西部大开发引进海外华人华侨"资源"的思考

作者通过实地调研了解到海外华人华侨“资源”已经对中国西部开发发挥作用,以下三个方面是进一步引进华人华侨“资源”开发西部的主要方向：一是以其浓厚乡情为引导,在教育,扶贫,救灾等方面继续做突出贡献：二是发挥新移民中的高层次人才对其家乡如川,渝等地的高科技领域中的开拓作用。三是原籍北西部海外华人华侨也已经在西部投资办企业,作者认为,凭借西部地区丰富的资源,只要营造良好投资环境,进一步引进原籍非西部地区海外华人华侨“资源”的前景十分广阔。

Perspective on drawing Chinese overseas "resources" into development of China's west

On the basis of field study, it has been found out that Chinese overseas "resources" have played their role in the development of China's west and the following three aspects are the main ways to draw further Chinese overseas "resources" into west development: firstly, with guidance of their deep affection on to their hometown, to let them make continuously outstanding contribution to such aspects as education, poverty alleviation and making provision for disaster relief and etc. in their hometown; secondly, to play prominent role with qualified scientists and technicians among new Chinese overseas in development of high science and technology in their hometown, e. g. in Sichuan and Chongqing; thirdly, to promote Chinese overseas whose hometown is not in west China to set up enterprises in west China. It has been also considered that relying on abundant natural resources in China's west, if sound environment for investment has been constructed, there is a broad prospect in drawing further the " resources" of Chinese overseas whose hometown is not in western China into the development of west China.
