基于GIS的县级国土空间规划“三区三线”划定研究--以霞浦县为例

以主体功能区规划为基础,划定“三区三线”是编制县级国土空间规划的前提。本文以霞浦县为例,基于资源环境承载能力评价与国土空间开发适宜性评价(以下简称“双评价”),利用GIS技术手段,开展陆海全覆盖“三区三线”的划定。把陆海统筹作为重要原则,通过霞浦县空间规划“三区三线”划定的实践研究,总结问题与不足,为沿海地区开展县级国土空间规划“三区三线”划定工作提供参考与借鉴。

Research on the Delimitation of "Three Zones and Three Lines " in the Land Spatial Planning at County Level Based on GIS: A Case Study of Xiapu County

On the basis of the main functional zone planning,the demarcation of"three zones and three lines"is the premise of the land spatial planning at county level.Taking Xiapu county as an example,based on the assessment of the carrying capacity of resources and environment and the suitability assessment of land and space development(hereinafter referred to as"double assessment"),this paper uses GIS technology to delimit"three zones and three lines"covering the whole land and sea.Taking land and sea integration planning as an important principle,this paper summarizes the problems and deficiencies through the practical research on the delimitation of"three zones and three lines"in Xiapu county spatial planning,so as to provide reference for the delimitation of"three zones and three lines"in land spatial planning at county level in coastal areas.
