我国水资源与城市规划协调研究

分析了我国水资源的现状与城市水资源短缺的原因，结果表明，城市水资源短缺除自然因素外，还受到人为的环境污染、生态系统破坏、管理水平低规划布局不合理等因素影响，认为城市水资源可持续发展利用必须合理计算区域水资源承载力，建立资源成本核算体系，实现区域社会、资源、环境与可持续发展；基于生态系统理论，以水圈生态系统恢复重建为基础，通过区域规划与城市规划维系区域自然、社会资源的合理利用，协调区域之间的利益与矛盾，促进区域可持续发展；通过城市详细规划，缓解城市内部水资源需求矛盾，构建健康的人居环境，促进城市水文化的延续；建立全方位的节约型水资源利用体系。

The Coordination between Water Resources and City Planning in China

The shortage of water resources has become the main problem in China. This paper has discussed the present situations and the causes of shortage of water resources in China. From the point of view of sustainable development, the paper discusses the concept of water resources, puts forward that the water resources has the double property of the nature and society, and reaches the following conclusion: (1) for the sustainable uses of water resources in urban district, we must set up the system of resource costs, calculate the district bearing capacity of water resources, promote the sustainable development of society, resource and environment. (2) because many factors would affect the sustainable uses, the paper suggests that the sustainable uses of water resources must be based on the urban environment planning in the hydrosphere ecosystem, the multistage urban system planning and the strict economy system in many ways.
