基于第三次国土调查成果的专项调查应用探讨——武陵源区耕地后备资源调查工作启示

第三次国土调查主体成果土地利用现状数据库已经通过国家验收,并迅速得到广泛的应用1]o然而,如何正确有效利用“三调”数据以及如何与其它专题数据相结合,获得最佳的应用效果是后期工作需要探讨和研究的问题。本文探讨了利用“三调”数据与自然资源、林业、水利、农业农村、生态环境等部门专题数据相结合的技术方法,开展武陵源区耕地后备资源调查,从资料收集整理、分析利用、工作流程、技术标准、检查验收等全方位总结了“三调”成果的应用方法、经验与教训。通过调查的结果对比分析,认为全面收集资料、充分利用资料、严守工作程序、执行科学标准、多方协同验收等是高效利用“三调”数据和高质量完成耕地后备资源调查工作的重要启示。

Discussion on the Application of Special Investigation Based on the Third National Land Survey--Enlightenment of Investigation on Cultivated Land Reserve Resources in Wulingyuan District

The main results of the third national land survey is land use status database,which has passed the national acceptance,and quickly been widely used.However,how to correctly and effectively use the‘the third national land survey’data and how to combine them with other thematic data to obtain the best application effect is a problem that needs to be studied in the later work,This paper discusses the investigation on Cultivated Land Reserve Resources in Wulingyuan District using the tcchnical methods combined the data of‘the third national land survey’and the thematic data from departments of forest-grass,water conservancy,agriculture and planning.This paper contains the application methods,experience and lessons of‘the third national land survey’summarized by data collection,analysis and utilization,workflow,technical standards,inspection and acceptance.Through the comparative analysis of the survey results,it is considered that comprehensive collction of data,full use of data,strict adherence to working procedures,implementation of scientific standards,and multi-party collaborative acceptance are important to the efficient use of‘the third national land survey’data and high-quality completion of cultivated land reserve resources survey.
