THE DEVELOPMENT STRATEGY OF SHENQUAN HARBOR IN HUILAI COUNTY FROM THE VIEW POINT OF MODERN FISHERY HARBOR ECONOMIC ZONE

The development of modern port has shown some new tendencies, such as immediate and combined transport, large scale and integrated function, automation and diversification, etc. As one kind of port, fishery harbor is also facing some opportunities. Construction modern fishery harbor economic zone should be the best way for the further development of traditional fishery harbor. The principles of modern fishery harbor construction are modernization and industrialization of port, industrial concentralization, urbanization of fishing village, and improvement of ecological environment. The key issues are the selection of predominant industry, the definition of economic zones and the land use planning of harbor town. As one of the four most famous fishery harbors in Guangdong, Shenquan has its advantages, such as long fishery history, abundant fish and tourism resources, long shore-line, and considerable scale of fishery economy. But it is still facing some problems, such as simple fishery economic structure, poor management and low technology, silting up of the waterway and lack of shoreline planning, etc. The development strategy of Shenquan harbor from the view point of modern fishery harbor economic zone is suggested: 1) Organize economic development and town construction around the fishery harbor, 2) pay more attention to development of the town proper and Aojiao village, 3) develop three systems which are aquatic production processing system, logistics system, and trade and quality control system, 4) develop five bases which are ship building base, aquaculture and processing base, fishing tourism base, modern fishing base and port logistics base.
