Conservation of land resources is a promising strategy for sustainable agricultural intensification in order to adapt dryland farming systems to climate, market and other stresses. At a local level, factors that drive the adoption of conservation measures operate and interact in specific ways. Linking our knowledge of the local specifications of these drivers to regional and global patterns of vulnerability can significantly enhance our understanding of land-based adaptation to global change. However, the factors that influence the adoption of conservation practices remain actively debated. Therefore, this study presents a meta-analysis of case studies that investigate the adoption of soil and water conservation measures, as an important approach to resource conservation. Synthesising 63 adoption cases in the drylands of western Africa, this meta-analysis reveals a multitude of factors that drive the adoption of soil and water conservation practices. The drivers differ strongly between particular practices and methods of analysis used in the case studies. Contributing to the broader debate on resource conservation, the findings highlight the adoption of soil and water conservation measures as an emergent property of farming systems. They demonstrate the need to better understand the socio-ecological foundation of adoption and the pathways along which adoption evolves in space and time. This study concludes with methodological principles to advance future research on the factors that drive the adoption of soil and water conservation measures as a pre-requisite of improving land-based adaptation efforts.  相似文献

The global summer monsoon precipitation (GSMP) provides a fundamental measure for changes in the annual cycle of the climate system and hydroclimate. We investigate mechanisms governing decadal-centennial variations of the GSMP over the past millennium with a coupled climate model’s (ECHO-G) simulation forced by solar-volcanic (SV) radiative forcing and greenhouse gases (GHG) forcing. We show that the leading mode of GSMP is a forced response to external forcing on centennial time scale with a globally uniform change of precipitation across all monsoon regions, whereas the second mode represents internal variability on multi-decadal time scale with regional characteristics. The total amount of GSMP varies in phase with the global mean temperature, indicating that global warming is accompanied by amplification of the annual cycle of the climate system. The northern hemisphere summer monsoon precipitation (NHSMP) responds to GHG forcing more sensitively, while the southern hemisphere summer monsoon precipitation (SHSMP) responds to the SV radiative forcing more sensitively. The NHSMP is enhanced by increased NH land–ocean thermal contrast and NH-minus-SH thermal contrast. On the other hand, the SHSMP is strengthened by enhanced SH subtropical highs and the east–west mass contrast between Southeast Pacific and tropical Indian Ocean. The strength of the GSMP is determined by the factors controlling both the NHSMP and SHSMP. Intensification of GSMP is associated with (a) increased global land–ocean thermal contrast, (b) reinforced east–west mass contrast between Southeast Pacific and tropical Indian Ocean, and (c) enhanced circumglobal SH subtropical highs. The physical mechanisms revealed here will add understanding of future change of the global monsoon.  相似文献

Increased understanding of global warming and documentation of its observable impacts have led to the development of adaptation responses to climate change around the world. A necessary, but often missing, component of adaptation involves the assessment of outcomes and impact. Through a systematic review of research literature, I categorize 110 adaptation initiatives that have been implemented and shown some degree of effectiveness. I analyze the ways in which these activities have been documented as effective using five indicators: reducing risk and vulnerability, developing resilient social systems, improving the environment, increasing economic resources, and enhancing governance and institutions. The act of cataloging adaptation activities produces insights for current and future climate action in two main areas: understanding common attributes of adaptation initiatives reported to be effective in current literature; and identifying gaps in adaptation research and practice that address equality, justice, and power dynamics.  相似文献

The UK Government’s first National Adaptation Programme seeks to create a ‘climate-ready society’ capable of making well-informed and far-sighted decisions to address risks and opportunities posed by a changing climate, where individual households are expected to adapt when it is in their interest to do so. How, and to what extent, households are able to do this remains unclear. Like other developed countries, research on UK adaptation has focused predominately on public and private organisations. To fill that gap, a systematic literature review was conducted to understand what actions UK households have taken in response to, or in anticipation of, a changing climate; what drives or impedes these actions; and whether households will act autonomously. We found that UK households struggle to build long-term adaptive capacity and are reliant upon traditional reactive coping responses. Of concern is that these coping responses are less effective for some climate risks (e.g. flooding); cost more over the long-term; and fail to create household capacity to adapt to other stresses. While low-cost, low-skill coping responses were already being implemented, the adoption of more permanent physical measures, behavioural changes, and acceptance of new responsibilities are unlikely to happen autonomously without further financial or government support. If public policy on household adaptation to climate change is to be better informed than more high-quality empirical research is urgently needed.  相似文献

The climate negotiations recognize that adequate and additional funds are needed to assist adaptation in developing countries. This article analyses whether a future 2% or any higher adaptation levy (AL) can achieve this, whether it causes – as it is a tax on the Clean Development Mechanism (CDM) – a significant excess burden, and how it alters the relation between adaptation financing and mitigation. While former studies have focused on single AL levels, this article determines the transfers from the CDM and the AL for a range of emission reduction targets and AL levels with a partial equilibrium model based on marginal abatement cost estimates for 2020. Revenues from a 2% AL are negligible and remain inadequate for ambitious emission reductions and an AL that maximizes transfers (e.g. US$15 billion for 30% reduction target). Revenues are mostly subtracted from CDM transfers, so little additional funds are raised (e.g. less than $2.4 billion for 30% reduction target). Adaptation financing increases disproportionally with more stringent reduction targets for a rising levy, and the share of Annex I country expenditures devoted to transfers increases slightly. Both effects are only small. The excess burden is larger than 85% of the additional funds.

Policy relevance

Financing adaptation in developing countries has become a cornerstone of a global climate agreement. The mechanism for raising additional funds has not yet been determined. This article assesses the potential of upscaling one option that is already in place under the Kyoto Protocol: the 2% AL on the CDM. It is estimated that even a much higher AL does not generate substantial additional funds, mainly redistributes transfers within non-Annex I countries, does so at social costs in the same order of magnitude as additional funds, and increases the share of Annex I country expenditures devoted to transfers. It is unwise to link mitigation and adaptation as CDM and AL jointly do, since this taxes a beneficial activity. Financial instruments with transfers that decrease with or are independent from climate protection would be preferable.  相似文献

There is much scholarly and policy interest in the role that international finance could play in closing the financing gap for community adaptation initiatives. Despite the interest, the overall amount of international adaptation finance that has reached local recipients remains low. What makes internationally-financed climate change adaptation projects focus on investment at the community level is particularly poorly understood. This study systematically assesses conditions that influence the focus on vulnerable local communities in internationally-financed adaptation projects. Using the Adaptation Fund (AF) under the Kyoto Protocol as the case study, we apply fuzzy-set Qualitative Comparative Analysis (QCA) to analyze 30 AF projects to identify specific configurations of conditions that lead to a stronger or weaker community focus in project design. We find that the absence of high exposure to projected future climate risks is a necessary condition for a weaker community focus in AF projects. Three configurations of sufficient conditions are identified that lead to a stronger community focus. They involve the contextual factors of projected future climate risks, civil society governance, and access modality to AF financing. In particular, AF projects with a stronger community focus are stimulated by the sole presence of higher exposure to projected future climate risks in a group of countries, and by the complementary roles of civil society governance and the access modality to the AF in others. These findings contribute new insights on how to enhance local inclusiveness of global climate finance.  相似文献

The paper considers the extent to which social–ecological systems research might contribute to an improved understanding of the social and environmental impacts of teleconnections inherent in economic globalisation. Recognising the importance and specificity of regional interconnections, wherein actions in certain parts of the world impact quite specifically on the sustainability of certain other spatially distant places and systems, the paper reflects on the social and environmental implications of increasingly interconnected agri-food systems and intersecting global commodity chains. Key elements of social–ecological systems approaches, which have purported relevance to research on globalisation, are critically examined, and aspects of social–ecological systems thinking that pose challenges for its application in this context are considered. Wider implications and limitations of social–ecological systems approaches to research and practice in (global) governance for sustainability are discussed. The general conclusion is that social–ecological systems research may offer insights into the governance of social and environmental impacts of agri-food systems and other complex systems at certain scales. However, the formal utility of concepts like resilience, vulnerability and adaptability becomes considerably less clear as research turns to analyses of larger, complex, globally teleconnected systems, where the main contribution of such concepts may lie in their metaphorical appeal to important aspects of interconnectivity and interdependence.  相似文献

With poverty alleviation and sustainable development as key imperatives for a developing economy like India, what drives the resource-constrained state governments to prioritize actions that address climate change impacts? We examine this question and argue that without access to additional earmarked financial resources, climate action would get overshadowed by developmental priorities and effective mainstreaming might not be possible. A systematic literature review was carried out to draw insights from the current state of implementation of adaptation projects, programmes and schemes at the subnational levels, along with barriers to mainstreaming climate change adaptation. The findings from a literature review were supplemented with lessons emerging from the implementation of India’s National Adaptation Fund on Climate Change (NAFCC). The results of this study underscore the scheme’s relevance.

Key policy insights
  • Experience with NAFCC implementation reveals that states require sustained ‘handholding’ in terms of financial, technical and capacity support until climate change issues are fully understood and embedded in the policy landscape.

  • Domestic sources of finance are critically important in the absence of predictable and adequate adaptation finance from international sources.

  • The dedicated window for climate finance fosters a spirit of competitive federalism among states and encourages enhanced climate action.

  • Enhanced budgetary allocation to NAFCC to strengthen the state-level adaptation response and create capacity to mainstream climate change concerns in state planning frames, is urgently needed.

Climate adaptation is not a neutral or apolitical process, but one that ignites social resistance. Government responses to risks of floods, droughts, or hurricanes – even those using a language of participation – might follow historical development pathways, strive to maintain the status quo, and directly or indirectly serve elite interests. Little attention has been paid to how people defy or resist top-down adaptation processes, overtly or covertly, in particular cultural, historical, and legal contexts. Drawing on sociological thought on popular resistance, this paper systematises research on people’s resistance to climate adaptation by scrutinising the sites, repertoires, and consequences of such resistance. We identified overt and covert resistance in 56 scientific adaptation articles, which concentrated on 5 ‘sites’ of resistance: Rural livelihoods, Urban informal settlements, Islands, First Nations, and Institutional landscapes. The findings imply that resistance to adaptation occurs globally, and not least in the context of relocation processes and participatory adaptation. We show how a resistance lens can help understand contemporary political behaviours, shed light on dynamic and compound vulnerability, and’unlock’ more context-sensitive and even transformative adaptation. Meanwhile, resistance and popular movements are not only progressive, and there might be conceptual barriers to moving from resistance to transformation or reconciling resistance with actions by or with the state.  相似文献

In response to substantial deforestation over many decades, large scale reforestation programs are being implemented across many tropical developing countries. Examples include the United Nations Billion Trees Campaign, the National Greening Program in the Philippines, and the 5 million ha reforestation program in Vietnam. However, while substantial investments are being made in reforestation, little information exists on the drivers influencing reforestation success and how these interact to determine environmental and socio-economic outcomes. In this study we surveyed 43 reforestation projects on Leyte Island, The Philippines to identify the drivers that most influence reforestation success as measured by key indicators drawn from the literature, including interactions between drivers and between drivers and indicators. We investigated 98 potential success drivers, including technical and biophysical factors; socio-economic factors; institutional, policy and management factors; and reforestation project characteristics. We also measured 12 success indicators, including forest establishment, forest growth, environmental and socio-economic success indicators. Stepwise multiple regressions were used to identify significant relationships among drivers and indicators and this analysis was used to develop a system of driver and indicator relationships. Based on this we found that revegetation method, funding source, education and awareness campaigns, the dependence of local people on forests, reforestation incentives, project objectives, forest protection mechanisms and the condition of road infrastructure were highly connected drivers that influenced multiple success indicators either directly or indirectly. We conclude that policies targeting revegetation methods, socioeconomic incentives, forest protection mechanisms, sustainable livelihoods, diversification of funding and partnerships, technical support, and infrastructure development are likely to have a broad systemic and beneficial effect on the success of reforestation programs in tropical developing countries.  相似文献

It is often claimed that mitigation of greenhouse gases and adaptation to climate change are complementary strategies. If this means that it will usually be optimal to use both mitigation and adaptation to deal with climate change; and that a perceived increase in the damages caused by climate change should require an increase in both mitigation and adaptation, then simple economic analysis would support such an interpretation. However, complementarity has a more technical meaning in economics, which implies if the costs of mitigation fell, then the optimal response would be to increase the level of both mitigation and adaptation. We develop a range of economic models to explore the relationship between mitigation and adaptation; and show that in general adaptation and mitigation will be substitutes. We also find that it is possible for complementarity to occur in the special case where adaptation costs depend on the amount of mitigation.  相似文献

Place-based adaptation planning is an approach to address cross-sectoral and multi-level governance concerns as well as to build local adaptive capacity in vulnerable resource-dependent communities facing the adverse impacts of climate change. In contrast, sector-based adaptation planning focuses on addressing climate change impacts on individual economic sectors (e.g. fisheries or forestry) or sub-sectors (such as lobsters or timber). Yet, linking sectoral approaches with local adaptation policies is challenging. More effort is needed to identify opportunities for complementary adaptation strategies and policy integration to foster multiple benefits. In this article, we use a case study of fishery sector resources and municipal adaptation planning in Nova Scotia to demonstrate how meaningful entry points could catalyse policy integration and lead to co-benefits across multiple levels and stakeholder groups. Drawing on a fisheries systems and fish chain framework, we identify and assess several entry points for policy integration across sector- and place-based adaptation domains within coastal habitats, as well as harvesting, processing, and marketing sectors. The analysis highlights the multiple benefits of integrating local municipal adaptation plans with multi-scale resource sectors especially towards monitoring ecosystem changes, protecting essential infrastructure, and securing local livelihoods.

POLICY RELEVANCE

Climate change is having a growing impact on coastal communities around the world, with consequences for sea-level rise, critical habitats, essential infrastructure, and multiple economic sectors and industries. This Canadian case study demonstrates how municipal adaptation initiatives can be complementary to sector-based adaptation at both local and regional levels through various entry points across commodity production chains. Policy integration across place-based and sector-based adaptation processes should lead to multiple benefits such as conserving marine biodiversity, protecting essential infrastructure, and securing livelihoods. Our analysis, which focuses specifically on the fishery sector and coastal communities, shows that these co-benefits may arise particularly in such coastal-marine systems and provide policy lessons to terrestrial systems and other sectors.  相似文献

Reducing Emissions from Deforestation and forest Degradation (REDD+) has emerged as a promising climate change mitigation mechanism in developing countries. In order to identify the enabling conditions for achieving progress in the implementation of an effective, efficient and equitable REDD+, this paper examines national policy settings in a comparative analysis across 13 countries with a focus on both institutional context and the actual setting of the policy arena. The evaluation of REDD+ revealed that countries across Africa, Asia and Latin America are showing some progress, but some face backlashes in realizing the necessary transformational change to tackle deforestation and forest degradation. A Qualitative Comparative Analysis (QCA) undertaken as part of the research project showed two enabling institutional configurations facilitating progress: (1) the presence of already initiated policy change; and (2) scarcity of forest resources combined with an absence of any effective forestry framework and policies. When these were analysed alongside policy arena conditions, the paper finds that the presence of powerful transformational coalitions combined with strong ownership and leadership, and performance-based funding, can both work as a strong incentive for achieving REDD+ goals.

Key policy insights

  • The positive push of already existing policy change, or the negative stress of resource scarcity together with lack of effective policies, represents institutional conditions that can support REDD+ progress.

  • Progress also requires the presence of powerful transformational coalitions and strong ownership and leadership. In the absence of these internal drivers, performance-based funding can work as a strong incentive.

  • When comparing three assessments (2012, 2014, 2016) of REDD+ enabling conditions, some progress in establishing processes of change can be observed over time; however, the overall fluctuation in progress of most countries reveals the difficulty in changing the deforestation trajectory away from business as usual.

The planetary boundaries framework proposes quantitative global limits to the anthropogenic perturbation of crucial Earth system processes, and thus marks out a planetary safe operating space for human activities. Yet, decisions regarding resource use and emissions are mostly made at less aggregated scales, by national and sub-national governments, businesses, and other local actors. To operationalize the planetary boundaries concept, the boundaries need to be translated into and aligned with targets that are relevant at these decision-making scales. In this paper, we develop a framework that addresses the biophysical, socio-economic, and ethical dimensions of bridging across scales, to provide a consistently applicable approach for translating the planetary boundaries into national-level fair shares of Earth’s safe operating space. We discuss our findings in the context of previous studies and their implications for future analyses and policymaking. In this way, we link the planetary boundaries framework to widely-applied operational and policy concepts for more robust strong sustainability decision-making.  相似文献

Crop production in the tropics is subject to considerable climate variability caused by the El Niño-Southern Oscillation (ENSO) phenomenon that is likely to become even more pronounced during the twenty-first century. Little is known about the impact of ENSO-related drought on crop yields and food security, especially at the household level. This paper seeks to contribute to closing this knowledge gap with a case study from Central Sulawesi, Indonesia. Its main objective is to measure household resilience towards drought periods and to identify its influencing factors to deduce policy implications. Using indicators for consumption expenditures, we construct an index measuring household drought resilience; we then apply an asset-based livelihood framework to identify its determinants. Most of the drought-affected farm households are forced to substantially reduce expenditures for food and other basic necessities. Households’ drought resilience is strengthened by the possession of liquid assets, access to credit, and the level of technical efficiency in agricultural production. The results suggest a number of policy recommendations, namely improvement of the farmers’ access to ENSO forecasts, the provision of credit and savings products to facilitate consumption smoothing, and the intensification of agricultural extension in view of low levels of productivity found in agricultural production.  相似文献

The role of short- and long-term climate predictions in determining the success of adaptation to climate change is investigated. A simple theoretical model that captures the relationship between adaptive performance, decision structure, and prediction accuracy at different temporal scales is developed, and its implications deduced. It is shown that users who face high adjustment costs (i.e. are inflexible) depend more heavily on accurate long-term predictions than those who are able to adjust their adaptation strategies at low cost. However, the constraints on the accuracy of long-term predictions in order for them to be ‘accurate enough’ to be recommended unreservedly are strongest for precisely those users who desire them most. There are thus intrinsic structural limitations to the utility of long-term predictions for adaptive decision making. In addition, the heterogeneous dependence of adaptive performance on predictions at different temporal scales gives rise to a resource allocation problem for investments aimed at improving predictions so as to maximize their social benefits. It is suggested that an explicit distributional framework that matches users’ needs with scientific feasibility is needed in order to guide such investments, and key issues any such framework will need to address are discussed.  相似文献

Seasonal forecasts have potential value as tools for the management of risks due to inter-annual climate variability and iterative adaptation to climate change. Despite their potential, forecasts are not widely used, in part due to poor performance and lack of relevance to specific users’ decision problems, and in part due to a variety of economic and behavioural factors. In this paper a theoretical model of perceived forecast value is proposed and applied to a stylized portfolio-type decision problem with wide applicability to actual forecast users, with a view to obtaining a more complete picture of the determinants of perceived value. The effects of user wealth, risk aversion, and perceived forecast trustworthiness, and presentational parameters, such as the position of forecast parameter categories, and the size of probability categories, on perceived value is investigated. Analysis of the model provides several strong qualitative predictions of how perceived forecast value depends on these factors. These predictions may be used to generate empirical hypotheses which offer the chance of evaluating the model's assumptions, and suggest several means of improving understanding of perceived value based on qualitative features of the results.  相似文献
