Teleconnections between equatorial African climate and the surrounding circulation are examined using a convective index over the Congo River Basin in March to May (MAM) and July to September (JAS) seasons. Its influence on the wider region is determined through lag correlation and cross-wavelet analysis. During seasons of deeper convection, easterly winds weaken over the tropical Atlantic (anomalous flow toward Africa), whilst upper westerly winds weaken over southern Africa (in JAS). We view this as zonal overturning with ascent over the equatorial African lowlands and Congo River Basin that spreads moisture to the North African Sahel, with influence from the Pacific El Niño. Another facet of our study is the relationship between East African highlands rainfall and the Indian Ocean circulation. We find coupling between the Indian Ocean Rossby wave, a thermocline oscillation and Walker cell over the Indian Ocean that induces shifts in rainfall, particularly in the October to December season.

The evolution of sea surface temperature (SST) and thermocline (represented by 20 °C isotherm depth, D20) in the east equatorial Indian Ocean (EIO) associated with the Indian Ocean Dipole (IOD) years is studied for the period of 50 years from 1958 to 2007. A new IOD index based on combined anomalies of surface winds, D20 and SST over the equatorial Indian Ocean is defined to identify strong and weak IOD events. It is found that the evolution of strong IOD events is driven by ocean dynamics in the form of thermocline–SST coupling and is strongly interactive with the atmosphere, whereas the weak IOD events are mere response to surface winds without such dynamical coupling. The easterly wind anomalies extend up to the western equatorial Indian Ocean (WIO) during strong IOD years and support enhanced EIO air–sea interactions. On the other hand, the evolution of zonal wind anomalies is weak during the weak IOD years. Thermocline–SST coupling is robust in both EIO and WIO during strong IOD years, which is primarily responsible for the enhanced SST gradient, strong enough to establish anomalous Walker circulation within the Indian Ocean. The strong convection over the WIO associated with the Indian Ocean Walker cell triggers a secondary cell with subsidence over the African landmass. This double cell structure over the equatorial Indian Ocean is not reported before. Such double cell structure is not evident in weak IOD years and instead the convection over WIO extends up to African landmass. These are well supported by the spatial pattern of anomalous precipitable water during strong and weak IOD years. Strengthening of monsoon flow and local Hadley cell associated with strong IOD events enhances precipitation over the Indian subcontinent, whereas weak IOD years have less impact on the Indian summer monsoon circulation and rainfall. Analysis reveals that the EIO thermocline index and combined index could be potential predictors for the central Indian rainfall during summer.

The tropical Indian Ocean climate variability is investigated using an artificial neural network analysis called self-organizing map (SOM) for both observational data and coupled model outputs. The SOM successfully captures the dipole sea surface temperature anomaly (SSTA) pattern associated with the Indian Ocean Dipole (IOD) and basin-wide warming/cooling associated with ENSO. The dipole SSTA pattern appears only in boreal summer and fall, whereas the basin-wide warming/cooling appears mostly in boreal winter and spring owing to the phase-locking nature of these phenomena. Their occurrence also undergoes significant decadal variation. Composite diagrams constructed for nodes in the SOM array based on the simulated SSTA reveal interesting features. For the nodes with the basin-wide warming, a strong positive SSTA in the eastern equatorial Pacific, a negative Southern Oscillation, and a negative precipitation anomaly in East Africa are found. The nodes with the positive IOD are associated with a weak positive SSTA in the central equatorial Pacific or positive SSTA in the eastern equatorial Pacific, a positive (negative) sea level pressure anomaly in the eastern (western) tropical Indian Ocean, and a positive precipitation anomaly over East Africa. The warming in the central equatorial Pacific appears to correspond to El Niño Modoki discussed recently. These results suggest usefulness of SOM in studying large-scale ocean–atmosphere coupled phenomena.

Evolution of Indian Ocean Dipole (IOD) events in 2003, 2006 and 2007 is investigated using observational and re-analysis data products. Efforts are made to understand various processes involved in three phases of IOD events; activation, maturation and termination. Three different triggers are found to activate the IOD events. In preceding months leading to the IOD evolution, the thermocline in southeastern Indian Ocean shoals by reflection of near equatorial upwelling Rossby waves at the East African coast into anomalous upwelling equatorial Kelvin waves. Strengthening (weakening) of northern (southern) portion of ITCZ in March/April and May/June of IOD years, leads to strengthening of alongshore winds along Sumatra/Java coasts. With the combined shallow thermocline and increased latent heat flux due to enhanced wind speeds, the SST in the southeastern Indian Ocean cools in following months. On intraseasonal time scales convection-suppressing phase of Madden-Julian oscillation (MJO) propagates from west to east in May/June of IOD year, and easterlies associated with this phase of MJO causes further shoaling of thermocline in southeastern Indian Ocean, through anomalous upwelling Kelvin wave. All these three mechanisms appear to be involved in initiating IOD event in 2006. On the other hand, except the strengthening/weakening of ITCZ, all other mechanisms are involved in activation of 2003 IOD event. Activation of 2007 IOD event was due to propagation of convection-suppressing MJO in May/June and strengthening of mean winds along Sumatra/Java coast from March to June through changes in convection. The IOD events matured into full-fledged events in the following months after activation, by surface heat fluxes, vertical and horizontal advection of cool waters supported by local along-shore upwelling favorable winds and remote equatorial easterly wind anomalies through excitation of upwelling Kelvin waves. Propagating MJO signals in the tropical Indian Ocean brings significant changes in evolution of IOD events on MJO time scales. Termination of 2003 and 2007 IOD events is achieved by strong convection-enhancing MJOs propagating from west to east in the tropical Indian Ocean which deepen the thermocline in the southeastern equatorial Indian Ocean. IOD event in 2006 was terminated by seasonal reversal of monsoon winds along Sumatra/Java coasts which stops the local coastal upwelling.

The sea surface temperature anomalies(SSTAs) in the tropical Indian Ocean(TIO) show two dominant modes at interannual time scales, referred to as the Indian Ocean basin mode(IOBM) and dipole mode(IOD).Recent studies have shown that the IOBM and IOD not only affect the local climate, but also induce remarkable influences in East Asia via teleconnections. In this study,we assess simulations of the IOBM and IOD,as well as their teleconnections, using the operational seasonal prediction models from the Met Office(Had GEM3) and Beijing Climate Center [BCC CSM1.1(m)].It is demonstrated that the spatial patterns and seasonal cycles are generally reproduced by the control simulations of BCC CSM1.1(m) and Had GEM3,although spectra biases exist. The relationship between the TIO SSTA and El Nio is successfully simulated by both models, including the persistent IOBM warming following El Nio and the IOD–El Nio interactions.BCC CSM1.1(m) and Had GEM3 are capable of simulating the observed local impact of the IOBM,such as the strengthening of the South Asian high. The influences of the IOBM on Yangtze River rainfall are also captured well by both models, although this teleconnection is slightly weaker in BCC CSM1.1(m) due to the underestimation of the northwestern Pacific subtropical high. The local effect of the IOD on East African rainfall is reproduced by both models. However, the remote control of the IOD on rainfall over southwestern China is not clear in either model. It is shown that the realistic simulations of TIO SST modes and their teleconnections give rise to the source of skillful seasonal predictions over China.

Changes in growing seasons for 2041–2060 across Africa are projected using a regional climate model at 90-km resolution, and confidence in the predictions is evaluated. The response is highly regional over West Africa, with decreases in growing season days up to 20% in the western Guinean coast and some regions to the east experiencing 5–10% increases. A longer growing season up to 30% in the central and eastern Sahel is predicted, with shorter seasons in parts of the western Sahel. In East Africa, the short rains (boreal fall) growing season is extended as the Indian Ocean warms, but anomalous mid-tropospheric moisture divergence and a northward shift of Sahel rainfall severely curtails the long rains (boreal spring) season. Enhanced rainfall in January and February increases the growing season in the Congo basin by 5–15% in association with enhanced southwesterly moisture transport from the tropical Atlantic. In Angola and the southern Congo basin, 40–80% reductions in austral spring growing season days are associated with reduced precipitation and increased evapotranspiration. Large simulated reductions in growing season over southeastern Africa are judged to be inaccurate because they occur due to a reduction in rainfall in winter which is over-produced in the model. Only small decreases in the actual growing season are simulated when evapotranspiration increases in the warmer climate. The continent-wide changes in growing season are primarily the result of increased evapotranspiration over the warmed land, changes in the intensity and seasonal cycle of the thermal low, and warming of the Indian Ocean.

Interannual variations of subsurface influence on SST in the Indian Ocean show strong seasonality. The subsurface influence on SST confines to the southern Indian Ocean (SIO) in boreal winter and spring; it is observed on both sides of the equator in boreal summer and fall. Interannual long Rossby waves are at the heart of this influence, and contribute significantly to the coupled climate variability in the tropical Indian Ocean (TIO). Principal forcing mechanism for the generation of these interannual waves in the Indian Ocean and the relative influence of two dominant interannual signals in the tropics, namely El Niño and Southern Oscillation (ENSO) and Indian Ocean Dipole (IOD), are also discussed. Two distinct regions dominated by either of the above climate signals are identified. IOD dominates the forcing of the off-equatorial Rossby waves, north of 10°S, and the forcing comes mainly from the anomalous Ekman pumping associated with the IOD. However, after the demise of IOD activity by December, Rossby waves are dominantly forced by ENSO, particularly south of 10°S.It is found that the subsurface feedback in the northern flank of the southern Indian Ocean ridge region (north of 10°S) significantly influences the central east African rainfall in boreal fall. The Indian Ocean coupled process further holds considerable capability of predicting the east African rainfall by one season ahead. Decadal modulation of the subsurface influence is also noticed during the study period. The subsurface influence north of 10°S coherently varies with the IOD, while it varies coherently with the ENSO south of this latitude.

Summary Teleconnections between the seasonal rainfall anomalies of March through May (“long-rains”) over eastern Africa (Uganda, Kenya and Tanzania) and the lower equatorial stratospheric (30-mb) zonal winds for the 32-year period 1964–1995 are examined using statistical methods. The analysis is based on the application of the simple correlation method and QBO/rainfall composite analysis. A statistical study of spatial correlation patterns is made in an effort to understand the climatic associations between the equatorial stratospheric zonal wind and regional rainfall at the interannual scale. The aim of this analysis is to establish whether this global signal can be employed as predictor variable in the long-range forecasts. The study is part of an ongoing investigation, which aims at designing a comprehensive and objective, multi-variate-forecast system of seasonal rainfall over eastern Africa. The correlation parameters include simultaneous (zero lag), and the non-zero lag correlations. The statistical significance of the correlation coefficient [r] is tested based on the Monte Carlo t-statistical method, and the standard correlation tables. Our results indicate significant positive simultaneous and non-zero lag correlations between rainfall over parts of East Africa and lower equatorial stratospheric zonal wind during the months of March–May and June–August. Significantly high correlations are concentrated over the western regions of eastern Africa with peak values of (+ 0.8) observed over these areas. These associations have been observed to be more prominent during lag than in the simultaneous correlations. Strong month to month lag coherence is observed after June prior to the onset of the March to May seasonal rainfall and persists for more than 4 months. Correlation indices for the eight homogeneous rainfall regions over eastern Africa which are derived from our Empirical Orthogonal Function/Cluster analysis shows a clear annual cycle with significant relationships between QBO and seasonal rainfall occurring during boreal summer (June–August). The season with the weakest relationship is December–February. It is however, noted that although the coherence between QBO-Index and rainfall during the long-rains is significantly high, there are some wet/dry years for which the relationship between the long rains and the lower equatorial zonal wind are not significant (for example in 1966, 1973 and 1983). These years have been associated with strong and prolonged ENSO events. Preliminary comparison of the QBO-Index and the newly found Indian Ocean dipole mode index (DMI) indicates that the two climate variables may be significantly related. Of the six high dipole mode events in the Indian Ocean that were observed in 1961, 1967, 1972, 1982, 1994 and 1997, all except 1967 coincided with the easterly phase of the QBO-Index and below normal rainfall over western highlands of eastern Africa. Contingency analyses indicate 60 percent likelihood for the occurrence of above normal rainfall during the westerly phase of the QBO and 63 percent likelihood of below normal rainfall during the east phase of the QBO. Our correlation analysis results indicate that about 36 percent of the variability of the long-rains season over eastern Africa are associated with the QBO-Index. Our results further show that the tendency of the lower equatorial stratosphe ric zonal wind prior to the season is a good indicator of the performance of the long rains of eastern Africa. A positive OND minus JJA QBO trend is a good indicator for the non-occurrence of drought over eastern Africa. Similarly, a negative trend is a good indicator for the non-occurrence of high rainfall over the region. The identified characteristics and domain of influence of the QBO signal in different regions of East Africa suggests that this global oscillator may offer useful input to objective multi-variate rainfall prediction models for eastern Africa. Based on multiple datasets, correlation and composite analyses, and case studies, this paper investigated possible influences of the Indian Ocean dipole (IOD) mode on the eastward propagation of intraseasonal oscillation in the tropical atmosphere. The results showed that (1) the 30-60 day outgoing longwave radiation anomalies in the southeastern Indian Ocean and the 30-60 day 850-hPa zonal wind anomalies over the equatorial central Indian Ocean were significantly correlated with the IOD index; (2) during positive IOD years, the anomalously cold water in the southeastern Indian Ocean and the 850-hPa anomalous easterlies over the equatorial central Indian Ocean might act as barriers to the continuously eastward propagation of the intraseasonal convection, which interrupts the Madden-Julian oscillation (MJO) propagation in the eastern equatorial Indian Ocean and western Pacific; and (3) during negative IOD years, the anomalously warm water in the southeastern Indian Ocean and the low-level westerly anomalies over the equatorial central Indian Ocean favor the eastward movement of MJO.

Spring rainfall secular variability is studied using observations, reanalysis, and model simulations. The joint coherent spatio-temporal secular variability of gridded monthly gauge rainfall over Ethiopia, ERA-Interim atmospheric variables and sea surface temperature (SST) from Hadley Centre Sea Ice and SST (HadISST) data set is extracted using multi-taper method singular value decomposition (MTM-SVD). The contemporaneous associations are further examined using partial Granger causality to determine presence of causal linkage between any of the climate variables. This analysis reveals that only the northwestern Indian Ocean secular SST anomaly has direct causal links with spring rainfall over Ethiopia and mean sea level pressure (MSLP) over Africa inspite of the strong secular covariance of spring rainfall, SST in parts of subtropical Pacific, Atlantic, Indian Ocean and MSLP. High secular rainfall variance and statistically significant linear trend show consistently that there is a massive decline in spring rain over southern Ethiopia. This happened concurrently with significant buildup of MSLP over East Africa, northeastern Africa including parts of the Arabian Peninsula, some parts of central Africa and SST warming over all ocean basins with the exception of the ENSO regions. The east-west pressure gradient in response to the Indian Ocean warming led to secular southeasterly winds over the Arabian Sea, easterly over central Africa and equatorial Atlantic. These flows weakened climatological northeasterly flow over the Arabian Sea and southwesterly flow over equatorial Atlantic and Congo basins which supply moisture into the eastern Africa regions in spring. The secular divergent flow at low level is concurrent with upper level convergence due to the easterly secular anomalous flow. The mechanisms through which the northwestern Indian Ocean secular SST anomaly modulates rainfall are further explored in the context of East Africa using a simplified atmospheric general circulation model (AGCM) coupled to mixed-layer oceanic model. The rainfall anomaly (with respect to control simulation), forced by the northwestern Indian Ocean secular SST anomaly and averaged over the 30-year period, exhibits prevalence of dry conditions over East and equatorial Africa in agreement with observation. The atmospheric response to secular SST warming anomaly led to divergent flow at low levels and subsidence at the upper troposphere over regions north of 5° S on the continent and vice versa over the Indian Ocean. This surface difluence over East Africa, in addition to its role in suppressing convective activity, deprives the region of moisture supply from the Indian Ocean as well as the Atlantic and Congo basins.

The conformal-cubic atmospheric model, a variable-resolution global model, is applied at high spatial resolution to perform simulations of present-day and future climate over southern Africa and over the Southwest Indian Ocean. The model is forced with the bias-corrected sea-surface temperatures and sea-ice of six coupled global climate models that contributed to Assessment Report 4 of the Intergovernmental Panel on Climate Change. All six simulations are for the period 1961–2100, under the A2 emission scenario. Projections for the latter part of the 21st century indicate a decrease in the occurrence of tropical cyclones over the Southwest Indian Ocean adjacent to southern Africa, as well as a northward shift in the preferred landfall position of these systems over the southern African subcontinent. A concurrent increase in January to March rainfall is projected for northern Mozambique and southern Tanzania, with decreases projected further south over semi-arid areas such as the Limpopo River Basin where these systems make an important contribution as main cause of widespread heavy rainfall. It is shown that the projected changes in tropical cyclone attributes and regional rainfall occur in relation to changes in larger scale atmospheric temperature, pressure and wind profiles of the southern African region and adjacent oceans.

This paper examines an issue concerning the simulation of anomalously wet Indian summer monsoons like 1994 which co-occurred with strong positive Indian Ocean Dipole (IOD) conditions in the tropical Indian Ocean. Contrary to observations it has been noticed that standalone atmospheric general circulation models (AGCM) forced with observed SST boundary condition, consistently depicted a decrease of the summer monsoon rainfall during 1994 over the Indian region. Given the ocean?Catmosphere coupling during IOD events, we have examined whether the failure of standalone AGCM simulations in capturing wet Indian monsoons like 1994 can be remedied by including a simple form of coupling that allows the monsoon circulation to dynamically interact with the IOD anomalies. With this view, we have performed a suite of simulations by coupling an AGCM to a slab-ocean model with spatially varying mixed-layer-depth (MLD) specified from observations for the 1994 IOD; as well as four other cases (1983, 1997, 2006, 2007). The specification of spatially varying MLD from observations allows us to constrain the model to observed IOD conditions. It is seen that the inclusion of coupling significantly improves the large-scale circulation response by strengthening the monsoon cross-equatorial flow; leading to precipitation enhancement over the subcontinent and rainfall decrease over south-eastern tropical Indian Ocean??in a manner broadly consistent with observations. A plausible physical mechanism is suggested to explain the monsoonal response in the coupled frame-work. These results warrant the need for improved monsoon simulations with fully coupled models to be able to better capture the observed monsoon interannual variability.

The evidence on the climatic history of East Africa over the past two centuries comprises historical accounts of lake levels, observations and analyses of glacier variations, wind and current observations in the Indian Ocean, as well as raingauge measurements. East Africa experiences its rainy seasons in boreal spring and autumn, centered around April–May and October–November; the spring rains being more abundant and the autumn rains more variable. Rains tend to be abundant/deficient with slow/fast westerlies (UEQ) and Eastward Equatorial Jet (EEJ) in the upper hydrosphere of the equatorial Indian Ocean. A drastic climatic dislocation took place during the last two decades of the l9th century, manifest in a drop of lake levels, onset of glacier recession, and acceleration of UEQ and EEJ. The decades immediately preceding 1880 featured high lake stands, extensive glaciation, and slow UEQ and EEJ, as compared to the 20th century. The onset of glacier recession in East Africa after 1880 contrasts with a start of ice shrinkage in New Guinea and the Ecuadorian Andes around the middle of the l9th century. The regional circulation regime characterized by slow UEQ and EEJ in the decades prior to 1880 was conducive to extensive ice cover along with high lake stands in East Africa, and this may account for the onset of glacier recession much later than in the other mountain regions of the equatorial zone. The evolution of East African climate over the first half of the l9th century merits further exploration.

Rainfall over eastern Africa (10°S–10°N; 35°E–50°E) is bimodal, with seasonal maxima during the "long rains" of March–April–May (MAM) and the "short rains" of October–November–December (OND). Below average precipitation during consecutive long and short rains seasons over eastern Africa can have devastating long-term impacts on water availability and agriculture. Here, we examine the forcing of drought during consecutive long and short rains seasons over eastern Africa by Indo-Pacific sea surface temperatures (SSTs). The forcing of eastern Africa precipitation and circulation by SSTs is tested using ten ensemble simulations of a global weather forecast model forced by 1950–2010 observed global SSTs. Since the 1980s, Indo-Pacific SSTs have forced more frequent droughts spanning consecutive long and short rains seasons over eastern Africa. The increased frequency of dry conditions is linked to warming SSTs over the Indo-west Pacific and to a lesser degree to Pacific Decadal Variability. During MAM, long-term warming of tropical west Pacific SSTs from 1950–2010 has forced statistically significant precipitation reductions over eastern Africa. The warming west Pacific SSTs have forced changes in the regional lower tropospheric circulation by weakening the Somali Jet, which has reduced moisture and rainfall over the Horn of Africa. During OND, reductions in precipitation over recent decades are oftentimes overshadowed by strong year-to-year precipitation variability forced by the Indian Ocean Dipole and the El Niño–Southern Oscillation.

Decadal and interannual variability of the Indian Ocean Dipole
This study investigates the decadal and interannual variability of the Indian Ocean Dipole (IOD). It is found that the long-term IOD index displays a decadal phase variation. Prior to 1920 negative phase dominates but after 1960 positive phase prevails. Under the warming background of the tropical ocean, a larger warming trend in the western Indian Ocean is responsible for the decadal phase variation of the IOD mode. Due to reduced latent heat loss from the local ocean, the western Indian Ocean warming may be caused by the weakened Indian Ocean westerly summer monsoon. The interannual air-sea coupled IOD mode varies on the background of its decadal variability. During the earlier period (1948-1969), IOD events are characterized by opposing SST anomaly (SSTA) in the western and eastern Indian Ocean, with a single vertical circulation above the equatorial Indian Ocean. But in the later period (1980-2003), with positive IOD dominating, most IOD events have a zonal gradient perturbation on a uniform positive SSTA. However, there are three exceptionally strong positive IOD events (1982, 1994, and 1997), with opposite SSTA in the western and eastern Indian Ocean, accompanied by an El Nifio event. Consequently, two anomalous reversed Walker cells are located separately over the Indian Ocean and western-eastern Pacific; the one over the Indian Ocean is much stronger than that during other positive IOD events.

The relationships between the tropical Indian Ocean basin(IOB)/dipole(IOD) mode of SST anomalies(SSTAs) and ENSO phase transition during the following year are examined and compared in observations for the period 1958–2008.Both partial correlation analysis and composite analysis show that both the positive(negative) phase of the IOB and IOD(independent of each other) in the tropical Indian Ocean are possible contributors to the El Nio(La Nia) decay and phase transition to La Nia(El Nio) about one year later. However, the influence on ENSO transition induced by the IOB is stronger than that by the IOD. The SSTAs in the equatorial central-eastern Pacific in the coming year originate from subsurface temperature anomalies in the equatorial eastern Indian and western Pacific Ocean, induced by the IOB and IOD through eastward and upward propagation to meet the surface. During this process, however the contribution of the oceanic channel process between the tropical Indian and Pacific oceans is totally different for the IOB and IOD. For the IOD, the influence of the Indonesian Throughflow transport anomalies could propagate to the eastern Pacific to induce the ENSO transition. For the IOB, the impact of the oceanic channel stays and disappears in the western Pacific without propagation to the eastern Pacific.
