing streamflow vary substantially among different water users, with vulnerabilities being determined in part by the spatial scale and timing of water use and the flexibility of those uses in time and space. Furthermore, institutions within some sectors were found to be better positioned to effectively respond to changes in water resources associated with climate change, while others have substantial barriers to the flexibility needed to manage for new conditions. A clearer understanding of these opportunities and constraints across water use sectors can provide a basis for improving response capacity and potentially reducing vulnerability to changing water resources in the region.  相似文献

A long history of household-level research has provided important local-level insights into climate adaptation strategies in the agricultural sector. It remains unclear to what extent these strategies are generalizable or vary across regions. In this study we ask about three potential key factors influencing farming households’ ability to adapt: access to weather information, household and agricultural production-related assets, and participation in local social institutions. We use a 12-country data set from sub-Saharan Africa and South Asia to explore the links between these three potential drivers of agricultural change and the likelihood that farmers made farm-associated changes, such as adopting improved crop varieties, increasing fertilizer use, investing in improved land management practices, and changing the timing of agricultural activities. We find evidence that access to weather information, assets, and participation in social institutions are associated with households that have reported making farming changes in recent years, although these results vary across countries and types of practices. Understanding these drivers and outcomes of farm-associated changes across different socio-economic and environmental conditions is critical for ongoing dialogues for climate-resilient strategies and policies for increasing the adaptive capacity of smallholders under climate change.  相似文献

This paper presents a participatory approach to investigate vulnerability and adaptive capacity to climate variability and water stress in the Lakhwar watershed in Uttarakhand State, India. Highly water stressed microwatersheds were identified by modelling surface runoff, soil moisture development, lateral runoff, and groundwater recharge. The modelling results were shared with communities in two villages, and timeline exercises were carried out to allow them to trace past developments that have impacted their lives and livelihoods, and stimulate discussion about future changes and possible adaptation interventions.  相似文献

Abstract

The Mali agricultural sector and the country's food security are potentially vulnerable to climate change. Policies may be able to mitigate some of the climate change vulnerability. This article investigates several policy changes that may reduce vulnerability, including climate-specific and other policies. The policy set includes migration of cropping patterns, development of high-temperature-resistant cultivars, reduction in soil productivity loss, cropland expansion, adoption of improved cultivars, and changes in trade patterns. When all policies are considered together, results under climate change show an annual gain of $252 million in economic benefits as opposed to a $161 million loss without policy adjustment. Simultaneously, undernourishment is reduced to 17% of the Malian population as compared with 64% without policy adjustment. We also find tradeoffs in cases between economic benefits and undernourishment. Policies are also studied individually and collectively. Overall, the results indicate that policy can play an important role in reducing climate change vulnerability in Mali.  相似文献

Tourism in island states is vulnerable to climate change because it may result in detrimental changes in relation to extreme events, sea level rise, transport and communication interruption. This study analyses adaptation to climate change by tourist resorts in Fiji, as well as their potential to reduce climate change through reductions in carbon dioxide emissions. Interviews, site visitations, and an accommodation survey were undertaken. Many operators already prepare for climate-related events and therefore adapt to potential impacts resulting from climate change. Reducing emissions is not important to operators; however, decreasing energy costs for economic reasons is practised. Recommendations for further initiatives are made and synergies between the adaptation and mitigation approaches are explored.  相似文献

气候变化适应对脆弱地区和贫困群体更为重要。尽管我国急需采取适应行动,但由于缺乏可操作性的模式和评估方法,目前实际的适应行动还略显滞后。本文建立了一个适应行动实施框架,主要包含六个核心步骤,从气候风险、适应目标、适应措施、技术优化、实施示范到监测评估,基本涵盖了适应行动的关键内容。框架的构建具有一定的通用性和借鉴性,可以帮助适应实施者开发综合和战略性的适应措施。适应行动框架是一个开放和可更新的体系,可根据实践过程中新的认识,对适应行动做一定的再设计和调整,实施过程中还可提炼适应的基本信息和确定适应的优化技术。  相似文献

Improving the adaptive capacity of small-scale irrigation systems to the impacts of climate change is crucial for food security in Asia. This study analyzes the capacity of small-scale irrigation systems dependent on the Asian monsoon to adapt to variability in river discharge caused by climate change. Our study is motivated by the Pumpa irrigation system, a small-scale irrigation system located in Nepal that is a model for this type of system. We developed an agent-based model in which we simulated the decisions farmers make about the irrigation strategy to use according to available water flow. Given the uncertainty associated with how climate change may affect the Asian monsoon, we simulated the performance of the system under different projections of climate change in the region (increase and decrease in rainfall, reduction and expansion of the monsoon season, and changes in the timing of the onset of the monsoon). Accordingly to our simulations, farmers might need to adapt to rainfall intensification and a late onset in the monsoon season. The demands for collective action among farmers (e.g. infrastructure repair, meetings, decisions, etc.) might increase considerably due to climate change. Although our model suggests that investment in new infrastructure might increase the performance of the system under some climate change scenarios, the high inequality among farmers when water availability is reduced might hinder the efficiency of these measures due to a reduction of farmers’ willingness to cooperate. Our modeling exercise helps to hypothesize about the most sensitive climate change scenarios for smallscale irrigation farming in Nepal and helps to frame a discussion of some possible solutions and fundamental trade-offs in the process of adaptation to improve for food and water security under climate change.  相似文献

This study employed data from the 2005/06 Uganda national household survey to identify adaptation strategies and factors governing their choice in Uganda's agricultural production. Factors that mediate or hinder adaptation across different shocks and strategies include age of the household head, access to credit and extension facilities and security of land tenure. There are also differences in choice of adaptation strategies by agro-climatic zone. The appropriate policy level responses should complement the autonomous adaptation strategies by facilitating technology adoption and availing information to farmers not only with regard to climate related forecasts but available weather and pest resistant varieties.  相似文献

The potential CO2-induced impacts on the geographical shifts of wheat growth zones in China were studied from seven GCMs outputs. The wheat growth regions may move northward and westward under the condition of a doubling CO2 climate. The wheat cultivation features and variety types may also assume significant changes. Climatic warming would have a positive influence in Northeast China, but high temperature stress may be produced in some regions of central and southern China. Higher mean air temperatures during wheat growth, particularly during the reproductive stages, may increase the need for earlier-maturing and more heat-tolerant cultivars.  相似文献

The capacity of a nation to address the hydrological impacts of climate change depends on the institutions through which water is governed. Inter-institutional networks that enable institutions to adapt and the factors that hinder smooth coordination are poorly understood. Using water governance in India as an example of a complex top-down bureaucratic system that requires effective networks between all key institutions, this research unravels the barriers to adaptation by combining quantitative internet data mining and qualitative analysis of interviews with representatives from twenty-six key institutions operating at the national level.Institutions' online presence shows a disconnect in the institutional discourse between climate change and water with institutions such as the Ministries of Water Resources, Earth Sciences and Agriculture, indicating a lesser involvement compared to institutions such as the Ministries of Finance, External Affairs, Planning Commission. The online documents also indicate a more centralised inter-institutional network, emanating from or pointing to a few key institutions including the Planning Commission and Ministry of Environment and Forests. However, the interviews suggest more complex relational dynamics between institutions and also demonstrate a gap between the aspirational ideals of the National Water Mission under the National Action Plan on Climate Change and the realities of climate change adaptation. This arises from institutional barriers, including lengthy bureaucratic processes and systemic failures, that hinder effective inter-institutional networks to facilitate adaptation. The study provides new understanding of the involvement and barriers of complex multi-layered institutions in climate change adaptation.  相似文献

We use a physically-based water and energy balance model to simulate natural snow accumulation at 247 winter recreation locations across the continental United States. We combine this model with projections of snowmaking conditions to determine downhill skiing, cross-country skiing, and snowmobiling season lengths under baseline and future climates, using data from five climate models and two emissions scenarios. Projected season lengths are combined with baseline estimates of winter recreation activity, entrance fee information, and potential changes in population to monetize impacts to the selected winter recreation activity categories for the years 2050 and 2090. Our results identify changes in winter recreation season lengths across the United States that vary by location, recreational activity type, and climate scenario. However, virtually all locations are projected to see reductions in winter recreation season lengths, exceeding 50% by 2050 and 80% in 2090 for some downhill skiing locations. We estimate these season length changes could result in millions to tens of millions of foregone recreational visits annually by 2050, with an annual monetized impact of hundreds of millions of dollars. Comparing results from the alternative emissions scenarios shows that limiting global greenhouse gas emissions could both delay and substantially reduce adverse impacts to the winter recreation industry.  相似文献

气候变化增加了国际河流冲突的可能性,加强跨境水资源适应性管理是流域国可持续发展的必然选择。梳理了适应性相关研究的国内外最新进展,认识到适应性管理的关键问题是要发展一套科学评估未来气候变化影响及适应性策略的程序。通过论述气候变化下跨境水资源的适应性评估与管理框架,提出一个气候变化影响决策评估工具,包括信息收集、需求分析、对策分析、综合评估以及实施与调控5个阶段。该项研究将适应性管理与气候变化、定量化脆弱性及适应能力关联评价、成本效益分析、多目标优化决策和动态调控等有机结合,为从跨界层面制定具有针对性的适应性管理对策提供了思路与方法,有利于促进国际河流流域可持续发展。  相似文献

As climate change intensifies, the need for large-scale transformations that reform vulnerable systems’ prevailing values and development pathways is increasingly recognized. However, there is limited understanding of the factors that underlie such changes. This study sheds light on these factors by examining the case of Israel – a largely arid to semi-arid country with highly scarce natural water resources and a historical rural-agricultural ideology. Adopting an historically-informed systems perspective, I analyze two transformations that diminished Israel’s vulnerability to recurring droughts: the 1960s’ economic transformation from agriculture to industry, and the shift to seawater desalination in the mid-2000s. These changes are examined using causal-loop diagrams based on multiple data sources, including archival records, statistical reports and a systematic review of grey and academic literature.The findings show that both transformations, instigated by state institutions during exceptionally severe droughts, were driven by shifts away from development paradigms embedded in the nation-building ideology, as well as by social stresses that exceeded the natural limits of the agricultural system and water supply system. Repeated drought shocks activated and later reactivated the shift to desalination, intended to a certain degree to reduce drought vulnerability. However, drought did not significantly affect the economic transformation, initiated mainly due to saturation in agricultural development. Thus, I argue that alongside concerted adaptation efforts state institutions should dedicate greater attention to the management of broader social challenges and crises in a manner that fosters greater resilience against future climate changes. Ideological shifts and consequent restructuring of development paths, as well as the interaction between population growth and limited natural resources, may constitute important entry points. These entry points are particularly pertinent to emerging economies in other dry areas, many of which face similar social and economic trends to those experienced in Israel over the last decades.  相似文献

In many Least Developed Countries (LDCs) and Small Island Developing States (SIDS), such as in Kiribati, formal national adaptation programmes are currently being operationalised or are in the pipeline. A key focus is on motivating householders to adapt in anticipation of climate change through pilot community projects. In this paper, we argue that the water sector must pay equal attention to how communities cognitively perceive the process of adaptation if interventions are to be effective. Adopting a cognitive model to gain such insights we conclude that individual's belief in their own abilities to manage water stress play a crucial role in driving intentions to adapt and therefore greater attention needs to be placed on understanding the underling drivers shaping such beliefs.  相似文献

This paper assesses the implications of climate policy for exposure to water resources stresses. It compares a Reference scenario which leads to an increase in global mean temperature of 4 °C by the end of the 21st century with a Mitigation scenario which stabilises greenhouse gas concentrations at around 450 ppm CO2e and leads to a 2 °C increase in 2100. Associated changes in river runoff are simulated using a global hydrological model, for four spatial patterns of change in temperature and rainfall. There is a considerable difference in hydrological change between these four patterns, but the percentages of change avoided at the global scale are relatively robust. By the 2050s, the Mitigation scenario typically avoids between 16 and 30% of the change in runoff under the Reference scenario, and by 2100 it avoids between 43 and 65%. Two different measures of exposure to water resources stress are calculated, based on resources per capita and the ratio of withdrawals to resources. Using the first measure, the Mitigation scenario avoids 8-17% of the impact in 2050 and 20-31% in 2100; with the second measure, the avoided impacts are 5-21% and 15-47% respectively. However, at the same time, the Mitigation scenario also reduces the positive impacts of climate change on water scarcity in other areas. The absolute numbers and locations of people affected by climate change and climate policy vary considerably between the four climate model patterns.  相似文献

While previous studies have focused on impacts of average climate change on Russian agriculture and water resources, this study takes into account the impact of changing frequency and spatial heterogeneity of extreme climate events, and the reliance of most of Russia on a few food producing regions. We analyze impacts of the IPCC A2 and B2 climate scenarios with the use of the Global Assessment of Security (GLASS) model (containing the Global Agro-Ecological Zones (GAEZ) crop production model and the Water-Global Assessment and Prognosis (WaterGAP 2) water resources model). As in previous studies we find that decreased crop production in some Russian regions can be compensated by increased production in others resulting in relatively small average changes. However, a different perspective on future risk to agriculture is gained by taking into account a change in frequency of extreme climate events. Under climate normal conditions it is estimated that “food production shortfalls” (a year in which potential production of the most important crops in a region is below 50% of its average climate normal production, taking into account production in food-exporting regions) occur roughly 1–3 years in each decade. This frequency will double in many of the main crop growing areas in the 2020s, and triple in the 2070s. The effects of these shortfalls are likely to propagate throughout Russia because of the higher likelihood of shortfalls occurring in many crop export regions in the same year, and because of the dependence of most Russian regions on food imports from a relatively few main crop growing regions. We estimate that approximately 50 million people currently live in regions that experience one or more shortfalls each decade. This number may grow to 82–139 million in the 2070s. The assessment of climate impacts on water resources indicates an increase in average water availability in Russia, but also a significantly increased frequency of high runoff events in much of central Russia, and more frequent low runoff events in the already dry crop growing regions in the South. These results suggest that the increasing frequency of extreme climate events will pose an increasing threat to the security of Russia's food system and water resources.  相似文献
