深入贯彻国务院3号文件和省政府26号文件促进江西气象事业在更高起点上又好又快地发展——在全省气象工作会议上的工作报告

全面总结和回顾了“十五”以来全省气象工作取得的成绩和经验,并在客观分析江西气象事业发展面临的问题的基础上,对2007年和今后一段时期全省气象工作进行了科学部署。报告指出,《国务院关于加快气象事业发展的若干意见》(国发〔2006〕3号)和《江西省人民政府关于加快气象事业发展的意见》(赣府发〔2006〕26号)两个文件,是新时期指导江西气象事业又好又快地发展的纲领性文件。江西气象部门要切实承担责任,充分发挥贯彻落实国务院3号文件和省政府26号文件的主力军作用,紧密团结在以胡锦涛同志为总书记的党中央周围,高举邓小平理论和“三个代表”重要思想伟大旗帜,全面贯彻落实科学发展观,按照温家宝总理提出的“一流装备、一流技术、一流人才、一流台站”的要求,坚持公共气象的发展方向,进一步强化气象观测基础,提高预报预测水平,加快科技创新,丰富气象服务内涵,努力提升气象事业为构建社会主义和谐社会的服务能力,为在新的起点上实现江西崛起的新跨越提供一流气象服务,从而为富民兴赣、实现江西崛起新跨越,为构建“大气象”格局、实现中国由气象大国向气象强国迈进做出新的更大贡献。

Carry out No.3 Document by State Council and No.26 Document by Jiangxi Provincial People's Government Develop Jiangxi Meteorological Enterprise Fast and Well from New Jumping-Off Point

Summer and review the achievement and experience of Jiangxi meteorological department since "The Tenth Five", and dispose the future work of the year 2007 and then on. The report point out that the two documents of "Opinions of the State Council on Accelerating the development of meteorological enterprise" (No.2006] 3 document by State Council) and "Opinions of Jiangxi provincial people's government on Accelerating the development of meteorological enterprise" (No.2006] 26 document by Jiangxi provincial people's government) are the creed to develop Jiangxi meteorological enterprise fast and well. Jiangxi meteorological department should take the duty in hand, bring into main force play in carrying out No.3 document by State Council and No.26 document by Jiangxi provincial people's government, be solidarity around the party Hujintao as general secretary, hold high the guidance of Deng Xiaoping Theory and the important thought of Three Represents, put into practice the guiding principles of scientific development, according to premier Wenjiabao's directions of "big-league equipment, big-league technology, big-league talent and big-league station", insist on the development direction of "public meteorology, safe meteorology", strengthen the foundation of meteorological observation, advance the level of forecasting, accelerate the innovation of science and technology, enrich the connotation of meteorological service, enhance the meteorological service ability to structure socialistic harmonious society, provide big-league service to implement Jiangxi's growing up from new jumping-off point, and then make new contribution to Jiangxi's growing up, setting up the condition of "Big Meteorology" and achieving the progress of great meteorological power from big one.
