在分析汕头市旅游资源和市场的基础上，认为汕头市旅游发展需采取以商务型都市旅游为主体，以潮汕文化旅游和海滨度假为特色的区域旅游发展模式，提出汕头市旅游可持续发展的驱动机制：积极培育城市的经济活力，增强城市的综合吸引力，积极转化潮汕文化为旅游产品，加强精品景点建设。

THE TOURISM DEVELOPMENT MODEL AND MOTIVATIONAL MECHANISM OF SHANTOU CITY

Urban tourism is an important part of contemporary tourism. However, different cities have different models for tourism development. Shantou City is not a traditional destination with tourist resources. Its main target market comes from the wide economic connection, and the focus is business tourism. Therefore, the sustainable development of the city should go before the sustainable tourism. By analysis tourism resources and the market of Shantou, regional tourism development models are put forward. It is considered that the commercial city tourism is the core, while the Chaoshan arts tourism and seaside holiday are the supplements. The motivational mechanism of sustainable tourism development of Shantou is: activating the economy of the city, increasing its overall attraction, transforming Chaoshan culture to tourism product actively, and enhancing the scenery construction.
