| 摘 要： | 由于政府部门在办公和决策过程中处理的事件或信息大都与地理空间位置相关,因此,建设以地理空间数据和GIS技术为基础的电子政务系统是必然发展的趋势。本文通过对基于GIS的电子政务系统建设内容、要求及其特点的分析,提出了基于GIS技术的电子政务综合应用构建平台的概念,对平台的总体技术设计与开发问题进行了深入的讨论,并就系统组成与应用框架、地理空间数据共享服务平台、专项应用系统建设等理论技术问题进行了分析和研究。

| Abstract: | Due to the cases and information in the processes of the office and decision-making of the government have the relationships to the geographic spatial position, the e-government system which is based on the geospatial data and GIS technology must be implemented and used. In this paper the functions, requirements and characters of the e-government based on GIS are first analyzed. Second, the problems related to the concept, design and development of the multipurpose e-government Software Package are deeply discussed. Third, the composition and application frame of the system are expressed. The geospatial data share platform and the construction of the thematic e-government systems are also researched and discussed in the paper. Finally, the situation of the applications of the multipurpose e-government Software Package are outlined. |
