It is very important for the development of a country or region ocean economy whether it is reasonable or not. On the base of demonstrating the basic development routine of Liaoning ocean industry, the ocean industry construction was analyzed, then the support and dominant industry was determined and the shortcomings of ocean industry construction was pointed out, and at last the countermeasures for its optimization and upgrade were put forward which were significant for ocean economy healthy and sustainable development in Liaoning Province.
