湖南省小城镇建设合理用地探析

对近年来湖南省小城镇发展与土地利用变化作对比研究，认为在湖南省小城镇发展中存在数量多、基础设施薄弱、土地利用效率低下等问题。分析和探讨问题产生的原因，从科学规划小城镇用地和加强小城镇用地管理等方面提出了合理用地的几条建议和适合湖南小城镇发展的两种用地模式，即集中建设发展模式和旧城镇改造模式。

CONSIDERATION ON THE RATIONAL LAND USE OF SMALL TOWNS IN HUNAN PROVINCE

The problems of land use in the process of the development of small towns in Hunan Province are studied, which include that the number of small towns is large and the exploitation of land is increasing too fast; the structure and layout of the exploitation of land are not reasonable; the development of the towns is at the expense of sacrificing large area of cultivated land; the efficiency in land use of township enterprises is low, and so on. Their reasons are as follows: historical factors influence the land use; the land property is of multiform and the ways of land use are changeable; the occupation and supply of cultivated land are imbalanced; the land use administration of small towns is weak. Based on those analyses, some suggestions to rationalize the land use of the small towns are put forward: controlling the number of small towns and intensifying their construction; modifying the comprehensive land utilization plans of small towns under the guide of sustainable development theory; deepening the reform of land use system and enhancing the management of land; establishing land use data pool for small towns and strengthening dynamic monitoring of the land use; distributing township enterprises rationally; enlarging the force of land arrangement and ensuring the sum total of cultivated land in balance. In the end, two rational models to promote rational land use of small towns in Hunan Province are considered: concentrated construction and development of small towns, and transformation and reconstruction of old small towns.
