摘    要:为量化农村宅基地整治潜力价值和整治开发成本,促进农村宅基地有偿退出工作的开展,探索农村宅基地整治潜力测算方法体系,运用人均标准法、户均标准法、闲置率法、层次分析法(AHP)及土地估价中的年收益法、综合基准地价法、土地出让溢价法构建测算模型,测算农村宅基地整治潜力、潜力价值和整治成本。研究表明:农村宅基地综合整治价值与整治成本基本持平,测算模型程序科学,方法简便易于操作,对河南省濮阳市的案例研究结果客观实际,可从定量的角度为农村宅基地整治、有偿退出和新型城镇化建设提供测算方法和数据参考。

Abstract:To speed up the pace of construction of new urbanization and to promote urban and rural development,rural homestead potential remediation calculation methods are explored in the paper.Analytic hierarchy process (AHP) and land valuation related valuation method are used to construct the measurement model,estimates of potential regulation,and the potential value of the remediation costs are calculated.The rural homestead improvement potential forecast model is built on the principle of coordinated development of urban and rural.The empirical estimation results is objective realistic,and provides data and reference from a quantitative point for the homestead renovation and new construction of rural urbanization.
