不动产登记协同共享平台建设研究

不动产登记是《中华人民共和国物权法》确立的一项物权制度,《不动产登记暂行条例》于2015年3月1日落地实施.目前我国不动产统一登记信息管理基础平台建设顺利开展.不动产登记协同共享平台是不动产登记信息管理基础平台的重要组成部分,支撑国土、住建、农业、林业、海洋等部门相关业务信息实时互通共享.建设不动产登记协同共享平台是各级不动产登记机构的共同任务,要强化部门间协同,保证不动产登记的相关系统、数据与横向相关部门系统、数据之间的紧密衔接,确保登记信息与相关部门信息互通共享,消除"信息孤岛".本文从不动产登记协同共享平台的定位、协同共享机制、协同共享内容、技术方式等方面进行了研究,并以超图公司的不动产登记协同共享平台解决方案为例,介绍了不动产登记中心与住建房产交易部门的共享.实践证明,通过不动产登记协同共享平台的建设,可以明显减少不动产登记的办理时间,有效地规避登记风险.

Research on Collaborative Sharing Platform of Real Estate Registration

Real estate registration is a property system established by the property law of the People's Republic of China. The Provi-sional Regulations on the registration of real property fall to the ground in March 1, 2015. At present, China's real estate unified regis-tration and information management infrastructure platform carried out smoothly. Real estate registration collaborative sharing platform is an important part of the real estate registration information management infrastructure platform, used for real-time information sha-ring and exchange among land, housing construction, agriculture, forestry, marine, and other related departments. The construction of real estate registration collaborative sharing platform is a common task in real estate registration agencies at all levels. To eliminate the "information island" among departments, information sharing and exchange ( including systems and data in different departments) is necessary through strengthening the cooperation of all related departments. Several characteristics of the real estate registration col-laborative sharing platform including its positioning, collaborative sharing mechanism, collaborative sharing content and sharing tech-nology are discussed in the paper. SuperMap GIS is used to construct real estate registration collaborative sharing platform. And case study is conducted about information sharing between the real estate registration center and the department of housing property transac-tion through the platform. Practice has proved that the constructed real estate registration collaborative sharing platform significantly re-duces the real estate registration and processing time, and the registration risk.
