| 摘 要： | 介绍了天津市非常规水资源开发利用现状，分析了其在开发利用中存在的主要问题，提出了加快非常规水资源开发利用的对策建议：（1）尽快实现全市水事务统一管理；（2）建立合理的水价结构和水价体系；（3）完善非常规水资源利用的工程措施；（4）建立完善非常规水资源利用的保障体系；（5）利用科技手段推进非常规水资源开发利用。
