| Abstract: | In this paper,the author introduced the construction and application of American Emergency System(911 system),Ur- ban System(311 system)and E-government,and then,he put forward suggestions and measure to push on construction.of mod- ernization of public management;finally.Finally;it is particularly pointed out that design and construction of E-government should stand facing people's requirements. |
