扬长避短，迎接挑战──复关后我国化工矿产资源开发形势分析

我国在关贸总协定缔约国地位的恢复已日渐逼近。复关无疑将对我国经济发展包括对化工矿山行业产生巨大的影响。总体上说，我国化工矿山具备了参与国际市场竞争的基础，复关会带来较好的发展机遇，利大于弊。我国是世界上化工矿产资源丰富的国家之一，目前国内市场价格偏低，国外化工矿产品冲击国内市场的可能性很小。我国所处地理位置好，周边国家及东南亚国家大都缺少磷、硫等化工矿产，复关后，完全有可能挤入这些国家的市场。复关有利于提高我国化工矿山的地位；有利于促进国际间的交流，吸收先进技术、引进先进设各；有利于促进企业转换经营机制。但也不能盲目乐观，不能忽视我国化工矿山行业的不利因素。认清形势、分析自已，扬我所长，过我所短，是化工矿山行业应采取的总对策。

AbstractThe date when we reenter the General Agreement on Tariffs and Trade (GATT)is coming nearer and nearer. The reentering GATT will on doubt promote, to a large extent,the economic development of out country,not to speak of chemical mining industry. As a whole,this industrial sector has had ablities of competing with the counterparts in international market and, moreover, found itself in a more advantageous position given the opportunities brought up by the reentering GATT.Our country is aming those substuntiaily laden with chemical mineral resources. This means that prices of our mineral products are competitive enough for them not to be replaced in the domestic market by overseas products. In addition, with geographic favorableness, that is, fair advacence to the surrounding countries short of such chemical minerals as phosphorus, sulfur and so on, it is really possible that only seizing the opportunity of resumption of GATT status,our chemical mineral products certainly squeeze in their marketS and occupy certain shares. It is the case that resumption of our status in GATT will indeed help for the chemical mining industry to highten its position in overseas markets,for the enterprises to rapidly transform their operational mechanisms, and for aduanced techiques and equipments to be introduced. Given this point, strategic meaurements chemical mining sector should tube is to make clear the present situation,to find out the shortages,to give full play to advantages and to cast off disadvantages.
