| 摘 要： | 总结了国内外生态补偿的现状以及湖南省目前采取的湿地生态补偿政策,提出了湿地生态等级补偿机制。在建立湿地生态等级评价指标体系的基础上,通过专家打分方法,确定湿地生态等级,以湖南省人均可支配收入中的经营性收入为标准,以行政区域为计算单位,实施湿地等级补偿。

Graded Ecological Compensation for Wetland |

| Abstract: | Current status of ecological compensation in China and abroad (e.g. Latin American countries, some European countries) and policies of ecological compensation for wetland currently implemented in Hunan Province were reviewed, proposing a graded ecological compensation system. Based on establishment of indicators for wetland ecological grades, through specialist evaluation and scoring, wetland ecological grade were determined, and graded compensation for wetland was implemented according to the operational income out of the average disposable income per capita in Hunan Province and calculated on administrative region. |
