摘    要:针对人水和谐难以量化的难点问题及塔里木河流域缺乏定量评价研究的现状,详细介绍一套完整和系统的人水和谐量化方法体系,并在典型干旱区的塔里木河流域进行了详细的应用实例研究。通过实例的应用及分析,该方法经过定量计算得到了塔里木河流域的人水和谐度,比较客观的反映该流域的人水和谐程度。本文所做的工作丰富了人水和谐量化理论的研究,将人水和谐理念付诸于水资源管理实践有一定的理论和应用意义。

Abstract:At present,the quantitative evaluation method of human-water harmony is one of the difficult issues and the study of quantitative evaluation on the Tarim River Basin is lacking.In view of this situation,a quantification theoretical study system for human-water harmony is put forward in this paper,and the method is applied to the Tarim River Basin on a watershed scale.Through the use of examples,the method can reflect quantitative degree of the study area's human-water harmony.This work has enriched the theory of human-water harmony and is important and useful to put the ideas of human-water harmony into practice.To improve the human-water harmony of the Tarim River,the control measures are put forward as follows:(1) to strengthen the coordinated control and management of water resources of the Tarim River Basin;(2) to upgrade the water right system and water market construction;(3) to activate the construction of the water-saving society;(4) to set up the construction and research funds for the human-water harmony;(5) to enforce the establishment of laws and regulations and the construction of the legal regime in this basin;(6) to complete the construction of water resource information system in the basin;(7) to encourage the public to participate in the water resource management.
