摘    要:
地球不仅是固体 ,而且充满了流体。当地球受力时 ,地壳变形和破裂 ,气体 (H2 ,CH4 ,CO等 )从内向外溢出 ,这样可引起森林火灾和地震。自 1990— 2 0 0 0年 12月利用卫星热红外图像资料做地震短临震兆的观察取得了突破性进展。正式预测、预报 149次 ,10 0次有结果 ,虚报 49次。 10 0次有结果的预测、预报中较准确的有 6 5次 ,含 7级地震 10次、6级地震 19次、5级地震 36次。较好预报有 2 5次 ,含 7级地震 4次。较差预报有 10次。由于云层干扰有 49次虚报和 2 0次漏报。 1998年 5月 13日— 5月 2 2日内蒙古大兴安岭阿尔山森林火灾前 10d ,即 1998年 5月 4日在卫星热红外云图上见到内蒙古大兴安岭阿尔山森林区出现圆形排气增强区。 1999年 4月 3日山西汾阳森林火灾前 4d ,即 1999年 3月 31日卫星热红外云图上汾阳森林区出现一孤立圆形排气增温区。 2 0 0 0年 3月 2 8日福州郊外森林区起火 ,就在当日卫星热红外云图上可见到福建沿海大陆升温。 1996年 9月 6日台湾兰屿发生 7 1级地震 ,地震前 11d增温震兆呈现一个奇特构造应力热体系———山字型。

Abstract:
The earth is not only a solid body, but also a five gas-spheric globe. When the crust of the earth is under pressure, the crust deforms and ruptures.Gases (CH4,CO,etc) underneath the crust are released. Forest fire and earthquake are caused by earth degassing. Some successful predictions of earthquake using satellite thermal infrared image (STII) are described.Since 1990,149 earthquake predictions have been made and the reports of these have been submitted to the Bureau of Seismology. Of the 149 predictions,100 are right while 49 are not. Of the right 100 ones,65 are highly accurate, including 10 Ms7 earthquakes, 19 Ms6 earthquakes, and 36 Ms 5 earthquakes. Twenty five of the predictions have a medium level of accuracy, including 4 Ms 7 earthquakes. The rest 10 have a low level of accuracy. Owing to the interference of the cloud, 49 earthquakes were neglected and 20 wrong predictions.Some interesting indication of forest fires reflected by STII are also introduced as follows. Forest fire in Arshan in the Dahingganling Mountains in Inner Mongolia was occurred between May 13 and 22,1998. Ten days prior to the forest fire, there was an semicircle area of degassing temperature increase where the forest fire occurred. Fenyang forest fire in Shanxi Province was occurred on April 3,1999, four days before it, there was an isolated|circle degassing temperature increasing area indicated by STII on March 31,1999. Forest fired in the suburbs Fuzhou on March 28,1999,when temperature increasing anomaly along the coastal areas in Fujian Province was reflected by STII. Lanyu earthquake with magnitude 7.1 was occurred on September 6,1996. Eleven days prior to it,there was a peculiar tectonic stress thermal system with a “ε” type due to temperature increasing.
