自然资源动态监管体系研究

通过对自然资源综合监管过程中各项业务的分析统计,抓住各业务的控制点,形成关键指标,建立了自然资源监管指标体系,指标体系分为3个一级类指标、12个二级类指标和112个指标项。利用建立的监管指标体系实现了对自然资源地政业务“批、供、用、补”,矿政业务“勘、采、用、储”,地质灾害“调查、监测、防治”和执法检查“发现、查处”的一体化全过程决策分析和实时监管。研究结果为全面提升自然资源监管、应急指挥和服务决策水平,为提高自然资源管理效率和行政效能提供了很好的理论和技术支撑。

Research on Dynamic Supervision System of Natural Resources

Through the statistical analysis of the comprehensive management of natural resources in the process of the business,this paper seized the business control point,formed key indicators,and established the index system of natural resource regulation,which is divided into three first level indicators,twelve secondary indicators,and one hundred and twelve indexes.Supervision indicators system established by the realization of land administration business"grant,supply,use,supplement",mining business"exploration,mining,use,storage",geological disaster business"survey,monitoring,prevention and treatment",and the law enforcement inspection business"detect,investigate and treat",which is the integration of the whole process of decision analysis and real-time monitoring.The result is to raise the overall supervision of natural and resources,emergency command,decision-making and service levels,to provide a good theoretical and technical support for improving management efficiency and administrative effectiveness of natural resources.
