为实现预报质量评定、统计、查询及预报质量检查的自动化，解决繁琐的重复劳动等问题，研制开发了本系统。系统易于操作，且涵盖了质量评定及管理的全部工作内容，减轻了预报员和业务管理人员的工作量，有利于准确掌握和考察预报质量。
