论我国行政许可撤销程序中的告知制度

行政许可撤销是行政审批制度的重要一环,但是《行政许可法》却没有对行政许可撤销程序作出明确的规定,导致行政许可撤销制度中存在条件不清、责任不明、随意性较大等问题,这是立法上的一大缺陷。在行政许可撤销程序上设置告知制度,能更好地维护当事人的合法权益,保障和监督行政机关依法行政。
