In this paper, we develop and apply a multi-dimensional vulnerability assessment framework for understanding the impacts of climate change-induced hazards in Sub-Saharan African cities. The research was carried out within the European/African FP7 project CLimate change and Urban Vulnerability in Africa, which investigated climate change-induced risks, assessed vulnerability and proposed policy initiatives in five African cities. Dar es Salaam (Tanzania) was used as a main case with a particular focus on urban flooding. The multi-dimensional assessment covered the physical, institutional, attitudinal and asset factors influencing urban vulnerability. Multiple methods were applied to cover the full range of vulnerabilities and to identify potential response strategies, including: model-based forecasts, spatial analyses, document studies, interviews and stakeholder workshops. We demonstrate the potential of the approach to assessing several dimensions of vulnerability and illustrate the complexity of urban vulnerability at different scales: households (e.g., lacking assets); communities (e.g., situated in low-lying areas, lacking urban services and green areas); and entire cities (e.g., facing encroachment on green and flood-prone land). Scenario modeling suggests that vulnerability will continue to increase strongly due to the expected loss of agricultural land at the urban fringes and loss of green space within the city. However, weak institutional commitment and capacity limit the potential for strategic coordination and action. To better adapt to urban flooding and thereby reduce vulnerability and build resilience, we suggest working across dimensions and scales, integrating climate change issues in city-level plans and strategies and enabling local actions to initiate a ‘learning-by-doing’ process of adaptation.

综合评述关于城市气象与边界层数值模拟的近期研究进展,主要就城市气候研究、城市能量平衡、城市热岛研究以及城市陆面过程与城市地表能量平衡模式等方面国内外主要研究工作,结合作者近期的研究工作和认识作一评述.从中提出一些现实与观点方面的问题,给出一些看法和讨论.最后,就当今比较流行并显示十分有效的城市气象和城市边界层数值模拟作一些讨论,着重对这一领域面临的现行研究和未来的挑战,提出一些思考.评述结果表明:①今后需针对我国不同气候区、不同城市特点和建筑物形态特征,开展城市气候、城市地表能量平衡、城市热岛等方面的观测与模拟研究;②在城市气象观测方法与技术导则、观测站网布局、新型观测手段的综合使用等方面的深入研究需进一步展开;③需建立基于时间、天气条件、建筑特征的简单的城市热岛强度预报方法;④可探索采用计算流体力学(CFD)模式作为"桥梁",检验并改进中尺度模式对城市地区的模拟效果.  相似文献

城市三维地质数据的组织与管理是城市三维地质信息系统建设所面临的首要难题。通过对城市地质调查成果数据和城市三维地质信息系统用户需求的分析,将城市三维地质数据抽象、概括为“两个层次、四大类别”。“两个层次”是指城市三维地质数据包括原始数据和解释成果数据这两个层次;“四大类别”则是将城市三维地质数据分为地理空间数据、原始勘察数据、专业解释数据和三维地质建模数据等四个大类,其中地理空间数据和原始勘察数据属于“原始数据”这一层次,专业解释数据和三维地质建模数据属于“解释成果数据”这一层次。论文还按照地质数据所涉及的专业标准,将城市三维地质数据划分为多个专业库,这可满足不同专业的工程人员的应用需求。根据三维地质建模的要求,特别提取出经特殊解释后的三维建模数据,以实现对地质数据的三维可视化显示与分析。这种数据组织与管理方案已经成功的应用于北京、上海等城市的三维地质数据管理和服务系统之中。  相似文献

城市热岛效应是全球与区域气候变化研究中的焦点问题。基于2001—2012年较长时间序列的北京市MODIS地表温度产品及相关NDVI和反射率产品,给出地表温度时间序列构建方法。基于站点气象观测资料进行的精度验证表明地表温度时间序列构建方法可行,并最终给出城市热岛强度的量化方案。研究选取统计学中X-11-ARIMA时间序列建模方法,分离并分析城市热岛强度时间序列的结构性成分。分析发现,以平均城乡温差为指标的北京城市热岛强度季节性特征明显,与城乡土地利用状况、季节性地表覆盖、地物热特性以及气候因子等联系密切。趋势—循环特征与城市扩张速度及入选城市区域面积相关。以已发生城市热岛区域城乡平均温差为指标的北京城市热岛强度趋势—循环特性在12年间表现平稳。时间序列建模分析提取出不规则变动成分,为定量研究偶然因素对城市热岛的影响提供了可能。  相似文献

Urban geochemistry is a unique discipline that is distinguished from general geochemistry by the complex infrastructure and intense human activities associated with concentrated population centers. As stated by Thornton (1991) “This subject is concerned with the complex interactions and relationships between chemical elements and their compounds in the urban environment, the influence of past and present human and industrial activities on these, and the impacts or effects of geochemical parameters in urban areas on plant, animal and human health.” Urban areas present special challenges to geochemists attempting to understand geochemical states and fluxes. On the 5–6 of August, 2014, the first meeting of the reorganized Urban Geochemistry Working Group of the International Association of GeoChemistry (IAGC) was held in Columbus, Ohio, United States. Two goals of the meeting were to develop the overall scope, and a general definition of urban geochemistry. Five grand themes were developed: 1) recognizing the urban geochemical signature; 2) recognizing the legacy of altered hydrologic and geochemical cycles in urban environments; 3) measuring the urban geochemical signature; 4) understanding the urban influence on geochemical cycles from the continuous development and erosion of physical infrastructure and episodic perturbations; and 5) relating urban geochemistry to human and environmental health and policy. After synthesizing the discussion of these themes we offer the following perspective on the science of urban geochemistry building on the work of Thornton (1991): Urban geochemistry as a scientific discipline provides valuable information on the chemical composition of environments that support large populations and are critical to human health and well-being. Research into urban geochemistry seeks to 1) elucidate and quantify the sources, transport, transformations, and fate of chemicals in the urban environment, 2) recognize the spatial and temporal (including legacies) variability in these processes, and 3) integrate urban studies into global perspectives on climate change, biogeochemical cycles, and human and ecosystem health. We hope that this discussion will encourage other geochemists to engage in challenges unique to urban systems, as well as provide a framework for the future of urban geochemistry research.  相似文献

The modification of land use is known to be a major climate change driver to the local warming and air quality in cities. Despite the reduction of NOx over the years, the Selangor state has captured a higher level of O_3 in year 2011. The measurement result has shown that the surge in O_3 level was attributed to the reduction of NO_x/NMHC ratio. This paper hence attempted to identify the role of land use change from 1999 to 2011 on the ground ozone air quality in the tropical urban conurbation, Greater Kuala Lumpur(GKL), Selangor, Malaysia. With the state-of-the-art chemical weather prediction tool, WRFChem, the external synoptic factors and emission inventory were controlled when comparing the chronological land use changes. The results showed that the urban-induced temperature and wind bias in the tropical region has induced stronger wind to disperse the NO_x and carries the TVOC from the suburban to the downwind urban region. The reduction of NO_x/TVOC has gradually shifted towards the optimum O_3 formation regime in 2011. The formation of highly concentrated ozone becomes more sensitive to the increment of TVOC as the NO_x level reduces in the urban. This highlights the essential involvement of TVOC in the ozone formation in lieu of the NOx reduction in the tropical city, a region with growing emitter of reactive biogenic ozone precursors.  相似文献

With over 40% of the water supply of Western and Eastern Europe coming from urban aquifers, efficient and cost-effective management tools for this resource are essential to maintain the quality of life. However, the increasing concerns about the environmental impacts of water projects and their increasing economic costs mean that traditional planning concepts, which assume unlimited supplies of potable water, must be questioned. This includes the source of the water supply and its appropriate use. Urban transport systems and the provision of water have been identified as the most critical factors that determine the future of cities in this century. The objective of an interdisciplinary research project presented in this paper is to identify and develop systems and technologies and integrative processes and analytical tools, which are commercially valuable, scientifically robust and which improve the cost effectiveness of urban water services, in line with the programs vision of ecological sustainability. As part of this program, a software tool has been developed to estimate the water flows and contaminant loads within the urban water system. This paper presents first modelling results of water and contaminant flows through the existing urban water, wastewater and stormwater systems, from source to discharge point.  相似文献

We examined the anthropogenic and natural causes of flood risks in six representative cities in the Gangwon Province of Korea. Flood damage per capita is mostly explained by cumulative upper 5% summer precipitation amount and the year. The increasing flood damage is also associated with deforestation in upstream areas and intensive land use in lowlands. Human encroachment on floodplains made these urban communities more vulnerable to floods. Without changes in the current flood management systems of these cities, their vulnerability to flood risks will remain and may even increase under changing climate conditions.  相似文献

Urban areas are the main sources of greenhouse gas (GHG) emissions. Previous studies have identified the effectiveness of better urban design on mitigating climate change and land-use patterns in cities as important factors in reducing GHG by local governments. However, studies documenting the link between land-use and GHG emissions are scant. Therefore, this study explores the driving forces of land-use change and GHG emission increments in urban areas and investigates their correlations. The study area, Xinzhuang, is a satellite city of Taipei that has rapidly urbanized in the past few decades. Twenty-one potential variables were selected to determine the driving forces of land-use change and GHG emission increments by binomial logistic regression based on the investigation data of national land use in 1996 and 2007. The correlation of land-use change and GHG increments was examined by Spearman rank-order analysis. Results of logistic regression analysis identified that population and its increasing density rate are main driving forces on both land-use change and GHG increments. The Spearman rank correlation matrix indicates that fluctuating urbanization level is significantly correlated with the increase of total GHG emissions, the emissions of residence, commerce, and transportation sectors in neighborhoods; and the emissions of residence and transportation sectors seem closely connected to current urbanization level. The findings suggest that relationships among land-use, urbanization, and GHG emissions in urban areas vary greatly according to residence and transportation characteristics. Land-based mitigation may provide the most viable mechanism for reducing GHG emissions through residence and transportation sectors.  相似文献
