2011年云南省第九次党代会做出了发展高原特色农业的战略部署,对云南气象服务工作提出了更高的要求.本文阐述了气象服务于高原特色农业服务体系建设的基本思路与总体方案,详细介绍了建设目标与原则,明确了包括机构设置、观测体系、业务体系、专项服务、人才培养、合作机制在内的主要建设内容,提出了整体行动路径与分阶段的实施步骤,对气象服务云南高原特色农业服务体系的建设做出了整体的规划.

The Meteorological Service System Construction of Characteristic Agriculture in Yunnan Plateau

In 2011, the 9th party congress of Yunnan province deployed the development strategy of plateau characteristic agriculture, putting forward high requirements for meteorological service. In this paper, the basic thought and whole scheme for constructing mete-orological service system serving for Yunnan plateau characteristic agriculture was described. The construction goal and the principle was introduced in detail, and main contents of system construction was illuminated, including organization establishment, observation system, service architecture, special service, talent training, and cooperation mechanism. Moreover, the path integral with the phased implementation steps were presented. The overall construction planning of meteorological service system serving for Yunnan plateau characteristic agriculture was made.
