试论我国海洋档案的管理机制与模式

提出了建立我国海洋档案的管理机制的目标与组织模式，论述了行政管理机制、业务协调机制、合同管理机制、经济管理机制和监督与激励机制等5种机制在海洋档案管理中的作用，认为在纵向上采用现有档案管理机构实施行政管理的模式，而在横向上采取成立全国性海洋档案工作协调组织的模式，通过全国海洋档案管理的协调性与指导性相结合的机构，形成纵横相结合、点面相统一的新的海洋档案管理组织模式，比较符合我国海洋档案管理的实际。

Preliminary Discusstion on the Management Mechanism and Organizing Models of China's Marine Archives

:The implementation of the strategy of "carrying out marine development to build China into a strong maritime country" marks the entry of China's marine undertakings into a new period of rapid development. The management mechanism and organizing models in the marine archive affairs are going to change significantly in the new period. The paper puts forward the idea of establishing the goal of the marine archive management mechanism in our country and its organizing models, focuses on the function of five systems in the marine archive management, administration system, professional work coordination system, contract binding system, economic management system and system of rewards and penalties. The paper points out that the models combining lengthway and crosswise management tally with the actual situation in the marine archive management, in which the administrative model is still taken by the archive management organizations within some government departments relating to marine affairs (lengthways), the coordination model is realized through establishing a marine archive work committee over our country among some government departments relating to marine affairs (crosswise).
