The implementation of water quality European Directives requires an intensification of water quality monitoring, within the limits of the Exclusive Economic Zone. Remote sensing technologies can provide a valuable tool for frequent, synoptic, water-quality observations, over large areas. The aim of this study is to assess the ecological status of Basque coastal water bodies using satellite imagery from MODIS sensor, together with optical and chlorophyll-ain situ measurements. Thus, sea surface satellite-derived chl-a algorithms, the OC3 M, OC5 and a Local empirical algorithm, were compared against in situ measurements using satellite in situ match-ups, 90th Percentile (P90) monthly values for the 2005-2010 period. The OC5 algorithm corresponded most accurately with in situ measurements performed in the area, hence, it was selected. A P90 chlorophyll-a map was created with this algorithm to apply the classification scheme required by the directives. The classification of water bodies, based upon satellite-derived chlorophyll-a, could improve considerably the assessment of water quality.  相似文献

The main goal of the EU Water Framework Directive (WFD) is to achieve good ecological status across European surface waters by 2015 and as such, it offers the opportunity and thus the challenge to improve the protection of our coastal systems. It is the main example for Europe's increasing desire to conserve aquatic ecosystems. Ironically, since c. 1975 the increasing adoption of EU directives has been accompanied by a decreasing interest of, for example, the Dutch government to assess the quality of its coastal and marine ecosystems. The surveillance and monitoring started in NL in 1971 has declined since the 1980s resulting in a 35% reduction of sampling stations. Given this and interruptions the remaining data series is considered to be insufficient for purposes other than trend analysis and compliance. The Dutch marine managers have apparently chosen a minimal (cost-effective) approach despite the WFD implicitly requiring the incorporation of the system's 'ecological complexity' in indices used to evaluate the ecological status of highly variable systems such as transitional and coastal waters. These indices should include both the community structure and system functioning and to make this really cost-effective a new monitoring strategy is required with a tailor-made programme. Since the adoption of the WFD in 2000 and the launching of the European Marine Strategy in 2002 (and the recently proposed Marine Framework Directive) we suggest reviewing national monitoring programmes in order to integrate water quality monitoring and biological monitoring and change from 'station oriented monitoring' to 'basin or system oriented monitoring' in combination with specific 'cause-effect' studies for highly dynamic coastal systems. Progress will be made if the collected information is integrated and aggregated in valuable tools such as structure- and functioning-oriented computer simulation models and Decision Support Systems. The development of ecological indices integrating community structure and system functioning, such as in Ecological Network Analysis, are proposed to meet a cost-effective approach at the national level and full assessment of the ecosystem status at the EU level. The WFD offers the opportunity to re-consider and re-invest in environmental research and monitoring. Using examples from the Netherlands and, to a lesser extent, the United Kingdom, the present paper therefore reviews marine monitoring and marine environmental research in combination and in the light of such major policy initiatives such as the WFD.  相似文献

The European Water Framework Directive requires the development of new and accurate methodologies, addressing the assessment of the physico-chemical status of transitional and coastal waters; these are considered by the Directive as the supporting elements for the final evaluation of the Ecological Quality Status.

This contribution develops new approaches in the determination of the physico-chemical status, solving some problems detected in previous contributions, i.e.: (a) fitting the classification of water bodies and typologies, by means of the stretching of the typologies, according to the natural salinity gradient of types; (b) defining reference conditions, based upon the new approach to typologies, (c) proposing accurate multivariate methodologies, in determining the physico-chemical status of the transitional and coastal waters, based upon the defined typologies and references; and (d) discussion of the results obtained by reference to methodological aspects and water quality evolution in the Basque Country, Spain (as a case-study), during the last decade.  相似文献

蓝藻的防控与治理是湖泊水环境、水生态管理的重要内容,实时获取蓝藻的空间分布信息对于降低蓝藻灾害风险具有重要意义.针对地面调查费时费力、卫星遥感监测粒度较粗且时效性不强等问题,本文提出了一种基于视频监控网络的湖泊蓝藻实时监测技术.基于环巢湖视频监控网络的33个功能摄像机,研究如何从视频图像中实时、准确提取蓝藻的分布信息.为克服不同摄像头的观测角度不一致、光照强度和背景条件不一致等诸多挑战,在视频图像蓝藻表征分析的基础上,通过多尺度深度网络进行图像粗粒度分类,区分蓝藻与浑浊、阴影水体;基于随机森林进行蓝藻精细化识别,克服蓝藻的强异质性.最后以渔政站沿岸水域的日均蓝藻覆盖率和月均蓝藻覆盖率为统计单位,开展了巢湖沿岸蓝藻的动态监测.研究成果可为科学制定蓝藻治理方案提供技术支撑.  相似文献

Macroalgae is a biological key element for the assessment of the ecological status in coastal waters in the frame of the European Water Framework Directive (WFD, 2000/60/EC). Here we propose a methodology for monitoring water quality based on the cartography of littoral and upper-sublittoral rocky-shore communities (CARLIT, in short). With the use of spatial databases, GIS, and available information about the value of rocky-shore communities as indicators of water quality, it is possible to obtain an environmental quality index representative of the ecological status of rocky coasts. This index, which completely fulfils the requirements of the WFD, is expressed as a ratio between the observed values in the sector of shore that is being assessed and the expected value in a reference condition zone with the same substrate and coastal morphology (Ecological Quality Ratio, EQR). The application of this index to the coast of Catalonia (North-Western Mediterranean) is presented.  相似文献

Designation and Assessment of Artificial and Heavily Modified Water Bodies under the EC Water Framework Directive The EC Water Framework Directive allows the Member States to designate artificial and heavily modified water bodies under specific conditions. For those water bodies the ecological assessment and the resulting programmes of measures will be based on the “maximum ecological potential” as reference conditions and not on the “high ecological status”, which has to be used for natural water bodies. Such designation is possible only, if the hydromorphology of the water bodies concerned has been substantially changed in character to maintain specified uses. The criteria for the designation are fulfilled, if restoration measures needed to meet the high ecological status would have significant adverse effects on the uses and if no other better environmental options would exist to maintain the specified uses. In late 1999 the EC‐Working Group on Heavily Modified Water Bodies (HMWB) has been established to develop criteria for the designation of artificial and heavily modified water bodies as well as for the determination of the maximum ecological potential. The working group has produced the guidance document “Identification and Designation of Artificial and Heavily Modified Water Bodies” in November 2002, which has been agreed by the European Water Directors on 21 November 2002 in Copenhagen. The guidance document is focusing on two time borders, the provisional identification of heavily modified water bodies until 2004 and the legally binding designation as artificial and heavily modified in the first river basin management plan in 2009 at the latest. The guidance document considered the main findings of 34 case studies for rivers, lakes, transitional and coastal waters carried out in 11 European countries. The results of the case studies as well as a summarizing synthesis were used as a fundamental basis to produce the guidance document. The practical examples given by the case studies were compiled as a toolbox which supplements the guidance for the purpose of its better application.  相似文献

The European Water Framework Directive (WFD) establishes a framework for the protection and improvement of transitional and coastal waters; its final objective is to achieve at least 'good water status' for all waters, by 2015. The WFD requires Member States (MSs) to assess the Ecological Status (ES) of water bodies. This assessment will be based upon the status of the biological, hydromorphological and physico-chemical quality elements, by comparing data obtained from monitoring networks to reference (undisturbed) conditions, and then deriving an Ecological Quality Ratio (EQR). One of the biological quality elements to be considered is the benthic invertebrate component and some structural parameters (composition, diversity and disturbance-sensitive taxa) must be included in the ES assessment. Following these criteria, several approaches to benthic invertebrate assessment have been proposed by MSs. The WFD requires that these approaches are intercalibrated. This contribution describes the comparison of the different methodologies proposed by United Kingdom, Spain, Denmark and Norway. Results show a high consistency between the approaches, both with regard to determining the EQR and boundary settings for the ES.  相似文献

The European Union's Water Framework Directive (WFD) requires that all Member States within the European Union determine reference conditions for aquatic ecosystems to provide a baseline against which to measure the effects of past and present activities. Reference conditions are subsequently used to classify the ecological status of European waters. The decisions regarding environmental status will be important future elements in the management of European coastal waters. We have developed a number of classification scenarios for total nitrogen (TN) in the overlying waters of the southern part of Roskilde Fjord, Denmark, taking as our basis a palaeoecological reconstruction of fluctuations in TN between 1850 and 1995. We present a provisional classification scheme for the ecological status of Roskilde Fjord, sensu the WFD. Decision(s) regarding the deviation from reference conditions will give a wide range of apparent ecological status from good, through moderate and poor, to bad depending upon the definition of an acceptable deviation from reference conditions. The determination of an acceptable deviation will ultimately be a political decision, and will result in a wide range in the protection of coastal waters in Europe. There is still, however, an urgent need for a sound scientific documentation of the various scenarios for the implementation of the WFD.  相似文献

Coastal lakes have a specific hydrological regime determined by the influence of sea and inland water and the local hydrographic conditions. There are several problems concerning the protection and assessment of water quality of these bodies. The most important features differentiating coastal lakes from other lakes are: high salinity, a wide range of seasonal and short-term water quality changes, and specific aquatic ecosystems adapted to these conditions. These matters have not been sufficiently taken into account in the existing classifications and typologies of lakes in Poland. The problem has not been solved by the establishment of the adequate reference conditions and new guidelines for the classification of water status (which are being prepared according to the Common Strategy for the Implementation of the Water Framework Directive) regarding inland surface waters (rivers and lakes) and marine waters (coastal and transitional). An important issue is to define criteria which would help to distinguish all those hydrographic objects and to establish water quality standards for them.  相似文献

水生态监测与评价是水生态系统管理、保护和可持续利用的基础。20世纪80年代开始,欧美发达国家水环境管理政策开始强调生态保护,重视流域水生态质量,先后开展了以水生生物为核心的河流水生态监测与评价研究计划。然而我国目前流域水环境监测与评价的指标主要以传统的理化监测指标为主,缺乏指示水生态变化的水生生物指标,单一的水质改善无法反映水生态环境好转这一长远目标,不能满足“十四五”水生态环境管理由以水污染防治为主向水环境、水生态、水资源“三水”统筹转变的总体要求。本研究系统分析发达国家和地区(如美国、欧盟、澳大利亚等)水生态监测与评价技术体系与业务化运行方面的先进经验,总结梳理我国水生态监测与评价试点已有的工作基础,分析制约我国当前流域水生态监测与评价的关键问题,从保护目标、管理模式、监测网络、科学研究和公众参与五个方面,提出开展我国流域水生态监测与评价体系构建和业务化运行的有关建议,为准确评估和预测流域水生态质量状况的变化、开展保护修复成效评估提供决策支持和重要参考。  相似文献

In this contribution, the potential use of diffusive gradients in thin-films (DGTs) for the chemical evaluation of transitional water bodies within the Water Framework Directive (WFD) has been studied. The water metal concentration has been evaluated in 13 estuaries in the southeastern Bay of Biscay. The DGTs were deployed in triplicate at two stations in each estuary, delimiting the tidal influence. The DGT results were in the ranges of 2-1570 ng L(-1) for cadmium, 66-515 ng L(-1) for copper, 30-3650 ng L(-1) for nickel and 0.8-95.5 μg L(-1) for zinc. The DGTs provided reliable average labile metal concentrations in highly dynamic systems that were comparable with DGT measurements in coastal and estuarine waters worldwide. In addition, it was possible to discriminate those estuaries more susceptible to environmental impacts, being consistent with the historical contamination of each estuary. Based on the obtained results, a sampling strategy for the monitoring of transitional water bodies using DGTs is proposed.  相似文献

Trace metal concentrations in the waters of the Gulf of St. Lawrence and the Scotian Shelf and their sensitivity to changes in the composition of the major contributor of fresh water, the St. Lawrence River, are assessed. Comparison of the levels of trace metals in eastern Canadian coastal waters with those in other coastal waters of the world reveals that the former area generally has lower trace metal concentrations and is, therefore, probably less contaminated than elsewhere. The increased anthropogenic activity in the St. Lawrence drainage basin required to increase the levels of trace metals in receiving coastal waters by detectable amounts is discussed. We demonstrate that faster and more reliable warning of changes due to anthropogenic activity will be revealed through river monitoring than through monitoring of coastal waters. Changes in the marine environment can then be assessed through a thorough understanding of the geochemical behaviour of trace metals in nearshore waters.  相似文献

Sustainable management of coastal and coral reef environments requires regular collection of accurate information on recognized ecosystem health indicators. Satellite image data and derived maps of water column and substrate biophysical properties provide an opportunity to develop baseline mapping and monitoring programs for coastal and coral reef ecosystem health indicators. A significant challenge for satellite image data in coastal and coral reef water bodies is the mixture of both clear and turbid waters. A new approach is presented in this paper to enable production of water quality and substrate cover type maps, linked to a field based coastal ecosystem health indicator monitoring program, for use in turbid to clear coastal and coral reef waters. An optimized optical domain method was applied to map selected water quality (Secchi depth, Kd PAR, tripton, CDOM) and substrate cover type (seagrass, algae, sand) parameters. The approach is demonstrated using commercially available Landsat 7 Enhanced Thematic Mapper image data over a coastal embayment exhibiting the range of substrate cover types and water quality conditions commonly found in sub-tropical and tropical coastal environments. Spatially extensive and quantitative maps of selected water quality and substrate cover parameters were produced for the study site. These map products were refined by interactions with management agencies to suit the information requirements of their monitoring and management programs.  相似文献

The European Water Framework Directive demands to assess and report the chemical and ecological status of water bodies (WB). Linking their status to drivers and pressures and deriving suitable mitigation measures require knowledge of the shape and area of WB catchments. We derived a network of 26 570 WB catchments in Germany using the hydrologically-defined drainage basins of the German federal states. We established a network of 338 149 drainage basins. This network underwent plausibility checks and a validation with the catchment areas of 348 monitoring stations across Germany. To this network, we assigned the longest intersecting or the next downstream WB code. To account for geometric inaccuracies we revised spurious intersections resulting in splittings and cycles in the WB network. As WB may be ecologically but not hydrologically well defined, we split them at confluences and intersections. The network of drainage basins matched the monitoring stations with a Nash-Sutcliffe efficiency of 1.00. The final WB network contained 11 005 out of the 11 586 original WBs longer than 1 m. The corresponding local catchment areas range from <<0.0001 to 446 km2, with a median of 10 km2. The dataset combines the requirements of hydrological and ecological modelling applications at basin or national scales with the needs of the EU reporting which can foster their acceptance by state authorities and river-basin management.  相似文献

The main content of the new European Water Framework Directive is presented. Within its river basin management approach, a special mention of coastal waters status is made. Among the issues at stake are the setting up of river basin management plans, including coastal waters, and water quality assessment system leading to an harmonized definition of quality objectives and their appropriate indicators. The Rhone-Mediterranean-Corsica Water Master Plan, launched in 1996, is considered to be well fitted to this river basin approach and the necessary tools which go with it. It shows up how a river quality assessment system (SEQ) can be adapted to the coastal waters and how it can progressively lead to an efficient set of publishable environmental and performance indicators. Since planning and implementation are devolved to the lowest appropriate level, a close look is then been given at how such a system can work at the local level through different selected case studies on the French Mediterranean coast. In conclusion, some guidelines are drawn up for future initiatives towards integrated coastal area and river basin management.  相似文献

The European Water Framework Directive (WFD) establishes a framework for the protection and improvement of estuarine and coastal waters, trying to achieve 'good surface water status at the latest 15 years after the date of entry into force of this Directive'. One of the biological elements that should be analysed is the benthos and, as such, the WFD normative definitions describe the aspects of the benthic communities that must be included in the ecological status assessment of a water body. Therefore, it is essential to include, in the assessment, the different metrics that address those parameters identified in the normative definitions for each of the ecological status classes. In this contribution the use of the AMBI, richness and diversity, combined with the use, in a further development, of factor analysis together with discriminant analysis, is presented as an objective tool (named here M-AMBI) in assessing ecological quality status. This assessment requires previous classification of water bodies and typologies, together with the definition of reference conditions; this is undertaken in this contribution using historical data, expert judgement and multivariate analysis. The study has been undertaken by examining changes in benthic communities in the Basque Country, over the last decade, as a case-study, to demonstrate the accuracy and potential of these methodologies.  相似文献

Bathing water quality is an important public health issue, mainly because of fecal contamination. In 2006, the European Commission (EC) adopted a new directive with respect to recreational bathing waters that calls for stricter standards and reduces the number of laboratory tests done in routine beach monitoring from nineteen to two bacterial indicators, namely, Escherichia coli and intestinal enterococci, replacing policies of the EC Bathing Water Directive that have existed since 1976. Our practice in Portugal is in line with this international development, and this study demonstrates the equivalency of the new bacteriological parameters with the old. The water quality of 25 coastal beaches was surveyed using both new and old microbiological indicators of fecal contamination. Statistical analysis demonstrated equivalency of the results obtained for fecal coliforms with Escherichia coli and for fecal streptococci with intestinal enterococci.  相似文献

The Water Framework Directive (WFD) was established for the protection of surface waters (rivers, lakes, transitional and coastal waters) and ground waters in the European Union. The main environmental objective is to achieve and maintain a good status for all waters by the target date of 2015. Models which are able to address the majority of environmental objectives are proposed within the WFD to inform the management changes required to meet current water policy goals. The use of the Soil and Water Assessment Tool (SWAT) catchment model is widespread throughout the world, especially to support river basin management as required by the WFD. This paper provides a critical evaluation of the use of the model by placing model performance in the Axe catchment, UK, in the context of international performance of the model. Within the constraints of the available data, SWAT represents hydrology, sediment and ortho‐phosphorus concentration well for this heterogeneous catchment, but the representation of daily nitrogen concentration dynamics is poor. Temporal aggregation of model outputs from daily to monthly improved the performance metrics for all the river outputs, including nitrate. Wider review of SWAT studies showed widespread reporting of monthly performance metrics within the SWAT studies, despite the model operating at a daily time step. Poor performance for nitrate identified in this current study may be a significant factor in the choice to not report daily results. This demonstrates the importance of ascertaining the reasons for the use of temporal aggregation in modelling studies.  相似文献

We report the development of a methodology for assessing confidence in ecological status classifications. The method presented here can be considered as a secondary assessment, supporting the primary assessment of eutrophication or ecological status. The confidence assessment is based on scoring the quality of the indicators on which the primary assessment is made. This represents a first step towards linking status classification with information regarding their accuracy and precision. Applied to an existing data set used for assessment of eutrophication status of the Baltic Sea (including the Kattegat and Danish Straits) we demonstrate that confidence in the assessment is Good or High in 149 out of 189 areas assessed (79%). Contrary to our expectations, assessments of the open parts of the Baltic Sea have a higher confidence than assessments of coastal waters. We also find that in open waters of the Baltic Sea, some biological indicators have a higher confidence than indicators representing physical-chemical conditions. In coastal waters, phytoplankton, submerged aquatic vegetation and indicators of physical-chemical conditions have a higher confidence than indicators of the quality of benthic invertebrate communities. Our analyses also show that the perceived weaknesses of eutrophication assessments are due more to Low confidence in reference conditions and acceptable deviations, rather than in the monitoring data.  相似文献
