摘    要:模糊网络耦合模型(Fuzzy-ANP)是一种兼顾数理性和系统性的社会效益评价工具,因其对不同评价指标相互影响的深度考量而被广泛运用于复杂社会工程项目的效益评价中。本文引入模糊网络耦合模型对舟山蓝色海湾整治行动项目的综合社会效益进行评估,通过构建基础模型、优化指标体系、综合系统测评,最终形成对项目的综合社会效益总评(83.53分)。评价结果不仅能对项目整体社会效益作出判断,亦有益于项目后期维护实施及同类项目效益测评参考。

Abstract:Fuzzy-ANP was a social benefit evaluation tool that takes into account both mathematical rationality and systemicity. It was widely used in the benefit evaluation of complex social engineering projects due to its in-depth consideration of the mutual influence of different evaluation indicators. This paper introduced a fuzzy network coupling model to evaluate the comprehensive social benefits of the Zhoushan Blue Bay Remediation Action Project. Through the construction of a basic model, an optimized index system, and a comprehensive system evaluation, a general evaluation of the comprehensive social benefits of the project (83.53 points) was finally formed. The evaluation results could not only make judgments on the overall social benefits of the project, but also benefit the later maintenance and implementation of the project and the benefit evaluation reference of similar projects.
