| 摘 要： | 舟曲“8．8”三眼峪特大泥石流是发生在陇南高山峡谷区一起典型的泥石流灾害，如何对这种类型的灾害进行有效防治是一个值得深入探讨的问题。基于风险减缓的理念，综述了泥石流防治原则和方法；从舟曲实际的地理条件、地质条件、人文条件出发，分析了防治工作面临着有限的环境承载力、搬迁避让新址选择的困难性、以及当地居民灾后重建的心理因素等非工程性难题；在此基础上针对三眼峪泥石流提出了局部避让＋工程治理＋监测预警＋公众教育的综合防治对策，并对每一对策的具体措施做了论述和较为详细的说明。
