城市水域问题与休闲旅游利用国际经验

我国城市光艳的外表已为绝大多数发达国家城市所不及,但城市水域,特别是位于阴暗角落不被关注的城乡结合部、行政区划过渡地带、部门属地分界线等处的河网水体及其岸滩,常年积污纳垢,沦为景观美化与环境保护的"公地悲剧",成为威胁民生的顽疾。实地踏勘了上海、北京、大连等城市水域,也实地考察了美国芝加哥、纽约、圣安东尼奥、迈阿密等城市水域,发现中美两国城市水域环境差别很大。发达国家以美化水域景观和开展休闲旅游的方式维护水域治理成果,这种提高国民幸福感的经验值得借鉴。

Urban Waters Problems and Its International Experience of Leisure Tourism Utility

Urban waters,particularly river water and the beach that is not interested in the dark corners,transition zone of administrative divisions and department territorial boundaries,a lot of garbage has been accumulated year after year,has become "tragedy of the commons" of landscaping and environmental protection.The authors of this paper not only carried out fieldwork of waters in Shanghai,Beijing,Dalian and other cities in China,but also inspected waters in Chicago,New York,San Antonio and Miami and other cities abroad.Based on this inspection,this paper found urban waters environment were very different between China and America.Developed countries carry out waters maintenance through beautifying waters landscape and waters leisure tourism,this experience which has improved national happiness is worth learning.
