高新区业主自治模式的治理绩效——以中关村软件园为例

目前,高新区的治理或以政府主导的治理路径或以市场主导的治理路径,这种单一的治理模式逐渐暴露出很多问题,需要探索一种综合的高科技园区的治理模式。以中关村软件园为例,对其提出的企业参与式的业主自主治理路径进行理论总结,通过结构方程模型分析该治理路径对园区治理绩效是否有效。研究表明:业主自治的内部和外部机制均对高新区治理绩效有积极影响,业主自治治理路径可为其他园区治理提供借鉴。

Owner Autonomy Path Performance Research of High-tech Zone:A Case of Zhongguancun Software Park

At present , the governance of high-tech zone is led by government or market , this simply model of governance gradually exposed many problems , so it is need to explore an integrated governance model of high-tech zones.As a case of Zhongguancun Software Park , this paper summarizes the owner autonomy path of industries par-ticipation , verifying the effectiveness of the performance by structural equation model .It shows that the internal and external mechanism of the owner autonomy has a positive effect on the performance of the high -tech zone .The owner autonomous path can provide reference for other high-tech zone .
