对广东省新一轮土地利用总体规划实施的思考

广东省新一轮土地利用总体规划的修编工作已基本完成,文中分析了新一轮土地利用总体规划的特点和规划实施存在的问题,提出新一轮规划实施管理的思路:严格落实规划的刚性要求,充分发挥规划的弹性空间,增强土地利用质量的管理。据此,对规划实施管理提出4点建议:(1)进一步落实规划编制规程的要求;(2)制定规划实施的弹性措施;(3)创新规划指标的调节机制;(4)建立省级建设项目用地统筹指标,以期更好地发挥土地利用总体规划的指导作用。

Thoughts on Implementing the New Round of Overall Plan for Land Utilization in Guangdong Province

Based on the analysis of the characteristics and problems in the new round of overall plan for land utilization in Guangdong,the ideas about the plan implementation and administration are put forward as follows:guaranteeing the rigid requirements of the plan;increasing the flexibility of plan implementation;enhancing the quality management of land utilization.Accordingly,four proposals are raised:1) putting the requirements of planning regulations into implementation;2) working out some flexible measures for the implementation of the plan;3) innovating the adjustment mechanism of planning indexes;4) establishing coordination indexes for the provincial construction projects’ demands for land.
