宁夏煤田地质局发展战略与规划研究

依据煤炭地质勘查现状和宁夏回族自治区环境以及经济发展趋势，运用SWOT矩阵以及波特“五力模型”等研究方法，提出厂宁夏煤田地质局总体发展战略和实现战略规划的具体对策，确定了企业使命、发展愿景、发展目标（中期和长期）、产业定位以及实现目标的“四个板块”，即：一是立足主业，做强做精煤炭资源勘查；二是做强天然气、石油、煤层气以及大口径钻孔、煤矿立井冻结孔等高技术工程；三是实施探采一体化，不局限于煤炭等资源勘查．应逐步向开采转化，延长产业链，实现可持续发展目标；四是稳定多种经营产业。而宁夏煤田地质局总体发展的最终落脚点要落实在建立企业化的运行体系上，其是实现战略规划的根本问题，为此提出了实施企业化运行机制的一系列措施，如建立企业化的组织机构、薪酬与绩效管理体系以及提高技术装备水平、优化人力资源结构．实现“走出去”等。

A Research on Development Strategy and Planning of the Ningxia Bureau of Coal Geological Exploration

Based on coal geological exploration status quo, economic setting and development trend, applying research techniques of SWOT matrix and Porter five forces analysis, put forward overall development strategy and specific actions to realize strategic planning for the Ningxia Bureau of Coal Geological Exploration. Four sectors of enterprise missions, development visions, development goals （medium-term and long-term）, also industry positioning and target implementation, i.e. the first is based on main lines of business, to strengthen and improve coal resource exploration; the second is to strengthen natural gas, oil, CBM explorations and high-tech projects such as large-diameter drilling, coahnine shaft freeze holes etc.; the third is integrated exploration and mining, not only to explore coal and other resources, but also transform to mining in steps, extending the industrial chain and scale-up sustainable development; the fourth is to stabilize diversified industries. The ultimate overall development foothold of the bureau needs to come down to enterprise operational system establishment, thus the radix issue to realize strategic planning, for this purpose, a series of measures to actualize market-driven operational mechanism, such as market-driven institutional framework, remuneration and performance management system, to improve technical installation level, optimize human resource configuration and get ready for going global go abroad etc.
