Global environmental politics and policy are conventionally seen as the province of nation-states and international negotiations. However, there has been increasing attention devoted to the part that local places can play in the pursuit of (global) sustainable development. In this paper, I explore the role of local government in Australian greenhouse policy. A brief outline of the role of local government in environmental management is followed by a short history of greenhouse policy in Australia. From its initial marginal position, local government has begun to occupy a more prominent role in greenhouse policy development and implementation. The paper examines the processes that have led to this change, the development of local greenhouse and energy policies in Newcastle, New South Wales, and the initiation of the 'Cities for Climate Protection' program by the federal government. In conclusion, some thoughts on the problems and prospects of a local approach to the greenhouse issue are offered.  相似文献

聚焦于乡村工业用地混杂及分散化特征较为显著的佛山市顺德区,系统分析乡村工业用地演化过程和用地特征,并以政府力和社会力的交互机制为分析框架,辨析珠三角半城市化地区的乡村工业用地演化的动力机制。结果表明:顺德区工业用地的发展可以分为4个阶段: 1984~1991年,自下而上农村工业化,用地空间分散发展阶段,其驱动力主要为政府力与社会力一致。 1992~1998年,产权制度改革,促进农村工业用地规模化发展阶段,其驱动力为政府力与社会力势均力敌。③1999~2005年,集约开发促成农村工业化集中发展阶段,其驱动力特征为政府力压制社会力。④2006年以后,农村工业化进入全面调整阶段,其驱动力特征为政府力与社会力相持。在顺德区工业用地空间演化过程中,政府力起主导作用,社会力相较于其它乡村型半城市化地区更为强大,政府力与社会力的相互作用的平衡点在于各个经济主体的利益均衡。在珠江三角洲半城市化地区,工业用地空间优化整合的前提是平衡各级政府力与自下而上的村民及村委的社会力,社会力的引导是破解农村工业化用地破碎化和混杂性的关键环节。  相似文献

Environmental justice is both a vocabulary for political opportunity, mobilization and action, and a policy principle to guide public decision making. It emerged initially in the US, and more recently in the UK, as a new vocabulary underpinning action by community organizations campaigning against environmental injustices. However, as the environmental justice discourse has matured, it has become increasingly evident that it should play a role in the wider agendas for sustainable development and social inclusion. The links between sustainability and environmental justice are becoming clearer and more widely understood in the UK by NGOs and government alike, and it is the potential synergy between these two discourses which is the focus of this paper. This paper argues that the concept of 'just sustainability' provides a discourse for policymakers and activists, which brings together the key dimensions of both environmental justice and sustainable development.  相似文献

For the past 25 years, non-governmental organizations (NGOs) have sponsored an increasing number of sustainable development projects in poor rural areas, but the overall pattern of NGO development efforts has remained too difficult to discern. This paper tries to clarify the geographic dimension of NGO led sustainable development efforts through a mapping of NGO sponsored sustainable forestry projects in Ecuador. The mapping and associated analysis reveals considerable unevenness in NGO efforts with people intensive projects clustering near cities and government assisted projects spread more evenly across all rural areas.  相似文献

迈向城乡共治:改革开放以来城乡关系演变解读   总被引:5,自引:3,他引:2  
城乡关系历来是经济社会发展的重要关系及党和政府关注的重大问题。为探究城乡关系及其治理逻辑,论文借助CiteSpace软件分析改革开放以来城乡关系的研究热点,结合时代背景解读城乡关系的演变历程,进而揭示城乡关系的脉络特征与治理变革的内在逻辑。研究表明:改革开放以来城乡关系的演变经历了4个阶段,形成了“城乡关系向好发展—城乡关系再度失衡—城乡关系调整完善—城乡关系一体化发展”的演变脉络;折射出“打破城乡分割”“偏向城市领域”“统筹城乡发展”“推进城乡一体化”的治理逻辑;十九大以来,城乡关系向着城乡融合的方向发展,迈向城乡共治是新时代城乡融合发展的内在要求与治理趋势。最后,文章从废除城乡二元体制、建立新的配套体制机制,打破学科界限、融合跨学科知识和实践交叉应用,新型城镇化和乡村振兴两大战略有机结合等方面对城乡融合发展与城乡共治进行了研究展望。  相似文献

城市化的快速推进和市场经济的迅速发展使得资本循环周期缩短,城市空间的过度开发为资本积累再生产提供了场所,导致城市空间蔓延式增长的矛盾突出。在新型城镇化的背景下,增量主义的城乡发展已不再适应当前的社会环境,中国城乡转型发展迫在眉睫。以新马克思主义资本循环理论为切入点,分析了城乡发展与资本的逻辑关系。首先探究资本循环理论在中国城乡转型背景下的适用性,运用该理论剖析中国城乡转型发展的作用机制;然后从当前面临的各类空间矛盾出发,探讨在新型城镇化过程中政府、规划师、公众三方主体的角色变化,力求引发相关主体对城乡规划转型中的规划思路、管理方式以及制度的思考;最后提出以空间正义为核心,使中国城乡转型发展逐步走向社会公平的价值体系,推动城乡社会空间的相对公正发展。  相似文献

归纳案例地为摆脱贫困适应时代需要的具体实践过程,从“三个转向”(产业转向、管理转向、空间转向)解析旅游驱动的乡村振兴实践,总结旅游业驱动乡村振兴的一般机制及路径,为理解旅游业在乡村振兴中发挥的作用提供新视角。研究发现:① 发展旅游业是旅游资源富足的贫困地区脱贫致富,实现乡村振兴的主渠道和中坚力量;② 武陵源区主导产业由林业转向旅游业这一过程,为实现乡村振兴实践提供动力基础;景区经营权与管理权的分离,促进乡村经济的发展;“景区游,城区住”的格局加速了武陵源区乡村振兴的步伐;③ 武陵源区在长期发展实践中形成了“旅游产业发展→旅游小镇发育壮大→乡村振兴→城乡融合”之实践模式;④ 加快推进旅游业态创新,不断增加农民收入,加强乡风建设,以政府为主导,加速基础设施建设是资源富足贫困地区实现乡村振兴的必由之路。  相似文献

本文首先阐述了农业系统的复杂性,并对农业系统所面对不确定性,以及外部系统的冲击和压力而形成的动态性进行了分析,提出“复杂适应性系统理论”为研究活态的农业系统,尤其为研究中国的全球重要农业文化遗产(GIAHS)提供了可能,而这些农业文化遗产系统(或其中某些部分)对于研究抵抗力和自我良性管理具有重要的意义.本文认为当前研究中的相关方法将会对整个系统的认识产生新的见解,同时避免把系统分解为各组分进行微观研究再重新还原成整体的研究思路.本文通过综述与GIAHS相关的方法并将旅游引入农村系统(作为一种扰动),认为可以创造新的方法来认识农村发展干预措施对古老景观的影响,特别是分布在中国农村的许多景观.  相似文献

In 2007, the Australian federal government introduced a ‘new’ graduate visa scheme, the 485 visa sub-class. This visa facilitates the transition from student to worker for overseas graduates from Australian higher education institutions, with the potential to significantly increase their numbers in the country. At the same time, local governments have introduced various policies designed to attract and retain human capital in rural areas to address the shortfall of highly skilled individuals. This paper redresses the current lack of research into the spatial dynamics of overseas human capital in Australia and their relation to the new visa scheme in combination with shifts in rural development policies. Drawing on survey data of graduates describing the ‘before’ (2005) and ‘after’ (2008) periods of the introduction of the 485 visa scheme, this paper shows that the propensity of overseas graduates to move between Australia's regions has increased substantially. In particular, there have been an increasing proportion of overseas graduates moving to major cities despite rural development policy efforts to attract human capital to rural areas. However, these policy efforts appear to have attracted overseas graduates with particular qualifications (education and health) to work in such locales.  相似文献

对景洪-思茅城镇密集区乡村城市化评价的结果表明:乡村城市化整体发展水平低,与社会经济发展极不协调,受各县市(区)非均衡发展的影响,中心区处于快速乡村城市化阶段,两个中心城市处于基本实现乡村城市化阶段,外围区发展受制于多种因素而远远落后,处于乡村城市化起步阶段.在此基础上,分析自然环境因素对乡村城市化发展进程的影响以及乡村城市化与城镇体系发展之间的矛盾、互动关系及其机制,提出乡村城市化发展的调控措施,以期对云南城镇密集区发展提供一定程度的参考.  相似文献

The advantages of centralized environmental policy-making are widely assumed, but a corrective may be overdue. Central government environmental policy limits local policy options in at least three ways: (1) through federal pre-emption imposing solutions on local government; (2) through federal mandating of policy for implementation by subnational government; or (3) through federal disincentives to local adoption of innovative solutions. These constraints are illustrated by policy controlling the disposal of high-level radioactive waste, hazardous waste, and solid waste, respectively. The constraining effect of central environmental policy is felt regardless of whether the formal structure of environmental rule-making and implementation is centralized or decentralized. The analysis suggests the need for greater flexibility and coordination in the geographic structuring of environmental policy-making.  相似文献

This paper examines social, political and economic processes within the former KaNgwane bantustan to understand the changing relationships between society and space in the post-apartheid era. Research on rural development and reconstruction in South Africa attest to the spatial legacy of apartheid while suggesting that dynamic transformations are occurring within the former bantustans. A central concern of this paper is the ways the apartheid government constructed and presented KaNgwane as a development project in order to justify racial segregation and control. While the bantustans have been effectively erased from the popular imagination, these spaces continue to be framed developmentally in ways that provide limited attention to local context and change. In order to consider the shifts in environment and development discourses within these territories, a case study is employed to evaluate livelihood production systems, environmental change, and governance institutions. It is argued that these patterns reveal the simultaneously static and dynamic nature of the bantustans while demonstrating that their reincorporation will remain an ongoing process in the post-apartheid era.  相似文献

A major obstacle constraining adoption and implementation of cropland retirement programs in the past has been the fear that cropland retirement threatens the viability of rural communities. Regression of change in population and retail establishments on changes in farm structure, nonfarm employment, and agricultural land-use in the rural Southern Plains between 1930 and 1970 provides only weak evidence to support this fear. Traditional rural homegarden agroforestry systems in the Chengdu Plain of China are often referred to as “Linpan” in Chinese, which integrates the landscape of ecological functions and human production activities. In recent years, due to the influences of urbanization and the aging population, the Linpan landscape has changed dramatically. Clarifying the factors which influence Linpan landscape evolution is a critical way to improve rural landscape renovation. Through oral history interviews, the deep-seated factors driving the evolution of the Linpan landscape form from 1949 to 2020 are explored using the grounded theory. The results show that in the process of Linpan landscape evolution, beneficiary groups, the material basis, and cultural characteristics are the prerequisites for changing the Linpan settlement landscape. The demand of production and life and government-led behavior are the two main influencing factors, and landscape change is the final result. The demand of production and life from the residents is the primary internal driving force of landscape change, while government-led behavior is the main external driving force of settlement development and evolution. The nature of the main driving forces behind the evolution of the Linpan landscape in the Chengdu Plain can be divided into three stages. (1) From 1949 to 1980, it was characterized as a balancing of government forces and social forces. (2) From 1981 to 1993, it was characterized by social forces suppressing government forces. (3) From 1994 to 2020, it was characterized as a stalemate between the government and social forces. From the perspective of the evolution of the Linpan settlement landscape, the traditional Linpan form and settlement layout have been unable to meet the new requirements of the rural social and economic transition period. They are facing the challenges of rural reconstruction and rural revitalization. In the future, village and town planning and the design of new settlements need to comprehensively consider the demands of different interest groups.  相似文献

RURAL-URBAN CLASSIFICATION AND MUNICIPAL GOVERNANCE IN INDIA   总被引:1,自引:0,他引:1  
Rural‐urban classification constitutes an important framework for the collection and compilation of population data in many countries. While “urban” is often specifically defined, “rural” is treated simply as a residual category. The criteria defining urban also differ from country to country. This paper argues that these rural and urban statistical categories are also highly significant for local governance, increasingly so in recent years given the emphasis on local governance and its restructuring. In India, constitutional amendments have given constitutional status to local bodies in the federal structure of the country. Local bodies are thus now expected to draw up their own plans and initiate development works, which requires them to generate their own resources and lessen their dependence on central government funding. It is thus necessary to reorganize urban space into viable spatial units in terms of their revenue base. While rural‐urban classification is the task of the Census of India, state governments are responsible for granting municipal status to urban centres. This paper examines the criteria and limitations of the rural‐urban classification followed by the Census, its congruence with the dynamics of state‐accorded municipal/non‐municipal status and some implications for municipal governance in India.  相似文献

村域是认识和改造中国农村的窗口,深入开展村域转型发展及其资源环境效应与优化调控研究对于可持续乡村建设具有现实意义。本文首先探讨了村域转型发展及其资源环境效应研究的理论位点,然后以京郊北村为例剖析了大城市郊区典型村域在“种、养、加、旅”四业协调发展过程中的资源环境效应及其优化调控的过程、特征与内在机理。案例研究发现:① 改革开放以来北村经历了缓慢发展、逐渐起步和转型升级3 个阶段;② 北村的转型发展过程中,资源环境效应存在阶段性差异,资源投入从低效率向高效率转变,环境污染从高污染向低污染转变,环境污染指数曲线具有倒“U”型特征;③ 优化调控过程可分解为问题呈现、观察评估、激发整合、功能赋予、联合行动和系统重构6 个环节;④ 调控目标得以实现的内在机理在于,以干部、能人和合作组织为核心,成功激发了普通村民和驻村企业的内生需求,有效整合了各级政府、技术单位的外部力量,并以优化资源环境要素为共同目标,顺利构建了目标明确、功能明晰、技术可行、效益良好的行动者网络。新时期的乡村建设及资源环境效应调控应着力增强内发响应机制、优化外源干预机制,尤其要注重环保意识、发展能力、社会责任、科技支撑及管控机制的提增、完善和耦合。  相似文献

This paper examines farmers’ ethnobotanical knowledge, innovation and rural change, and indicates one way in which indigenous technical knowledge complementing scientific knowledge may be documented for use by development planners and agencies. This paper firstly identifies plant species recognised as resources by farmers, and considers the value of these resources. Secondly, the paper documents and assesses the ethnobotanical knowledge associated with the utilisation of plant species, before turning to examine how plant resources are defined by use and culture. It also demonstrates that some components of ethnobotanical knowledge have potential for the sustainable development of plant species. The study shows that farmers have started to domesticate some of the ‘traditional’ plants, and new crops have been introduced associated with corresponding innovations in local agricultural systems. Since the farmers have a relatively strong tradition in natural resources conservation, this study suggests that it will be possible to introduce community-based gene banks linked to formal or government facilities. The paper demonstrates that it is important to combine and interweave ‘modern’ and indigenous knowledges to produce a more realistic and sensitive understanding and management of natural environmental resources for sustainable development.  相似文献
