摘    要:土地资源具有稀缺性和不可再生性,土地供给日渐紧张,拓展土地利用空间、将土地利用由平面趋向立体化发展的趋势日渐成熟。青岛市崂山区将建设用地使用权分层出让,不但垂范了法规政策,对区域经济的发展也具有很大的现实意义。

Abstract:land resources are scarce and non - renewable, land supply growing tension and expand the use of space land, land use will be three -dimensional from two trends of the development of the trend is reaching maturity. China promulgated a new law on real right the right to use the land for building the clear stratification can be sold, and Accordingly, the intensive use of land conservation voice has become increasingly high. Laoshan district of Qingdao City will be the right to use the land for building hierarchical transfer, not only example of the regulations and policies, the regional economic development also has great practical significance.
