摘    要:水利是农业的命脉。农田水利建设项目量大面广、小型分散,工作任务艰巨、责任重大。传统的管理模式和工作方式制约着农田水利事业的健康发展。为进一步规范农田水利的规划、建设、运行和管理,实现"建管并重"的双重目标,本文结合2016年颁布的《农田水利条例》,立足甘肃省水利水务建设实际,以需求为导向,密切联系业务应用,构建了基于3S技术的甘肃省农田水利信息管理平台整体框架和体系组成,详细阐述了系统建设的特点及功能,以期提高水利工程建设管护水平,让工程设施真正建得起、管得好、长受益。

Abstract:Water conservancy is the lifeblood of agriculture.Irrigation and water conservancy construction project is wide,small and scattered,the task is arduous,and the responsibility is great.The traditional management mode and working methods have been restricting the sustainable and healthy development of the irrigation and water conservancy.To further standardize the farmland water conservancy planning,construction,operation and management,to achieve the dual goals of " both construction and management",this paper 2016 "farmland water conservancy regulations",based on the actual construction of Gansu water conservancy water,demand-oriented,in close contact with the business application,based on 3S technology in Gansu Province water conservancy information management platform framework and system composition,features and functions of the system are described in detail,in order to improve water conservancy project construction level of management and protection,let the engineering facilities really built affordable,tube well and long benefit.
