充分发挥科技奖励对测绘地理信息科技创新发展导向作用的研究

科技奖励是促进科技创新发展的一项重要政策,对于某一行业或领域引导科技创新发展方向、激励创新主体具有重要的作用和意义。本文从科技奖励角度,通过统计和对比"十一五"以来测绘科技进步奖获奖项目数量、分布和完成主体的变化趋势,对我国测绘地理信息科技创新发展现状进行了分析,并从新形势下对测绘地理信息科技创新发展的要求出发,提出了科技奖励在科技研发重点、推进区域协调的科技创新能力发展、激励重要创新主体等几个方面引导测绘地理信息科技创新发展的改革措施。

Research on Guiding the Innovation Development of Surveying and Mapping Geographic Information from Science and Technology Award

Science and technology award is an important policy for guiding the science and technology innovation development and encouraging innovation subjects in a certain industry or field.Analyzing the innovation development of surveying and mapping geographic information science and technology in the country through the statistics and comparison of the number,distribution,and trend of winner′s composition of the industry award since the 11th Five-Year Plan.From the perspective of the demand of science and technology innovation development in new era,it proposes reform measures in the key points of innovation,regional coordinated development of innovation ability,incentive mechanism of important innovation subjects to guide the innovation development of surveying and mapping geographic information technology.
